Not offered: its uploader or archive marks it public domain, and nothing the site holds bears that out (its record gives no year, or a year from 1978 on, which no US term has left), so where it is free is not known. Unclear is not offered. Open it at the Internet Archive.

Reshaping Earth and Gravel Shoulders
Visit the International Road Federation at http://www.irfnews.org/ - Noncommercial Use Only - Published with Permission - Shoulder defects are shown, and the procedures for reshaping a shoulder to its original cross- slope and shape are demonstrated. Proper equipment is listed. The reshaping process is demonstrated in detail in several steps: placing traffic control devices, determining and marking the limits for reshaping, removing debris from the shoulder and ditch, blading the shoulder surface to form a windrow, spreading the windrow, checking cross-slope, compacting the shoulder surface, and cleaning the work area.
