2015年に改定されたユネスコ体育・身体活動・スポーツに関する国際憲章および最新のオリンピック憲章では、体育・身体活動・スポーツにおけるより安心・安全（人権的な観点含む）な環境を構築することが提唱され、また、国際オリンピック委員会が採択したアジェンダ2020等、スポーツ界においても「多様な人々が共生する社会」の実現に向けてスポーツの果たす役割が認識されています。
