Not offered: its uploader or archive marks it public domain, and nothing the site holds bears that out (its record gives no year, or a year from 1978 on, which no US term has left), so where it is free is not known. Unclear is not offered. Open it at the Internet Archive.

Equipment Management Systems Series: Equipment Financial Management
Visit the International Road Federation at http://www.irfnews.org/ - Noncommercial Use Only - Published with Permission - Cost accounting, budget, rental rates and equipment funds are described as the essential elements for developing an EMS financial management component. Tracked costs support evaluation and control of expenditures, and are shown for maintenance and repair, fuels and lubricants, parts distribution, shop overhead, non-overhead, and indirect cost allocation. The budgeting system overlaps with planning and is performance-based. Equipment rental programs and equipment funds are described; they provide the means to view the total costs of owning equipment and to finance replacement.
