Summary

Reflects journalist Bill Moyers' personal attempt to understand how a political scandal the proportion of Watergate could occur in the United States. Moyers reviews the taped testimony of Mitchell, Erlichman, Magruder, and other Senate witnesses, and, in discussions with journalists and historians, looks at other scandals in American history, the expanding role of the presidency, and other aspects of American history that might help to explain how a Watergate could happen.
