Not offered: its uploader or archive marks it public domain, and nothing the site holds bears that out (its record gives no year, or a year from 1978 on, which no US term has left), so where it is free is not known. Unclear is not offered. Open it at the Internet Archive.

About
United States Department of Agriculture Natural Resources Conservation Service Plant Materials Program
Plant Solutions for Conservation Needs
The NRCS Plant Materials Program shares the agency's rich 70-year history. Since the 1930s, the program has developed plant solutions for restoring the country's most critical resource concerns. Included in the DVD is footage from the Discovery Science Channel’s documentary ‘Coastal Crisis: Vanishing Lands'. The Science Channel excerpt features an overview of the Golden Meadow PMC and was filmed a few months before Hurricane Katrina devastated the region. Some footage was provided by America's Wetland.
