The story centers on Rukmini Bai (Shabana Azmi), the shrewd yet maternal Madame who manages a long-standing brothel in the heart of the city. Among her women are Basanti (Neena Gupta), a talented classical dancer, and Zeenat (Smita Patil), a beautiful classical singer whom Rukmini protects with fiercely possessive care. Life in the brothel takes a drastic turn when local politician Shantidevi (Gita Siddharth) campaigns to evict them under the guise of restoring public morality—secretly backed by greedy city leaders targeting the prime real estate. Forced to relocate to the outskirts near a shrine, Rukmini Bai's business surprisingly flourishes, drawing even larger crowds. However, turmoil strikes when Mayor Aggarwal's son, Sushil (Aditya Bhattacharya), falls madly in love with Zeenat. To stop their romance, Rukmini unveils a devastating secret about Zeenat's true parentage that threatens to shatter multiple lives.
