Panama was again today the principal subject of consideration in the senate, and. as on yesterday, the debate was spirited. Senator t'armack opened proceed ings with a set speech in a pointed criticism of the president's course, and was followed by Senator Spooner. the only other speaker of the day. in a defense of the president's action as law abiding and in defense of the president himself as "a patriotic, brave and true man.'' Senator Tillman freipmntly inter rupted Spoiler, ami there were a mini Iter of sharp encounters- between them When the senate adjourned the Panama Question was still before tie' senate, and It was announced that dis cussion would be resumed t imorrow after the disposition of the postoftice department inquiry resolution. Before the Panama subject ami taken up tin ire was a brief but lively discussion between son and Scott of th Senators Patter labor troubles in 'olorado. In discussing the Panama question Senator Cannaek attacked the presl dent's course, and declared that never lor oue moment did hi con sider any plan that had in it so little of tin strenuous and sesational as the execution of the law." Senator Cannaek contended thai the president had not contented him self with recognition of Panama, but bad Intervened. Senator Spooner replied to Car mack, saying he had felt regret at bearing criticisms of the president who had registered an oath in heaven to discharge bis duties. Senator Car-1 mack bail made a sinister and UMUp ported statement when he said thai this country had logun a systematic j encroachment on the rights of South American republics No man had stood more consistently for these re- j ptlhliCS than bad President Roosevelt Setmtoi Spooner instanced the course of the president in the Veno tielstl difficulties. No president in OUT history had stood more staunchly for the Monroe doctrine Senator poofter also gave attention to the charges ol disobedience of the law by the president. The only enemies he bad in MM United States, said Spooner. "are the result at his obedience to and enforce Banal of the law. He has thought not of himself, but only of his oath. The president has heen elected by the Re publican party, but." added Spooner. "he is the president of all the country, anil he is entitled to fair and decent treatment as the chief executive of all the people. "As ,"tthor of the Ipooaor act." the speaker said, "he wished to express tiis opinion that the law had not heen violated by what the president had lone" After reviewing the events relating to the canal negotiations, Mr. SMHner asked whether any senator would have turned his back on Pan iima so long as there was a bill pepd- j int in the Colombian congress, and In put the nuestion especially to Senator Tillman, who was on his feet Senator Tillman said he would have entered into negotiations with Nlca rajrtta and would have reported back to congress for further instructions. He would then have said to Colombia: "Ton are a mangy lot get oft the face if the earth: we'll take the country and build the canal." After a minute's pause Senator Spooner said that while he could not accept the senator's language he con pro: Ldnnt'i ppnttttw. He declared the honor and interests of the Cnited States required that a president should do just what Theo dore Roosevelt bad done, and that the president had acted within the const i tution aud the law in all he had done in Panama. "The attack on the president.'' Spooner went on. "is so virulent and inexcusable that no reasonable expla nation can be made of it except that of partisanship of the bitterest kind." He invited the opposition to test the question by an early vote, and closed with a reference to the president as "a brave, patriotic and frank man. who tries to do what the law de mands. The Bis Four fa taking tlaie by the lorelock and is doing an expensive piece of "muck ditching" to prevent the undermining of its embankment by the Ohio river some distance above the city, when the water rises to flood tide. Its experience some years ago taught it a lesson by which it is prorit t ing. and since that time it has placed i its embankment through this county In excellent condition. The Mobile Ohio company has just about completed a piece of work which arretted the destructive effect of the Mississippi river upon its bani; 1 a short distance below the point where the so-called new teres joins the old. This is worthy of comment because it was a condition similar to this which preceded the necessity of building the so-called "new" lever away back In the seventies Tnpn-1 like now. the river began to cut away the natural bank outside of the old Mississippi levee. The railroad con: pany occupied the old levee with its i truck nnd nil under contract to nro- ,e(,, nkmm from but it was not under ontract to pro tect the "natural" ground on which the embank nt was built. At that the river's Work Was time, as now. the riv done on the "natural" bank and the company looked to others to arrest it. The others did not do this, and the I river continued its work until the j railroad embankment was undermined and went down and the city was forced to build a new levee at a cost of 34,OQ0 or more. Now an entirely different course was pursued. The moment the company received notic" of the encroachment of the river upon the "natural" bank outside its em bankment it set men to work to stop ,ianK.mrnl, v,hk.j, was ,loIR, vvh,,tl th(. city gave it possession of the widened levee. There will be five storm periods in I January. The first storm period will begin on the 1st and lat to the lieth. The other four will come on the :th. But hark! The bells are ringing out the joyful message of the birth of a new year and I will ring off. Old nineteen hundred three is gone we ne'er shall see him more. He's disappeared and in his place comes nineteen hundred four. The old year was a likely lad one year ago today, but now, alas! he's gone for good, but where I caaot say He brought us rain and sunshine too. he brought us joy and grief, the summer days were blithe and long, the winter days were brief. He brought the spring-! time and the flowers, he brought the gentle autumn hours, then came the winter's sleet. But wh-n we've post ed up the Iwoks and figured up the account, we li nnd that during all the year the good was paramount. The evil days were few and short, the preckma days were long, and often came to chcr our hearts and stimu late the song. May this year be ti better year than nineteen hundred three and may the evil days be few in store for you and me. I PLETHORA OF CURRENCY FUNDS CONTINUE TO PILE UP, WHILE STOCKS ARE DRAGGING. By Associated Press. New York. Jan. 13. The stock mar ket today reflected no development in affairs, hut stagnation of the market was in itsell the result of uncertainty over the outcome ot far eastern crisis. The same effect was noticed in the various conimodily markets which have shown themselves under the iu tluences ot war news, while the for eign seciirilioi; market was also prac tically idle today These markets were evidently waiting, all of them, for some more definite shaping of futur, of events. Constantly varying rumors regarding chances of peace or war seemed to day to have lost their power for indue-1 ing active operations in the markets, i The possibilities involved in the situa tions are abundantly realized, and the conclusion seems to have been reached to sit down and await the outcome. I In the absence of snecuhitive iTf maud for loans, offering'of call money became so large today as to suggest an early stage ol plethora in money Supply.
