From the im portance of this matter in regard of the Island, the Chairm referred the discussion of this matter to day to the Council’s approval, in which case it will be entered on tbe order of the day, to which proposal the Council assent ed unanimously with 16 votes. The Council proceeded to the order of the day. 1. The 2nd discussion of the draft of an or dinance contzining alterations in the Poor-Ro gulations dated 13rh April 1825. The Ist member for Frederiksted's town (Sarauw) observed, that the ordinance does not contain any essential alierations in the existing regulations, excep'ing what the dis solution of the Burgher Council renders neces sary and referred to his proposed amendment ad 1, according to which the words: “for the Island of St. Croix” be substituted for “the towns of Christiansted and Frederiksted.” His Excellency the Governor approved of the amendment proposed, and remarked, that already for some time a number of petitions for support were lying on hand, which he thought ought to be refirred for the declaration of the respective Commission, in as much as the Commissions ought to be empowered with the requisite temporary authovisation to decide on the cases until the final counfirmation of the ordinance, The matter having been submitted to further discussion, in which His Excellency the Go vernor, the Ist member for Frederiksted’s town (Sarauw) and the Ist memher for Chris tiansted's town (Heilbuth) partook, the above mentioned amendment proposed by the Ist member for Frederiksted’s town was put to the vote, and adopted unanimously with 16 votes. The 2nd discussion closed. The Chairman submitted to the Council's decision in how far the 3rd discussion of the draft together with the amendment proposed should take place to-day, which was agreed to unanimously with 16 votes. 2. The 3rd discussion of the preliminary ordi nance of the 27th December 1864 régarding reports of births and deaths and of the inter ment of still-born children, The draft with the amendment proposed by the Government was read. After several remarks offered by members, which were responded to by His Excellency, the Chairman submitted to the decision of the Council, if they would adopt the amendments proposed, on which it was adopted with 14 votes against 1, 3. The 2nd discussion of the proposal for the appointment of a permanent committee to treat all memorials to the Council on economical matters. The proposal and the amendments proposed by the Governor were read, and adopted unani mously with 15 votes. _ 4. The Goveroment’s proposal contained in letter of the 6th November 1865 concerning aid«from the Immigration-Fund for the impor tation of laborers. e His Exeellency introduced the case and stated the reasons that bad given rise so the Kr_qposah He observed, that the amount on and here belonging to the fund would meet the introduction of about 300 laborers, calcul ated at.sl6 pr. immigrant, and in the event of the want being felt for a Jarger importation, the question would be laid befora the Colonial Council and measures be adopted to obtain means from the mothercountry out of the funds deposited there, bearing interest at the rate of 3 per cent. A lengthy discussion followed among several of the members. In consequence of a question arising respecting the expected arrival of laborers imported by a planter, which immigrants, ac cording to the resolution lately adopted, are to be made over to the Immigration Committee for allotment, viz: if the Committee were principally to consider the previous requisitions mads to the planter in question, the matter was, after a short discussion, decided thus, that the Committee should consider such requisitions, but at the same time also take into considera tion those planters applying for laborers who are in actual want of labor. His Excellency remarked, that he would lave a notice drawn up regarding requisitions to be handed to the Committee, the security offered to be mentioned. i L ‘T'he proposal was put to the vote and adopt ed unanimously with 15 votes. The hour being advanced the 2ud diseussion of the ordinance of 26th January 1849 was deferred until next meeting, an amendment of the 4th member for Christiansted’s country dis triet (Perey) bhaving been previously read. The next meeting was fixed for Monday the 20th inst.,, 12 o’clock noon, and the order of day: The 2nd discussion of the provisional ordi nance of the 24th August 1864 .ontaining ad ditional clauses to the ordinance of the 26th January 1849 concerning owners of laoded property and !aborers.
