Clips are not offered for this film: a public-domain mark that nothing bears out (no year, or a year no US term has left).
Not offered: its uploader or archive marks it public domain, and nothing the site holds bears that out (its record gives no year, or a year from 1978 on, which no US term has left), so where it is free is not known. Unclear is not offered. Open it at the Internet Archive.

Repair of Depressions, Rutting, and Corrugations
Visit the International Road Federation at http://www.irfnews.org/ - Noncommercial Use Only - Published with Permission - This videotape gives the procedures for leveling and overlaying depressions, ruts and corrugations in asphalt pavements by using a motor grader. Each type of pavement deformation is shown, and repair materials and equipment are listed. Repairs are demonstrated in detail in several steps: placing the traffic control devices, cleaning the surface area, marking the limits of repair work, applying tack coat, spreading and compacting leveling layers, placing and compacting the overlay, and cleaning the work area.
