Clips are not offered for this film: a public-domain mark that nothing bears out (no year, or a year no US term has left).
Not offered: its uploader or archive marks it public domain, and nothing the site holds bears that out (its record gives no year, or a year from 1978 on, which no US term has left), so where it is free is not known. Unclear is not offered. Open it at the Internet Archive.

Smoothing and Reshaping of Earth and Gravel Roads
Visit the International Road Federation at http://www.irfnews.org/ - Noncommercial Use Only - Published with Permission - Smoothing and reshaping procedures are covered separately in this video on maintenance of unpaved roads. Weather conditions and equipment are discussed. Smoothing is demonstrated in the following steps: placing traffic signs, marking limits for smoothing, blading the surface to form a windrow, and spreading the windrow. The reshaping process is demonstrated in the same steps, with the addition of checking the crown and cross slope, and compacting the surface.
Human-made No record of this work says a model made it. What this means.
