Not offered: its uploader or archive marks it public domain, and nothing the site holds bears that out (its record gives no year, or a year from 1978 on, which no US term has left), so where it is free is not known. Unclear is not offered. Open it at the Internet Archive.

Special Needs Offenders: Reducing Risk Through Employment and Education (Part 1)
This program is the Center's fourth satellite broadcast in the Special Needs Offenders series. The broadcast introduces a model for investigating and supervising disadvantaged defendants and offenders with limited job skills, life skills, and education. It also highlights techniques for handling resistant defendants or offenders; provides guidelines for developing community partners and in-house programs for employment assistance and cognitive skills training; and offers guidance on how to stabilize conflicts that arise from a defendant's or offender's difficulties in mastering basic life skills.
Human-made No record of this work says a model made it. What this means.
