The people are becoming more panic stricken than ever, ami a gloom hangs over every part of the great city. Kvery effort of tin- authorities to kill the epi demic seems so far to he unavailing, but the spread of the disease Is fought hard. The exodus continues, and the vol ume of it seems to Increase as time goes *in. The epidemic amongst the soldiers Is regarded with tin* greatest alarm, as the garrison life is consid ered tn Im> most conducive to the spread *»f the ephh mlc. It lias been rumored that some of the soldier* who were first stricken were aided to die fjuietiv to prevent the iie crease of tin- disease, hut even such' severe measures seem to have failed The royal family i* now out of own. but the members of it arc kept con stantly informed of the conditions. LET THE LAWYERS ACT. From tm* soim-w at meager r-port* sent out concerning the proceeding* of tile American l*ai Association at S« attle one learn** with som*- *urpris» fhui ilie report of the special commit tee on tm* law s delay s vvas only adopt ed after a liard tight anti vigorous op position. if the association hail en gaged m an angry debate over the ten commandments their proceedings could scarcely cause greater astonishment. A Seattle dispate: says. "President Lehmann has been urged for president since he made th, mag nificent fignt on Wednesday evening for the adoption of tie- report of the special committee on laws to prevent delay and unnecessary cost in litiga tion. The report advocated the grant ing of appeals l»_v tin* higher courts only on actual prejudice and not on technical errors In procedure. 1,,-h maim curried the day against great opposition and thereby virtually elect ed himself president." It is satisfactory to learn that Mr Lehmann, who is an eminent St Louis lawyer, carried the association with hiin on this (mention, and that lie was not called on to demonstrate the prop osition that two and two make four. The country welcomes tin- conclu sion. iiowever tardily arrived at. and may attribute the storm and stress ..f tin* process to the same passion for (|ulbbiiiig that affects a noisy minority of tlie profession. It is that passion ed til it that has produced the evils Which the report describes. N'nw that the association, as a hi sly. has taken tlie right course, the lay public may hope that the lawyer will not stop there and lie content with a merely academic declaration. Any practical reform on the lines indicated must Come through the lawyers themselves, and will not sprout spontaneously from a set of resolutions, however well Intended If the lawyers really desire, and we arc convinced that most of them do, they can accomplish that end hy appropriate action. CANADIAN ENTERPRISE. While the Ignited States is expend ing $4rt.fi0ft,fifi0 In irrigation and will have completed when Its contemplated work Is ended twenty-six Irrigation projects, one must not think that our nelghieirs to the north arc negligent of the opportunities they pusses, nor do »e surpass them In irrigation enter prises. As a matter of fact. Canada has the biggest irrigation project on the con tinent.
