Not offered: its uploader or archive marks it public domain, and nothing the site holds bears that out (its record gives no year, or a year from 1978 on, which no US term has left), so where it is free is not known. Unclear is not offered. Open it at the Internet Archive.

Creating Meadows Through Road Maintenance and Construction
Set in New Mexico's beautiful Cibola National Forest and Zuni Mountains, this video details successful projects to preserve roadside habitat and water quality by reducing erosion and water table reduction caused by unpaved low-volume roads. The low-cost techniques include use of culvert elbows or culverts with elevated inlets in eroded stream channels at road crossings, and new Jersey traffic barriers as retaining walls.
