    1.3.1: What are Drugs?

The U.S. Food and Drug Administration (FDA) defines drugs as any substance, other than food, that is used to diagnose, cure, mitigate, treat, or prevent disease. In the U.S., all drugs available for prescription are listed in the United States Pharmacopeia (USP) and the National Formulary (NF, uspnf.com). A formulary is a list of available drugs and is used by organizations and institutions to indicate which drugs are available. Insurance companies use a formulary for the prescription drugs that are covered by their plans. Hospitals and clinics use a formulary to list the drugs that are on hand for administration (U.S. Food and Drug Administration, 2017).
