Artful persuasion film uses historical reenactment and montage to herald the role of the worker in U.S. war efforts across time with particular emphasis on the contributions of manufacturing labor to World War II. Produced to build morale within the manufacturing sector around the war effort. With wide-ranging battle scenes and news footage of the conflict in Europe and in Japan that was ongoing at the time of production. (silent elements)

From Motion Picture Herald, 1 August, 1942, p. 43: "Made for showing to both Army personnel and workers in war production plants, 'The Arm Behind the Army' compares American plants with those of the Axis, and shows the ruthless forced labor system in Europe. This is described by the committee as a 'war training' film distinguishing it from those made for presentation to Army personnel only. Its special intent is 'increasing the morale' in the ranks of war production workers."
