The Chairman informed the Council, that the Committee on the Budget had handed in an amendment to the expenditure sub letter 10, which hat been circulated. The Council proceeded to the discussion of the cases on the order of the dav 1. The appointment cf an Assistant to ihe Council's officials. To this office Exam. Jur. J. Muller was appointed unanimously with 14 votes, to be reckoned from the Ist June 18653, 2. Drait of an Ordinance concerning a personal increase to the salary of the 2nd Govern ment’s Secretary., The Speaker of the Committee on the Budeet stated, that the like proposal was re jected in the Council’s former session but that the reason statedin the motives by his lix cellency the Governor regarding the propos ed increase; viz: the augmentation of the labor of the =aid offlicial in conseguence of the dissolution of the Burgher Council, the Committee had been induced to recommend the proposal to the Council. The Speaker referred the Council to the motives assigned for granting 8600 p. a., and recommended the draft to the Council, which was unanimously adopted with 14 votes, His Excellency observed, that the pension ought to be determined in conformity with the pension saw of 4th December i 863 3§ 6 9, and proposed that the case be postponed un til next meeting, which the Council agreed to. 4. Draft of the Budget, &c. Money Dill. The Speaker referred the Counrecil {0 the Committee’s report appertaining to the Revenue which he did not think would amoeunt to the sum posted in the Budget, especially that of the Customs-dues, and entered upon a further ex planation of the subject. His Excellency the Governor remarked, that the Budget had been drawn up according to the results of the revenues for the previous 3 years, and agreed with the Speaker's views, that es pecially the amount of Customs-dues may pos sibly not correspond with that posted, in consi quence of the crop. Respecting the Commit tee’s opinion, that the per cent. tax on the State-claims, His Excellency stated, that an alteration in this respect could not be well in troduced in the Budget, but would require the co-operation of the legislature in the mother country, the result of which was doubtful. Asregards the reorganisation of the Postal Es tablishment His Excellency acknowledged the desirableness thereof, and had already had the subject under consideration, but feared that this could only be effected by increased expen diture; His Excellency declared, that he would consider the matter, and would be happy if the Council would afford him their opinion regard- Inga more convenient arrangement thereof. The members having stated their views on tllm l‘ll;ems of the Revenue, the discussion was closed. "f ST CROLX AV I S The Council proceeded to the items of ex penditure. The Speaker having explained the opinion stated by the Commission in their report, and the reasons for the proposed redvctions &e., especially respecting the repairs of the water ~ourses at Kingshill and Combill, it was deci ded, with the consent of the Council, that the Conmmittee invited 2 members: the 3rd 4th members for Christiansted’s country district, (Dum and Perey) (they having been members of the previous Commission on the repairs of roads)—for the purpose conjointly to afford their further opinion on tae execution of the repairs. The Council proceeded to the discussion of ihe cases on the order of the day 1. The Continuaticn of the 2ad discussion of the draft of the ordinance concerning a pen sion to J. Muller. The Goveirnor having referred to Mis propos ed amendment appertaining to he provision respecting the regulating of pensions in case the person in question takes his abode in a foreign place, the draft with the proposed amendment was adopted unanimously with 16 votes 2. Coutinuation"of the 2nd discussion of the Bdget and the Money-Bill. Several of the members odered remarks on divers items of the Revenue as well as the Ex penditure, considering that the (ommittee ouzht to have proposed retrenchments; which gave rise to a discussion among some of the members, the Speaker and the Governor with recard to the general unfavorable financial po sition of the Island, The Speaker maintained the Committee’s proposition for the appointment of a standing Committee for the purpose of investigating matters relative to the economy of the Island as well as all petitions to the Couneil. His Excellency the Governor stated, that in as far as the intention with the appointment of the committee in question was, that of offering their opinion on the petitions from the teachers of the schools &c., which had been laid before the Committee on the Budget, these cases could not for the present be considered, the Budget having been prepared already, and thus no new expenditure could be posted. As regards the Committee’s proposal regard ing the continuance of the office of King’s At torney and Military Judge, His Excellency con sidered it advisable to facilitate the possibility of a young person settling himself here as law yer, by offering the prospect of the appointment to said offices with an income of S6OO p. a. in all for a period of 5 years. _ y Respecting the proposed appointment of a physician to the St. Croix prison and the atten dance to paupers in the town His Excellency thought that the remuneraticn may be fixed at §2OO p. a. for two years. His Excellency assented to the reduction of 100 in the salary of the Inspector of publie buildings, as well as to the proposed revi sion of the docket for the said ofiicial’s charges, also to the proposal respecting the salary &e. to the veterenary surgeon. Coneerning the increase of the salary to the clerk to the Judze, Frederiksted, His Ixcellen ey from the motives offered, did not object to thixitem; neither to the inerease commenecing on the Ist April 1835, the clerk subject to the obligation to attend to the exeentive service of the police His lixceilency was of the opinion, that the augmentation in the amount of expen diture might be eovered out of that which will be obtained by the discontinuance of the pa licemen at the prison, which is contemplated. Finally His Excellency approved of the pro posed reduction of the amount for various ex traordinary expenses for the police. The 3rd member for Christiansted’s town (lolstein) having stated the reason for the pro posed reduction of the amount of expendiiure for the prison department, His Excellency gave his assent to this item. His Lxcelleney remarked, that the report did not contain any thing respecting the peti tion of Mr. Nunés for the repeal of the contract for the Steamer, to which the Speaker replied, that the Committee had considered it proper, (that the parties concerned be held to fulfil the obligations according to the contract, and there fore could not recommend the discontinuance thereof. lis Exeelleney regretted, that the Commit tee had disrecommended the amount proposed for promoting the propagation of bees, and suzgesied that there be at any rate granted a sam of 225 instead of the 350 proposed in the Budget, This sulijeet havine been disenssed on the part of several members, ihe further discussion ol the matter was adjourned. As the lateness of the hour did not admit of the Council proceeding to the other cases on the order of the day thie Chairman fixed the next meeting for Monday the 21st inst. i 2 o'clock noon, and the order of the day as follows 1. Continuation of the 2nd discussion on the Money Bill and the Budget. 2. Third discussion of the draft of ordinance for a pension to J. Muller. 3. Report of births and deaths &e. b Additionai clauses to the crdinance 26th January 1865. c. Alterations in the ordinance of 6th June 1862 for raising funds in aid of Immigra tion. The meeting adjourned at 4 o’clock. A NEW EXPLOSIVE SUBSTANCE.—(C'lyce rine, as we ail know, is the sweet prinei ple of oil, and is extensively used for pur poses of the toilet; but it has now re ceived an application of rather an unex pected nature. Iu 1547 a pupil of M. Sobrero, discovered that glycerine, when treated with wnitric acid, was converted into a hizhly explosive substanee, which he called wnitroglocerine. It is oily, heavier than water, soluble in alcohol and cther, and ac's so powerfully on the nervous system that a single drop placed on the top of the tongue will cause a vio lent headache which will last for several hours. This liguid seems to have heen almost forgotten by chymists, and it is only now that M. Nabel, a swedish engi neer, has succeeded in applying itto a very important branch of his art—name ly, blasting. From a paper addressed by

Page 4

him to the Academy of Sciences, we learn that the chief advantage which this sub stance, composed of one part of glycerine and three of nitric acid, possesses is that it requires a much smaller hole or chamber than gunpowder does the strength of the latter being scarcely one-tenth of the former. Hence the miner’s work, which, according to the hardness of the rock, represents from five to 20 times the price of the gunpowder used, isso short that the cost of blasting is often reduced by 50 per cent. The processis very easy; if the chamber of the mine presents fis sures, it must first be lined with clay to make it watertight this dove, the nitro glycerine is poured in and water after it, which being the lighter lignuid remains at the top. A slow match with a well charged percussion cap at one end is then introduced into the nitro-glycerine. The mine may then be sprung by lighting the match, there being no need of tamping. On the 7th June last three experiments were made with this new comjpound in the open part of the tin mines of Alten burg, in Saxony. In one of /these a chamber 24 millimetres in diameter was made perpendicularly in a dolomitic rock, 60ft. in length, and at <istance of 14ft. from its extremity, which was nearly vertical. At a depth of &ft. a vault filld with clay was found, in consequencc of which the bottom of the hole was tamp ed, leaving a depth of 7[t. One litre and a-half of nitro-glycerine was then poured in; it occupied sft.; o inatch and stop per were then applied, as stated, and the mine sprung. The effect was so enor mous as to produce a fissure 50ft., In length and another of 20ft.; the total ef fect has not yet been ascertained, because it will require secveral small blasts to break the blocks that have been partially detached by this.— Galignani’s Magazine. There are certain virtues whose peculiar nature prevents us from expressing as often and a3 =tzongly as we would desive the feelings of regard dnd esteein we cherish for their possessor j—so it was in the instance of HArrY Rickarps. He possesged a meck and modest deportment, a mild and gentle disposition and true and loving heart aud while all who knew Lim felt that his sensitive mind would be unpleasantly affected by any com ments on these his virtues, they won for him tho regard and aficetion of all who approached him. Children were attracted by his kindness and found pleasure to be with bim. Scrvants and appren tices were drawn to him by his mild and generous treatment of them. His acquaintances sought him for they found in him a heart beating warmly and tenderly for his friends Hisrelatives adored him because of his dutiful, kind and alfectionate dispo sition. Therefore all hearts who knew him are filled with grief at his departure. It is at all times a sad and mournful thing to be bereft of our friends and acquaintances by the hand of death but it is doubly sad and mournful when we see Death impressing her bridal kiss on the lips of those we love and cherish 5 it pains our soul to see youth in whom the hopes and expectations of a fond parent are centered tuken away before he had even attained the noon of his life. Butwe know that the God who made him and who called him away, will bestow on him the just rewards of his life here below we hope that his all good Creator has re ceived him into His everlasting bliss; and let those who were bound to him by tender ties re member that there is a place beyond this, where the chains of love that may have been cruelly rent asunder here, will be re-united never to part again, and that there they may meet.—A friend of the deceased offers this imperfect tribute to his memory. O friend of mine when friends were few, Though sumniers come, as summers will, The place you left is vacant still I loved you better than you knew. O friend sincere! your name I twine Within the wreath I dare to weave Round those for whom I daily grieve, Os whom I seek in vain some sign.
