Not offered: its uploader or archive marks it public domain, and nothing the site holds bears that out (its record gives no year, or a year from 1978 on, which no US term has left), so where it is free is not known. Unclear is not offered. Open it at the Internet Archive.

M3: Metric Construction Video, 2nd edition
GSA policies and recommendations on use of metric in construction are presented in this video, along with some quick conversion calculations and lists of new construction and product specifications. Beginning with general information about U.S. metric conversion and the benefits of metric, the video then lists many federal building projects designed in metric. Administrative questions, such as design and construction firm capabilities, agency conversion, and dual dimensioning are briefly addressed. Compromise administrative principles for application of hard and soft metric in project and product dimensions are covered, as well as revised national codes. A long list of standard product sizes and specifications for drywall, concrete, rebar and other common construction items is given.
