Not offered: its uploader or archive marks it public domain, and nothing the site holds bears that out (its record gives no year, or a year from 1978 on, which no US term has left), so where it is free is not known. Unclear is not offered. Open it at the Internet Archive.

Guardrail Maintenance
This program begins with a look at the components of a guardrail and then demonstrates maintenance procedures for three different types of installations: the typical section, turned down end sections, and attachments to bridges. Removing damaged components, hanging new rail, and replacing a post are depicted in some detail, and the special circumstances of replacing turned down sections and bridge attachments are shown. Safety is stressed.
