contervative tatian in the world finds itself tempt d md ii appears out of bu haugtty solution by the seduction of me darn trade Jt is no to long I nCi piouj but industrious Eng land was forcing opium at ito cannons mouth into this fljwery Jar d and it seems but taday that China waa at nil co a ten ted with I ermillmg anything like reciprocity in c rumetce yet today she makes her fist entry ia toe lists for the carrying trade of the tea The Chi nese steamer To Chung which i inn few days is to pass througn the Uolu n Uatrs will doubtless bo too precu u r of a merchant fueL flying thu drugoc ng tent will ultimately pentirate to every port that a pound o tea cn be sold in So novel is the experiment that our treasury officials have to look cautiously about to find exactly what duties are leviable upon tho steamers arrival but these points once settled Ctiincso enterprise follows up the experiment as it should The result will be the pushing of China more rapidly into the tainily of nations I than by any other step that her people could take Iho Chinese shipowners will not desire to labor under disabilities in foreign ports and to avoid them China must swing her own gates wider I and wider Where she needs consuls and I ambassadors now the will need manof war presently and gradually she will And herself penetrated to tbo core by the restleis pint of the modern tread Her subjects have shown that in cemmerce they can bold their own with any people and we may be sure that once upon the sea they will give to China more and more of the profit which is legitimately hew They will not reach tuccais in this new departure without encoun tering heavy opposition in which since the United States is without a mercantile marine of any account we shall have little part but in England France and Holland the news will create a stir of keen interest Chicago InterOceans Wash ington The only information tho state department has received of China now departure in allowing her subjects to en gage in foreign commerce was contained In a letter received by the secretary of state en Tuesday last the substance of which was immediately comrqunicated to the treasury department The letter of Kvsrta was as follows The representatives of the government of China ai this cupital bare advised the department that the China screw steamer IVo Chung the first steamer under the Chinese flag entering an American port it i oon expected to arrive at San Fran cisco and to prevent any misunderstand ing in regard l to duties or other charges I have the honor to rqueaU at tho in stance of Chin Lan Pin and Yung Wing Chinese representatives us above that proper instructions may be issued to the custom house authorities at tho port of San Francisco to extend to that vessel the privileges which are conceded to ves sels of other nations having treaty rela tions with this government Your obed ient servant W II EAVRTS Oa tho 12th Secretary Sherm n acknowlrdged tho receipt of the letter and replied that the collector of the port of Sin Francisco hid been directed on the arrival of the Wo Chung to carry out the inst uctions contained in the revised regulations of tho treasury depart ment and exact alien tonnage tax at the rate of A dollar per ton in addition to the tax of SOc ncr ton This ii ail i tho information government possesses in regard to the now departure The department of state has not received any circular and further action by government will have to be deferred until the arrival of the Wo Chung at San Francisco Th3 note of the Chinese minister does not stain whether the vessel is from one of the closed ports of Chin or from a port open to foreigners In the event that the Wo Chung hails from a port we are not allowed to trade with she will have to pay J280 per ton overy time she enters the United States from such port The payment of the alien tax will entitle her to entry into our port lor twelve months In any event she will have to pay in addition to the tonnage a tax of 10 per cent ad valorem on the value of her cargo every lima the enters a pert of the United States so that the new departure so far as it effects the imports and carrying trade of the United States will not be as profitable as at first appeared So far as Chiccie merchant men may affect the carrying trade of the world the United States bas tho least to lose Staiitic of our commerce with China during the last fiscal year show but eleven American vessels 9331 tons were cnggged in it while foreign bottoms coming to the United States aggregated 29923 tons Tlese figures do not include vessels ply ng between llog Kong and the United States In oder for China merchants to enjoy tho privileges of American merchant in the United SUlea a treaty of commerce giving them reciprocal rights will be necessary nod which all other nations would then exact from China The only thing of importance so far al treasury officials can discern in the now departure is that allows Chingircn to trade with outside nations but as for competition of an injurious character that is not it is said to be feared The Commercial Bulletin says of the removal by China of trade restrictions Unless we arc mistaken as to the scope of this change it will prove to be one of the most significant events to the com merce of tho nineteenth century The operation of the new conditions may be sow but cannot uliimaey be a matter of Email moment to the commercial nations that 350000 0 of people whcse external commerce is now limited to 250000000 imports and exports are now as free to cultivate external tra lo as any other nation One important result will be that foreign trade ill no longer ho confined fc the flvo treaty port Natives at any of the numerous populous cities on the vast seaboard of the empiro will henceforth ba at liberty to transact buslne with any country There is value in this event to foreign merchants who will ultimoteiy find their way doing business through natives at ports which they arc now excluded through the absence of treaty arrangements The chance of opening markets in the heart of China gives more promise than a hun dred of colonie after which European overcmeni i are sa eagerly straining Kcanrrccted Treasure New York 15 At Southampton Suf folk County a great deal curiosity bas I been excited by the sudden appearance in L circulation of a It was not known by the audience or the lecturer that he was present in the hall Mr Brittain in closing her remarks on magnetism referred to the doctor and the wonderful example he had given of the ascendancy of will over matter She asserted that the density of population the magnetic influence of the multitude the aroma of food made his feat possible in this city while if attempted in the keen air of the c juntiy and in solitude the body would soon ba exhausted by the vigorous and consuming oxygen At the close of her remarks a welldressed sharp eyed man arose and obtained permission to address a question to tho speaker who introduced himself as the subject of the ladys remark mark All eyes were turned in surprise upon Dr Tanner who aid If I had Continued my fast in Clarendon Hall without the aid of the air in the park I cud not have continued tweity days Indeed the bracing air of the Minnesota prairie made it possible for me to con tinue fortytwo days once without foid My experiment in this city was attended with far greater difficulty therefore my experience is not in accordance withyour theory magnetic forces II Mrs Brit tftin did not attempt to sustain her theory drove to Hound Val fey thirty miles and stopped over night with Mr Skoneen the acting president of the branch The net lay Sunday we attended the Sun day school in the forenoon and in the afternoon after the sacrament was administered the local adminiltercd by authori ties we preached to aa attentive congregation of sainte Monday we went to Nutsroao fifteen miles where I there are a few families engaged in arming f and stockraiaing We I preached to them in the evening They have no ergsnized branch but it ld hoped that very soon twenty or thirty families will be comfortably situated there as nature hai made ample provision for a thrifty little settlement in that little valley Win Flake of Snowflake bought a farm in that valley I ia woiked on the cooperative system and under the able management of Mr Minerdy they are making a grind success The nut day we crossed the moun tain through n bosutiful forest of timber ten miles to Bush Valley Here we found Wm Maxwell F Harnlm and others about ten fami lies in one of the mOt beautiful little valleys on our earth The valley is about five miles long by one half to one mile wide Tbe timber which surrounds tbe valley ia of the very best and extends down into the val ley and back on the table land for miles The size of the valley ag described includes only that portion along the stream not covered with timber The valley is thought by come to be too cold for successful farming but Mr Maxwell told me that good grain had been grown there for three years past And I am of the opinion that with proper drain age for a good portion of the valley is a meadow danger of frost will be in a great measure removed There ia one thing certain that speaks well for that location a man can do as much there in one week in the way of improving a farm as he can in one month here We held two meet ings while there and a there was a few out to meeting who had never heard our doctrines we preached on the first principles of the gospel A short time before our visit Elder Maxwell baptized 1 Baptist minister and one of his cone I had the pleasure a few days since of an inter view with I Mr Gushing ethnologist of the Smithtonian He is 23 years old and in my judgment a very re markable young man Brought up in luxury and at the feet of the great men of tbe nation he left all and under instructions about nine months ago he tack up his abode at the Zuna village about fifty miles from here and bele ling that there was something very interesting in the history of the Zuna tribe be resolved to adopt their hnbt of dress and mode of living in every way and be come one of the tribe He has suc ceeded wonderfully Now he baa 1 iey good Knowledge l of the language I and also mGt unli uited influence i with the tribe He has been admitted I into tbe holy of holies so t speak and knows mora to day about their I religious rites and ancient history than the majority of the trbe Some day his works will be sent to the I public I cave Lim a copy of the congregation first reading the first twelve verses ol tbe 13th chapter of the Book of Ether in the Book of Mormon concerning the rebuilding of the old Jerusalem and the building of a new Jerusalem to the seed of Joseph There had been a great variety of views and opinions of that city spoken of in St John as tba New Jerusalem Tbe opinions of uninspired spired men in relation to i had been many Scarcely any took tbe versa as it read There was one difficulty I in j tbe interpretations of tbe unto pired menof tbe many tnouianda I it C was difficult to find two of them who agreed The LatterJay Saint lad no interpretation They take it 19 it stands John said be saw the heavens ana the earth See away and there was no place for the creation that wo are dwelling on He then aw 1 new heaven and a new earth for too first had passed away Tbe saints believed tbul tbe world would become scattered or disorganized It would present something ot the ap pearance of the nebula in the heavens Some eoieutu I bolt y l the nebulous matter was matter from which words were formed In view of Johns word was there to o 1 nsw creation Ilia smuts be eved there was I takes time for the collection and formation of ma tarials into an earth The saints be eved this was done by a law of God hgre was one characteristic of the new creation not known t the old This creation was about three fourths covered with water In the new cre ation there would be no sea though there might be rivers as it bad been retold that there would be a stream of living water Sowing from tbe throne ot God and tbe Lamb and that treea would grow on its Dank Tbe earth will bq constructed out of the mater ials of the old in the most perfect manner possible there would be nc more curses as tbe curses of death and pain which had come to this earth because of the fall of man When the new creation is peopled by a race of inteflicont beings not sub ectto death or any affliction i will bo an anomuly compared with the present creation Now we want to un erstand who the inhabitants will be All thosa who had lived since our fret parents would haTe to be resur reeled and stand before God and be judged as it had been seen by John and in a book called the Lambs Bock of Life some would have their names recorded and they would be resurrected more than 1000 yean before the rest of the dead awake They are the ones who will descend from heaven aa promised in the 21st chapter of Revelation Inasmuch ai both Jerusalems are to descend from out of heaven the speaker under took to give some idea of the origin of the two cities The Bible inonus ua that there is to be a city built on e former site of Old Jerusalem which was built up first by heathen nations existing in the days of Motes and was finally taken and occupied by Israelites After the Lord had manifested himself in the temples ot that city he suffered the Romans to destroy it nun it became a desolation and was to for many generation I van to be rebuilt when it would be DO more plucked up or thrown down fur eve It will continue for ever and ever I may be wondered wbat will become of the city after the arth arset away and has no place That same city which is to be rebuilt by tie houses of Israel and Judab will continue during the millenium of righteousness and before the earth ball pats away it will be caught up and taken into heAven The in habitants will not feel any shock when the earth shall pass away The first city that will descend out of heaven on tbe new earth will be tho new Jcruealam which has only been described as glorious and that iU nhubitanta should not be subject to death Tbo second city that is to come from heaven is fully described by Johnit3 streets walls ize gates etc and who shall dwell in i and certain persons shell have their part without the city in a lake of fire and brimstone The Book of Mormon said that on this continent the new Jerusalem should be built unto tbe remnant of the seed of Joseph In the same book we are told of the inhabitants of both of these cities Also that it should be caught up when tho earth passes awaykbnd shall come down gain The saints minds were not united like those of uninspired men The latter were bound to this one earth which was only one of Gods great creations The new Jerusalem ireat ould be tho headquarters of the new creation spoken of by tho pro I phets and the headquarters of Adam who had lived on this continent The epeaker then quoted from the Pearl of f Great Pries to prove that the new Jerusalem shall be compcead ol two cities and that i would b located in Jackson County Missouri built of the most beautiful materials to ba found on this earth and tboie materials will not be discovered by uninspired man The city would be built by a greatly persecuted people who are to be taught of the Lord and be prophets and apostles and they will all know the Lord from the least unto tbe greatest A revelation in the Doctrine and Covenants also told 01 a song that would ba sung when the new Jerusalem she be built Jesus will also be there for he is our head our governor and i he were not present the joys of the inhabitants would ba incomplete His throne would be there The saints were bulding temples but there Wfra no thrones in them but in the temple in Jackson County there would be a beautiful throne according to 1 pattern given by God and there would JCBUS give instruction concern I Toe ing the great things of God Savior would also go forth in the character of a shepherd and minister in the midst of the people Will Jesus como merely t 1 few who will ho build up a temple No Before cornea the city and temple will be built when he will appear I I suddenly and come to Ihe temple After he has appeared and renewed the life of thosa he meets they will go forth and gather all the Indian the remnant of the house of Joseph who will be million in number and Christ will minister to them in the character of a shepherd Jews will not b the only immortal person to teach among the people Adam will bs there and why shall not that creat personage spoken of Q a fhn AnfMpnt nf riara comb also with ten thousand c times ten thousand of the heavenly best as foretold by the early prophets Elder Pratt closed his discourse by repeating the Bible story about Jesus standing upon the Mount of Olives which will be divided in half when the Savior will go to the temple and forever dwell in the midst of the saints who will then all bo gathered The benediction was pronounced I I by Elder K G Maser I FRESH FEUCT and all the Delicacies I of tbe Season can
