The Council of Ministers has under consideration the serious state of affuirs in San Domingo. THE ATLANTIC CABLE. Still no news regarding the condition of the Atlautic cable, if we except the llgnlfit':apt fact that one of the highest authorities states that the tests which _show the fault to be at 1,175, miles are $Te CREOGLX AV S, entirely fallacious! Beyond this fresh doubt nothing is known, and the most eminent electricians are still of opinton that the mishap has occurred between 1 1,230 and 1,250 miles trom shore, or about the distance at which ilie last sig- i nals from the Grear Ewstern became un- intelligible. Since the fanlt was signal- led the Great Eastern has been absent sevend Iy, Al an average rate of steam- lng seven miles per hour siie would have accompiished about 1,175 miles on Wed- wesday evening, so that her return, it so X i l acctdent has happened to her mucuinery, may be confidently looked Kor tuis morn- ing Oualy a brief telegram s expected from her, bat even the briefest statement j of tucts will be a relief as compared with the endless conjectures, susgestions, and alarms which have lately filied the pub- i e T i lie mind as to the fute of the eable. We in 1y ada that the bhogh rates of insurance I quoiedl as being off eed on tho cable merely represent the offers made, for ne o l business whaiever 13 done; and, 1o faet, i even e Insurance on the Gia. Easiern herselt” has risen more tha 2 per cent. since the accident. For the latter rise, i however, there scems nat the sizhtess Just fication, as, from first to last, the i confidence as engineers and nautical men n the strength and sca-going quahities of the great ship is as firm now as when she left Sheerness. é i

She sienalled, I believe, a few t heurs before the aceident oceurred Blow- i ing hard.” In that case to stop the ship and hold on by the eable, or attempt 1o i heave itin with blowing weather and a heavy sea, would be putting it to certain destructior. So let us hope ihe eable has i been cut and buoyed, and ihe Great Ship and her two consorts are lving by wait- ing a propitious moment to recommence operations, Perhaps it will be said there is great danger of not agaiv finding the buoy. 18 quite true a buoy like the one that would be used on such an occasion is not a very large object in the middle of the Atlantic Ocean but, stil!, with proper
precautions there is no fear but of finding it, and I shall not despair of ultimate suc- i cess, unless the cable has parted, and the end irretrievably gone. I have the honour to be, Sir,

ROYAL INSURANCE GOMPANY. i EXTRACT FROM THE REPORT FOR THE N Fire Eranci. In the Fire Bianch an increase of Business has been realized, excesding in amount that of any one year hitherto. The Premiums of the Year reach the sum of £341,668 3s. 2d., being an advance of £40,977 7s. 3d. over the preceding year. The Premiums have bheen enhanced in four years by £113,353 195.11 d,, the largost amount of increase having been obtained in thelast year. Baly. The test provided by the amount of Duty paid to Government furnishes corresponding evidence of the progress of the Rovar Insoe- ANCE CompaNy. The increase, by the pay ments made for the vear 1863, is far larger than at any former period. The amount of Duty paid by the Company in 1862 was ..£75,992 19 0 268 y s BB 966 6 2 Showing an increase of .£12,973 7 2 Among the incidents which have tended to the advancement of the “Rovan” within the Jast few mouths may be reclkoned Its action with respect to the losses sustained by ihe ex plosion of the “Lotty Sleigh,” which attracted attention and public favour by its unhesitating promptress, The publication, under Parliamentary sanc tion, of the Balance sheets of Insurance Com panies, has proved another source of advantage to this Establishment. The analysis of these accotints, which has been completed apparently by an accomplished hand, places the Rovan In surance Company in the highest position, both as a Fire and a Life Establishment, and exhiliits its comparaiive prominency with respect to all the other Companies established under the Act of 7th and SBth Vict, in an equally favourable rlght, _whathor its Accumulated Capital, it Premiums, or the ratio of its Expenditure be made the subject of Ligafy. As the largest total of revenue and the larg est ratio of progression have been obtained in the present year, so it happens that the largest Profit which it has ever falicn to the Directors to record has likewise on this occasion to he announced. Life isranch. The advances made year by year, in (he amount of New Insurances effected show ciearly the estimation in which the Company is held. The following is the statement for the last five years i Net sum assured on new Policies after deducting Net Premiums. Guarantees. 20 Ein4.4701110 £13,08 O 5 SBBO 41004116 2 $6067917 10 1861 S 101 17 0o 17627 18 0 e 8115 3 2233314 288 Y 2548 10 2406012 B The half-year of 1864, bowever, far outstrips the orati of increase indicoted by the fizures just quoted, as the Sum Assured for that period of six months only, AcTUALLY EXCEEDS HALF- A-MILLION STERLING. The rate of Mortality, likewise, still presents bighly favourable features, and augurs well for the result to be shown by the qu'nquenniai in vestigation, which is to take place when the present year is coneluded The Lifc wad Annuily Funds are augir-mted qy the large Sum of £106,052 4s. 2d. in the limit of a single year. British Branches and Agencies. In the UniTep Kinapom, the progress made has been this year beyond anticipation. BRISTOL. The exertions of the Local Manager, seconded by the influence of a Committee of the highest mercantile position in that city, are rapidly ex tending the business throughout the entre of the West of England and South Wales. BIRMINGHAM. The like instrumentality in Birmingham is producing a yery marked and satisfactory result. e ST« CROLX AV S. There are, in fact, few places here or abroad where the “RovaL” is making more rapid strides than in the Midland Counties. LONDON. The Company’s Business for the iast yearin the Metropolis has likewise closed with very prosperious results, SCOTLAND Affords the most remarkable instance of the favour with which this Company fias heen re- ceived, and illustrates the fact that hitherto in the history of this Establishent impediments and obstructions, h"y g«ncg;';\img chergy Lo oy er: i come, only accelerate its consequent progress. Whilst the Westkry Braxci, in Scotland, more than maintains the high position it had already reached, the Easrterx DBranca. at Edinburg, under its indefatigable Local Man- ager, has made a Progress in its Fire Buasineszs which may be deemed in that countiy to be i almost unprecedented. Merchants and Manu facturers, and Insurers, indeed, of all classes, have been convineed that the Rovanlnsvranen Compaxy, while promoting s own atdvance ment, looks likewise to the accommodation and interests of its Insurers, and on that account it is gradually progressing to a position in Scot land possibly not far behind that of the best of its own native Establishments. It is most gratifying to add that likewise in its Life Pre- miums, the Company bas had a large develop- ment in a land distinguished by the magnitude and excellence of its own great Institations. IRELAND, The Directors have, in addition, much satis- faction in announcing that they have succeeded in obtaining a Committee of Reference in Ire- Jand, which, from the high chavacter of jts mew- bers, including some of the names most known and honoured hroughout the country, they con- sider will he attended with the most satisfuctory extension of their business in that kin dom.
