HARRIS COURT, ST. THOMAS, VIRGIN ISLANDS iog June 2, 1963 It is with a feeling of great pride and satisfaction that we dedicate the Oswald E. Harris Court here in:St. Thomas to day. This is a major step in Public Housing in the Virgin Islands which will reduce sub stantially our housing shortage and provide. adequate dwell ings to accommodate 300 fami lies or some 1,300 of our citi zens. Sometime next month, we hopeto dedicate the 264 family Ralph de Chabert pro ject in St. Croix. This will bring the number of low in come Public Housing units to a total of 1,094 in the Virgin Islands. All of these units will provide adequate, decent mod ern accommodations. for our citizens who not only were in need of housing, but who for the most part were living in_sub-standard housing or in slums or blighted areas. l In the development of these Public Housing Programs and other housing projects here in the Virgin Islands, we are not only fulfilling .a dire need of our people, but carrying for ward the housing policies and the programs of the -new fron tier administration- of Presi~ dent John F. Kennedy. Over the past-two years, this administration with the cocperation of the Legislature, has worked diligently to-over come the acate shortage of MONDAY, JUNE 10, 1963 housing and to provide low cost and reasonably priced de cent living accommodations for all segments of our population. No less than 12 new housing measures were enacted, the mots gratifying of which was the creation of the Department of Housing and Community Renewal, which for the first time gives the Virgin Islands a single agency to coordinate all activities in the field of housing, slum clearance, urban renewal, emergency housing and certain phases of moder ate income homes. For the first time, we now have a zon ing and subdivision law which will contribute substantially to an orderly growth and'de velopment, requiring proper plans and overall planning on all future expansion, l This project that we dedi cate here plays an important ‘role in this overall planning. It serves to provide relocation facilities for some 50 families, ‘who will be displaced as a ‘result of our first Urban Re newal Project The Barracks Yard area—our first massive “assault on a specific slum area here in St. Thomas. We hope 'to “expand this program until all slums in the Virgin Islands are eliminated. These slum areas as you well know, are the breeding grounds- for di <ease crime and adult iuvenile fHE ST. CROIX AVIS delinquency. This is the beginning of a dual program of new housing and Urban Renewal, coupled together to spell-out the pro gress of our people. It will take study, planning;. considerable ‘imagination, as weii as concen trated determination by this 'administration and the Legis ilature of the Virgin Islands 'working tcgether. The best security. to guaran ‘_,tee, the survival of our Demo cratic Society in the United States, as well as its territories, is to provide decent housing for all of our people. This ad ministration here in the Virgin Islands is pledged to this pro position and I will do every thing within: my power to bring this about. I'cannot close wthout saying something about the person in whose memory this project is named—Oswald E. Harris, de ceased, a former member of the Municipal Council of St. Thomas and St. John. If anyone knew “Skinny” Harns, as he was often affec tionately called, I think I can claim such credit for I served and worked with him in the Municipal Council. He was recognized champion of the rights of the underprivileged and the common man. He was an ardent Democrat and we travelled together to many National Conventions on the mainland. He was essentially an humble man, a courageous man, a man truly of the people throughout histife sought in his way to obtain for others some of the things that make life more livable He wanted to see that there was food for the underfed, education for the under-edu cated, and shelter for the un sheltered. So it is most proper and right that this project bear his name, because it represents in a material manner, that matters so much, the things he wanted for us, his people. It represents a recognition of his drive and aspirations. It repre sents an undertaking by Gov-. ernment of part of the obliga tion which responsible and responsive government bears toward the people whose serv _ Tt represents that sort of GTBEHBTE i l“‘ s o e NO. 176. Harris have lived with us and among us and in so doing have left within us dn understanding of the inesca pable interdependence of our common hopes and achieve ments. Therefore, it gives me great perosnal pleasure, in my capa city of Governor to pay honor to my former good personal friend and colleague at this dedication. To the members of his family who are here with us today, ‘I express my deep sorrow that he isnot here with us. It is fitting, therefore, that his memory will always be preserved and kept alive as an inspiration to all of us by this lovely project, -which will serve the cause to which he was so devoted—betterment of the underprivileged and the common man. In closing, I wish to express the appreciation of the people of the Virgin Islands to all those who contributed in mak- ing this Project—The Oswald E. Harris Court —a beautiful reality, and to those of you ‘who will occupy this housing ‘project, our sincere hope: that it will bring o you and your children the fulfillment of your wish for a better home and g et e LTS BT R Page 3
