Not offered: its uploader or archive marks it public domain, and nothing the site holds bears that out (its record gives no year, or a year from 1978 on, which no US term has left), so where it is free is not known. Unclear is not offered. Open it at the Internet Archive.

Equipment Management Systems Series: Equipment Inventory
Visit the International Road Federation at http://www.irfnews.org/ - Noncommercial Use Only - Published with Permission - Three elements of equipment inventory management are described: fleet planning (identifying equipment requirements and establishing an economic fleet size and mix), inventory control (monitoring utilization and performance of the fleet), and economic replacement (outlining procedures that assure that each unit is replaced at its economic life point). Each element is outlined in some detail and alternative procedures are suggested; for instance, there is a discussion of assigning vs. pooling vehicles for economic vehicle utilization.
