Not offered: its uploader or archive marks it public domain, and nothing the site holds bears that out (its record gives no year, or a year from 1978 on, which no US term has left), so where it is free is not known. Unclear is not offered. Open it at the Internet Archive.

Contract Maintenance Series: Procedures
Visit the International Road Federation at http://www.irfnews.org/ - Noncommercial Use Only - Published with Permission - The development of a contract maintenance system is described as a two-stage procedure: the preparation of a transition plan and the development of detailed contract documents. For the transition planning process, guidelines are given for defining agency objectives, developing maintenance plans, determining the contract approach, defining responsibilities, and establishing a plan for existing resources. A variety of public and private sector agencies are suggested for performing the contracted work. Contract documents are introduced: instructions to bidders, contract provisions, pricing documents, measurement procedures, and performance standards.
