Not offered: its uploader or archive marks it public domain, and nothing the site holds bears that out (its record gives no year, or a year from 1978 on, which no US term has left), so where it is free is not known. Unclear is not offered. Open it at the Internet Archive.

Setting Speed Limits
Addressing municipal responsibility for setting safe speed limits on local roads, this video describes the traffic engineering survey to determine reasonable and safe speed. Six factors are considered in the survey: road characteristics, 85th percentile speed, roadside development and access, curves and hazardous locations, pedestrian activity and parking practices, and accident history. Final determination of an appropriate speed limit is not addressed, but the importance of proper signage and incorporating speed limits into local ordinance are emphasized.
