Not offered: its uploader or archive marks it public domain, and nothing the site holds bears that out (its record gives no year, or a year from 1978 on, which no US term has left), so where it is free is not known. Unclear is not offered. Open it at the Internet Archive.

Single and Multiple Surface Treatments
Visit the International Road Federation at http://www.irfnews.org/ - Noncommercial Use Only - Published with Permission - Single and multiple surface treatments are used to repair road surface defects and upgrade both unpaved and paved roads. This tape defines these treatments and outlines the materials needed. The application process is demonstrated step-by-step on a rural road: placing traffic control devices, cleaning the surface area, applying asphalt, spreading aggregate, compacting the aggregate, placing additional layers for multiple surface treatments, and sweeping off loose aggregate.
