Not offered: its uploader or archive marks it public domain, and nothing the site holds bears that out (its record gives no year, or a year from 1978 on, which no US term has left), so where it is free is not known. Unclear is not offered. Open it at the Internet Archive.

Highway Safety Series: Evaluating Safety Program Results
Visit the International Road Federation at http://www.irfnews.org/ - Noncommercial Use Only - Published with Permission - Evaluation is treated in phases 5 and 6 in this series. Assessments are based on before-and- after accident data from the sphere of influence of each improvement, including changes in accident severity. Formulas are given for deriving adjusted annual accidents and assessing the significance of any change. Benefit-cost ratios and net annual benefit are calculated. In the final evaluation phase, program benefits are then calculated for each improvement type and for the overall program and documented in a report to policymakers.
