MORNING APPEAL. FRIDAY ACGVST 10, 1877 L L.l TEE CHINESE QUESTION. One of tho most perplexing questions with which tho people of this coast have to deal is that of tho Chinese. It is especially trouble some from the fact that capitalists aud all those who are interested in tho employment of labor, will use that kind of service which will yield tho greatest profit, and having the anction of law for the importation and em ployment of the Chinese, they will, in spite of any protests which may bo made, still con tinue to encourage the immigration of these Mongolian coolies. Philanthropists and the orists may reason in regard to the ameliora tion of the condition of the workingmen, they may point out a way by which the con flict between capital and labor can be averted and they may earnestly soek to put in prac tice their good intentions and their conceits. But the experience ef all ages is that, in this struggle of life, the great majority of people conform t those practices, which in their own judgement will conduce most to their own individual gain. The strong will oppress the weak. The rich will add to their accum ulations and grow more and more miserly in their dealings with the poor. Most people are magnificently liberal when it costs noth ing but the expression of an opinion, or when they are not agitated by any dread of contributions. But when their liberality is tested by the sacrifice of some comfort or the expenditure of their own substance, thay are hocked at the extravaganca of the age and the improvidence of the needy. Very many persons on this coast are only indirectly affected by the employment of Chinese labor, such are professional men, officials and nearly the entire population of the middle classes. Competition between the different elements cf the working people does not affect their comfort or gain, except for their advantage in cheapening the services cf menials. There are some notable exceptions, of course, for in every community there are men of broad and liberal views, who are willing to make sacri fices for the benefit of the less fortunate, but thesa aro only exceptions to tha rula that everybody looks out for number one. From this selSsh standpoint, then, it is immaterial to a larje part of our people what view or action is taken ia regard to this question. The insecurity of property and the continued annoyance arising from the s'trife between the labor elements make a counterpoise for all the advantages to be gained from it. The two daises then directly interested and antago nistic to this Chinese problem, are th labor ing men on the one side, and on the other the men who are engaged in tho employment of labor on a large scale; such as railroad corpo rations, manufacturers of certain commodi ties and the farmers. It is somewhat amus ing to note views cf the farmers on this sub ject when their private interest? are brought in contact from opposite stations. If the Chinaman has.a little garden of his qwvl in which he cultivates vegetables for the mar kets, and is thus made a competitor of his Circassian neighbor in the sale of his produce, then in the estimation of the latter the Chi nese are a curse to the country and should be driven from our shores; but if our Circassian friend depends on Chinese help for the culti vation of his soil, and to do all the drudgery connected with fanning, and he employs J ohn at about one-half the price that he would be obliged to pay for white labor, then the Mon golian is a blessing to the country. No one is more severe in invectives upon the low Irish, Dutch, Italian and hoodlum for their fcbuse of the Celestial. Our sympathies are altogether with the poor laborer who is brought into competition with tho Chinese, and we believe it would be better for all were they not here. But thay are here. Tho question is not as to their coming, but as to how their coming may bo stopped. They are industri ous, frugal, temperate, patient and possessed of greater powors of endurance than any other class of people in the country. They are here too under tho sanction of tho laws of our coun try, and are as much entitled to the protec tion of those laws as any other class of for eigners. Suppose the same prejudice existed toward the Irish, Dutch, Canadians, or any other class of foreigners, would it be possible, or would such a thing bo thought bf, as driving them out of the country by force or preventing them from getting emploj-ment. It is true that their civilization and our civil ization are altogether different and that we are trying to build up an American not a Chinese civilization, but liberality and freedom are fnndamental principles in our civilization, not oppression and barbarism. There is only ono consistent way to get rid of the Chinese and that is by tho obrogation of the Burlingatae treaty, and every attempt to incite the laboring classes to acts of cruelty upon these people will only bring the odium of the civilizsd world upon us and result in misery to those who engage in it. Of Theodore Tiltcn and family a New York letter writer says Tilton during bis last tour traveled 30,003 miles and earned 020,000. His daughter Alice, now sixteen, is with him in Europe. She possesses undoubted genius for sketching. She is a dignified and wo manly girl, and has shown some ability as a writer. Mrs. Tilton is very contented, and, as some one expressed it, .is 'not only as happy as a bird, but lives like a queen." j Jfce youngest boy, Frank, is with his mother. MEDITATIONS RESPECTING THE MOTS. Purporting to be comments from a strang er's note book, the N.' Y. Sun contains the following A truly wonderful country this is. Tho more one sees of it the more one ad-a-.ircs it. Its dull and dark sides are numer ous, yet step by step one gels used to them, and begins to look at them a at something quite'natural. But when it displays any of its grand and bright sides it stuns the world. The civil war was one of the instances in which the great features of American charac ter wei-c first strikingly shown. Never was a war nore sanguinary. Seldom Lav? moral and material interests of such magnitune been at stake in an armed conflict. Yet, a few years have scarcely elapsed, when everything is forgotten, and North and South are parts of the same family again. And now look at Europe. The Spaniard r,n 1 the Basque are ready to cut each other's throat any day. The Mussulman and the Ct.i i-tiaii on the Balkan Peninsula go to dis cmb').v;ling each other whenever they get the sli'itest chance to do so. The Poles would v.ouid poison every Russian if they could, and the Russians would hang every Pole if tUrv wpm not ashamed. The English and I j the Irish are only waiting for a fit opportu I niiy to break each other's ribs and skulls. I Tha Neapolitan hates the Piedmonteae just as much as the Bavarian hates the Prussian. I:i all those cases the cause of tho hatred is old and worn out, and without any substan tial, practical meaning nowadays. Yet in some of these instances it has lasted for two or three centuries, and does not show any signs of abatement. Here, on the contrary, the cause of the struggle was of immense vital, as well as intalectual magnitude. Yet the moment the actual conflict was over, every thing war, settled. No recriminations are to be heard; no persecutions to be seen. The former combatants are friends again, and faithf ul members of the same brotherhood. Take the last elections again. The fight was as fierce as any political fight ever was, and the contest as close as could well be im agined. Fraud was undoubtedly perpetrated. Yet at the appointed day and hour forty mill ions of people have quietly submitted to what was represented to be the verdict of the bal lot box. Under the same circumstances thousands of lives and rr.illicns cf money would have been sacrificed in any ether coun try, and either anarchy or despotism would have come to crown the whole business. The present strikes and riots are another instance of these admirable features of the i American national character. A hun&rea I ih.vncurvr) rl.iif-lv allied men become at a eiven moment masters of all the communications on the continent and have property to the value of two thousand millions at their mercy. What would they not have done in Europe under similar circumstances With the fa cilities these men had to ara themselves, one fifth of their number would have been enough in any European country to march on the capital, upset the Government, and establish general chaos. Here the rising of a hundred thousand men results in a dozen or two killed, a few buildings burned, and a slight impediment of business for a day or two. Why, the beer riot of Frankfort a few years ao, or an Anglo-Irish riot was never settled cheeper. And when the thing is over, there is no court-martialing, no shooting, hanging, or banishing people. In a few days there will probably not even be an ill fading between the two opposing camps. If this is not wonderful, I don't know what is. Facts of this kind makes one naturally anxious to find their explanation. A volume could be written, if all the causes of this peculiar condition of things were to be enumerated. Governor Hartranft of Pennsylvania knows his place and has the nerve to do his duty. In conversation with tho editor of the Pitts burg Commercial he said: "You can say to the people, if j-ou desire to, that my position is just about this: I am here to see that the peace is preserved. I am here to see that the railroad companies who have applied to to m? :i citizens for help get back their propert;., and I propose to see, as far as my authority goc-s, that no man, if he wishes to work, is prevented from doing so through fears of a mob, or any intimida tion. Further than that I cannot go. As I have said, any contract the railroad and their employes may make it their private business, and I've no more right to interfere than you have. If an engineer comes to me and says he is willing and anxious to work, but fears personal injury while running hi3 train, and he desires a guard Etrong enough to protect him and that guard I'll back with all the power of the State. That's not sending soldiers to run the train at all. It's only a response to a citizen's call for protection a protection which the laws guarantee to every man, black or white, rich or poor. My duty as I conceive it now, is simply to see that the public peace is preserved, and that each man in the community has all the rights accorded him which are under the law and the consti tution. That's plain enough. I have nothing to do with this or any other railroad company or corporation and its employes. They make their own contracts, and enforce them as they see fit, provided the public peace is preserved. I have nothing to do with the private disputes between mon and their employers." Bob Howland has opened a brewery in Tuscarors. The local of the Enterprise says: Bob's brewery will probably turn out as did his boarding house experiment in Meadow Lake. Bob had no sooner put up his sign than his old mining and prospecting acquain tances flocked to his standard. They could hardly believe their eye3 when they saw Bob's name on the sign it seemed almost too good a thing. Io they marched by twos and fours and, throwing their blankets and other traps into a corner, advanced with a "Hello, Bob! you infernal old thief! If I Ain't glad to see -w i ill rr i 3 J you may l do a a; iney tnen proceeaea to make themselves at Home, "never missing i a meal and never paying a cent." Tba.de at Houe is the subject upon which the Lyon County Times has some sensible remarks. It says people should not go away from home to do their trading, in the way of groceries, dry goods, and tho like. If our citizens would insist upon making their pur chases at home, dealers would very soon keep stocks to suit the most fastidious. In most instances the idea that goods can bo purchased cheaper abroad, taking into account the ex pense of getting their goods here is purely imaginary. But even if they can be purchas ed cheaper it is no valid reason forgoing abroad to make purchases. We are all deal ing with each other. If a man sells at a profit he will have something to buy with. If he don't sell at all he can't buy at all. The way to make merchants and dealers keep the largest stocks and sell at the lowest figures is to trade with them. When all consent to do this, all will see better times than we now have. Dover is seventy miles from London "as the crow flies" and seventy -six and a half miles by railroad; and a few days ago there was an exciting race between the two cities. The railroad company selecting its strongest engine, and the French police hired the services of a "Belgian voyageur," which is of the best breed of homing pigeons. At the moment the train started, the little messenger was tossed out of the window of a car. Flying about half a mile high, for a minute or two he circled about in search of bearings, and then took a straight course for London His apparent hesitation led the railroad officers to feel confident of their own success. They made their iron horse stretch every nerve, and they scored a mile for every minute. But in the hazy, sunny atmosphere, and born along by the west wind, the bird beat tho train by twenty minutes a time allowance representing eighteen miles. He accomplish ed in fifty-six minutes what the engine was seventy-six minutes in accomplishing. New York, August 9. Herald's London special savs: Grant has arrived at Lake Maggiore, Italy. His stay there has already been one grand round cf festivities. The evening after his arrival he was serenaded at his hotel, after which a concert was given in his honor, followed" by a display cf fireworks. Addresses were made by tho Mayor and officers who had served Garibaldi. Grant in his reply referred to the exceeding hospitality he had received, praised the general conduct of the people so far as he had seen them, and expressed his delight at the lovely scenes that had met his eye at every tarn since ho had crossed the Alps, and concluded by saying, "There 13 ens Italian whose hand I wish particularly to shake, and that man i3 Gari baldi." This allusion was greeted with great applause. Labor works for wages and capital for prof its. In depressed times, when employment ia not reddy obtained, labor lowers its de mands for wages, competition settles their av erage. But capital fixed in a railroad calls for tho same old fashioned dividends on the stock. There ought to be an equitable divi sion of burdens between the employes and the owners of railroads. It is hardlv the square thing to cut the salary cf an office clerk ten per cent, on six or seven hundred dollars, or the wages of a bn-.keman ten per cent, on five hundred dollars, or a station aent thirty dol lars on three hundred dollars, ia order that old Mr. Moneybags in New York or Boston or Philadelphia may gobble a ten per cent, dividend on his thirty or fifty thousand dol lars of stock, which perhaps cost him twenty five cents on the dollar, and has paid him ten per cent, on par for a dozen years back. The committee appointed by the tailings men of Gold Canyon to wait on Colonel Fair, have made report that the water would be turned down the creek, together with the mill tailings, upon condition that the tailings men pay to the water company the price now charged the Woodworth flume company for the water. MORNING APPEAL. EKIOAT AUGUST 10. 1877 2TOTE3 AND QUERIES AT THE LAKE. Yank's Station, Aug. 8, 1877. Ertioa Appeal The air hereabout is eta ci.k iy Fallish these night3 and mornings, and the days are superb. Everywhere else the air is a compound. Here it is pure all ozven aAd nitrogen or whatever first ele ments the atmosphere is made of. Elsewhere it is part dust, part lint from superabundant old clothes, part particles of fever, scurvey, mumps and other ills to which flesh has fallen heir.and a good part the breath of duns, liars, book-peddlers and like afflictions and imperti nences. Here there are no distilations no ex halations, no second-hand vapors, no infini tesimals of corruption and disease. All you can do is to catch a cold in your head and wheeze like an asthmatic locomotive. And speaking of asthma, here is a gentleman close at hand who cannot manage to live in San Francisco, so much is he oppressed with his phthisic, who makes nothing of a ten-mile row in his skiff, or an all day walk up and down hill and dale. Moreover, your "bear," here, is a genuine character not a disagreea ble imitation of the dog in the manger with a masquerading, fantastical borrowed name but a shazgy, savage, cow-eating, calf -devouring, bull-defying monster, The other day a dweller at Meeks's Bay (midway between Emerald Bay and Sugar Pine Point), in formed me that he had been out in the high mountains to the west, all the day before hunting grizzlies. He said that he and his companions had come upon the "sign" of Messieurs Bruin, and had seen where they had seizsd and squeezed and dragged to death the poor, struggling frightened heifers. 'They catch a cow by the nose," said he, "and drag her oft" to where they and their cubs can devour her." There's something awfully tragic ab.:ut this. It is little enough to say that these bear hunters came back with out the game they were looking for. I don't think I ever was tol 1 before that the grizzly would thus attack live stock and make way with it in cannibalistic fashion. I had a no tion that he was more of a ruminant a sort of half-swinish root-digger and possible honey pirate. But he seems a thorough Bavage beast and as bloodthirsty as a very tiger of the jungle. There are few if any deer in this rim of mountains about the Lake on the Lake-3lopes I mean. Twelve or fifteen miles to the west'ard, yonder, the black-tail deer is abundant. A keen old deer-3talker told me the other day that the ridgs of mountains di viding cur side from Sierra Valley marked tha bounds of two distinct kinds of deer. This side it is the black tail on the other, it is the "mule deer." The mule deer is so called because of his immense ears. Also he differs from the black-tail in siza, being much larger and heavier. Now what is the "mule" deer. Is he at all related to the caribou of British Columbia? There are no elk in the in ra ritihii. Ta3ia frecpent tha foit-hills and valleys. At htind are many campers Maish, pur industrious wood-working friend and uni vjrii! -rjiiaj bjhig amnj ths o'.lnn. Then tlu parip italic sshoolniavm. is also about likawisa the smiller scientist with wisdom on his face and spectacles on's nose, he may be seen astonishing the lesser and tenderer with his ler r ling. The glacial theory finis manyt expounders. It is very instructive. One se of young fellows who are having a very hearty time of it, (among them some young gentle rnon mini Hyrrm, from Virginia City), tell me they caught no less than eighty dozen trout in and about Hope Valley. That is, by as much as seventy dozen, too many. At this rate of slaughter there will soon be a complete annihilation cf the native mountain trout. Why not, oh sportsman, see to it that once a year, there is a thorough replenish ment of all clear cold streams with spawn and young fish? In China, or somewhere else, (China is as good a name as any other for the purpose), when a man cuts down one tree he plants the seads for several. So, when an angler catches a dozen trouts he should take steps toward the sure planting cf enough of the ora of that fish to rnako up for the waste. But eighty dozen, my lads Eighty dozen is the pot-fullest kind of pot-hunting. As well shoot a sitting grouse on her eggs or a brood quail with her little flock. Mr. John Rosser arrived here yesterday came to join his family who had preceded him about a week. I note that John is squinting toward the Bays end lesser kke3. He brings me enthusiastic accounts of the late Turners' Festival. I took a trudge yesterdp.y to Cascade Lake I tnd the boys. We wont by Tank's new wagon road which takes you, direct, to that lovely little sheet of water, in about three miles of very passable "going." Our camp ing neighbors swarmed there, in time, and made the waters which they beat to follow faster a3 amorous of their strokes;" and it may be said, further that as to their singing, "it beggar'd all description." I shall prob ably go to Emerald Bay to-mcrrow as Sailor Jack's guest. My present purpose is to spend ths night there so a3 to get a good chance at the splendid scenery, night and morning. Perhaps will take notes and compile the same for the Morkdtg Appeal, but will not prom ise. M- The families of Col. Rosser and Mr. John P. Meder, arrived from Lake Bigler last eve. ning where they have been Ojowning dur ing jart of the summer. IMPORTANT MINING SUIT. The Richmond and Eureka Consolidated Mining suits which are now pending in the courts of San Francisco being of such great importance and involving so much money, wo called upon a distinguished member of the bar, who is retained a3 counsul in the cases, to elicit some of the facts connected therein, which must undoubtedly prove of interest to residents of this State. The principles attached to this case are to be for the first time tested by any court. And the property in controversy runs into the millions. In the event of a verdict in favor of the Eureka Consolidated Mining Company being rendered the Richmond Company will be mulcted in the sum of $4,000,000 for damages alone. The principal geological question involved in these cases is whether the lime stone belt in that country over the underlying quartz and under the superimposed shale, and in which lime stone belt the ore bodies are found can be considered within the maeaning of the Act of Congress as a lode, and if the several bodies of ore can be called one mine. The experts were questioned upon this vital point. Professor Kodsrers ana otners testmea mat the lime stone belt is a lode. Clarence King and others expressed the opinion that the lime stone belt was not a lode, but the country rock inclosing the ore bodies which were found m what they denominated pipe vein. Tne testimony was ciosea on me ou instant, and followed by argnrnent ot counsel on both sides. An early decision is expected. HOTEL ARRIVALS. OCMJDT HODS 0080K D. FaTTIE, rall'alETOB. The Messrs. Cutts were driv- nz along in a buggy when a vicious dog jumped at the horse, which frightened him so that he became unmanageable; the vehicle was upset and the gentlemen thrown upon the cround. What injuries the occupants received we could not learn. 1 he horse was last seen tearing down the street at a frightful speed with two buggy wheels attached to t he shaft. On the street yesterday, was to be seen an eccentrically clad individual, costumed in the Centennial uniform worn by our sires during the Revolutionary war. He is registered at tha hotel where he stops as Samuel Washing ton, and claitnes to be a descendent ot the Father of his Country, and as we have no proof to the contrary, we are compelled to believe it. The Germans of Carson have formed a con gregation for religious worship of their own, which is presided over by the Rev. Adolph Geyer, as pastor. The reverend gentleman is quite young in years, but very eloquent, and has an exceedingly pleasant manner of delivery. Services are held every Sunday afternoon at 3 o'clock, at the Presbyterian church. Mrs. E. R. Elrod, the lady who was in jured by being thrown from a buggy on the evening of the 8th instant, is suffering much pain from the injuries inflicted by the acci dent. In acHitioh to a broken wrist, it was ascertained that her hip was also injured; from the latter injury the lady suffers excru ciating agony. The attendant physician states that it may be many months ere the lady will be restored to her former well being. The Excursion to Bawer's Mansion, on Sunday next will be accompanied by the Car son Brass Band. The mansion is a popular place of resort. Mr. Sproule proves to be an energetic, wide awake manager of the enter tainments there given. The excursion on Sunday will doubtless be the largest of the season to that place. It appears that some steps should be taken by the authorities to remedy the defective drainage of this place. The stench arising from all quarters of the city after night-fall is becoming unbearable, and is very likely to breed disorders of a malignant type. It is certainly high time that this matter be looked after. Photographic. Two young men from Chicago have arrived in Carson, and renting the vacant lot nearly opposite Mason Co.'s store, have pitched a tent and named it the Palace of Art, and propose taking photographs at a lower rate than ever known m t-arson. The beautiful new residence, situate on the corner of Spear and Telegraph streets, con structed for Mr. Hyman Olcovich is nearly readv for occupancy. The building is an or nament to the city, and before long a number of other citizens will follow the example set by Mr. Olcovich. Seorge W. Hawkins of the Mint is recov ering much more rapidly than could be rea sonably expected. Yesterday afternoon he was lying on a sofa, apparently very comtor- table. He had a very narrow escape from death. All the presses in the Coining Department of the Mint are now busily, engaged from moraine till evening. All day long the click, click, of dropping coin is heard. There will soon be an exodus from here of numerous members of the sporting fraternity for Reno, where the festive wood chopper has many shekals to dispose ot. Moger, on Nevada street near Washington. The fiimes rapidly comniuica ted to the corner house ocsupied by Mr. Kennedy, who keep3 a shoe store opposite the Mint. Soma furniture was saved out of this house, but the flames spread so rapidly that it was impossible to save all. The loss is considerable but the amount could not be ascertained owing to the latenes3 of the hour. The origin of the fire is a mystery, as it oc curred in an untenanted house. The amount of insurance, if any, could not be learned. The buildings destroyed were the prop erty of R. ii. JMlsworth. Uw-ng to the promptness of the Virginia Truckee Rail road in their engine to work, a large amount of property was saved from destruction, as quite a number of frame buildings were in c.'ose proximity to those destroyed. Visiting the studio of Mr. C. B. McClellan, yesterday, we observed several pictures on the easels which promise to be of great ele gance and superb finish when completed.
