Not offered: its uploader or archive marks it public domain, and nothing the site holds bears that out (its record gives no year, or a year from 1978 on, which no US term has left), so where it is free is not known. Unclear is not offered. Open it at the Internet Archive.

SHRP Innovations: Pavement Maintenance and Worker Safety
A variety of SHRP's preventive maintenance and work zone safety research is briefly described and promoted. These include a maintenance rating guide, a new test for voids under concrete pavement, new manuals of practice for repairs, robotic pothole patching and crack sealing machinery, vehicle-mounted ground- penetrating radar for pavement damage detection, and a seismic pavement analyzer. Safety devices include an all-terrain sign, a portable rumble strip, a flashing stop-slow panel, an intrusion alarm, and portable crash cushions.
Human-made No record of this work says a model made it. What this means.
