قال مستشار وزير الطاقة والمياه اللبناني للتلفزيون العربي إن المسألة في جوهرها أبعد بكثير من مجرد تسديد فواتير، مشيراً إلى وجود "دولة عميقة" في لبنان اعتادت على الفوضى والاستخفاف طيلة السنوات الماضية في القيام بواجباتها تجاه مؤسسة كهرباء لبنان. وأوضح أن بعض البلديات لم تسدد الفواتير المتوجبة عليها منذ العام 2000 أي منذ أكثر من ربع قرن. وأضاف أن هذه الديون ناتجة عن استهلاك فعلي للطاقة وليس مجرد فوائد أو غرامات متراكمة. وانتقد بشدة التفرقة في التعامل بين المواطن البسيط ومؤسسات الدولة، واصفاً بأنه من المخجل "المرجلة" على المواطن الملتزم بدفع فاتورته بينما تتخلف المؤسسات الكبرى وكبار المستهلكين عن الدفع بحصانة سياسية أو معنوية.
