The Petersburg Express considers it proper that an apology should be of- i fered for the act of that superfine patri- ot Robert EL Lee, in seeking a pardon. from the President of the United Stakes-; The degrading act caused a correspond ent of the Express to lose his admira tion for ?h"' "eminent soldier." He! supposed that he would die rather than. beg for a pardon, which was possibly: enthusiastic an opinion. Lee was i one of those brave men of whom it was> proclaimed he would die sooner than surrender, and yet be did surrender j did not die. Having thus come| down from his loftiness, there coald be, no good reason why he should hesitate to beg for a pardon, ?b *M that could not humiliate him mneh more than he has been already humbled. But it now seems that when, the Express cones-! pondemk properly understood, the mo tives which indaced'General tee to ask for pardon, his previous dissatisfhrtion rs vanquished and his old admiration the. man returned. General Lee, it is again stated, "would have died soon- j er than, humble himself and a just cause by a seeming admission that it was wrong." Dut there were thou sands of kiffk-toned young men in the country?all these rebels were high toned?"who meditated, expatriating themselves, and who, when asked why they did not seek pardon, replied that until General Lee did so they would not." Affecting proof of patriotism! High-toned evidence of high-toned pride. When Lee was informed of this cock-sparrow braggadocia, Ms eminent ly noble heart swelled with the most' generous emotions. He would teach these high-toned young fellows what a sacrifice could be made by an eminently great man. How erven a Lee, who had perjured himself as an officerof the Uni ted States Army by taking up arms against, his country, could forgive that countrv for his defeat, and how he could lower himself to the attitude of suppli cation for a pardon for having been gu3tv of monstrous crimes against civ- {ligation. Yes, he would show these j high-toned ohm tier lings that he would j not be in their way, and that he would remove their objections to applying for pardons by making application for one! for himself! It was in this spirit of magnanimity that Lee did a violence to his own feelings, and the civilized world is expectod to stand in stupid admira tion of the sublimity of theact. Inspir ed by Jthe generous example, sooie of the high-toned young men of the South are imitating it. They, too, have done violence to their own feelings, but it is' their glorv that they have followed in the track of "old Bob Lee." The cor-; respondent of the Express, with solemn enthusiasm, savs that the "sacrifice" oft General Lee will have; saved ??many of our first young men" from exile; a glo rious consolation indeed, not onlv to the first voung men, but to their "first families."" Verily it seems that the Vir-1 ginians have not learned much. They must imagine that Letcher is still Gov ernor, audtbat all the grandiloquent bal derdash common in the days of slave breeding is still in fashion. These first voung men are all of them malignant enemies of the countrv, and if they are first in anything it is in wicked animos ity against the Government which is' endeavoring to reform them, and which mav even grant them the pardons, which, when they receive they will curse. C AMP BELL M'DEiBMQjr? EDITORS AND PBOPBrBTOBS. FRIDAY BOKNIHC, APBPW Exfebiekce shows that disease, like empire, always pursues a Westward course. All the great epidemics that have afflicted the human race origina ted among the dense, low fed, and fil thy populations of the East, and have extended westward until checked by cli mate influences. The course of efcolera, which excites scarcely bo much alarm, or rather preparation,as it should, illus trates this law. It originated among the half-starved Workmen on the Suez Canal, who were huddled together by thousands under circumstances that would naturally engender'disease. It, has spread Westward steadily.. We hear of its being successively at Jerusa lem and Constantinople, and we may anticipate its speedy appearance in England and New York. Already the State Department has xeoeived a warn ing from 6ur Consul at Port Mahon, the first stopping place in the Mediterra nean of Eastern travel, of the appear ance of the scourge in that place, iry spite of the stringent quarantine regula tions adopted. Later news dispels the reports of the mild character of the disease. At Alex andria and Cairo, respectively, the mor tality was a thousand a day, with a proportionate fatality in the intermedi ate towns. The pppulation was terror stricken, and all that could were fleeing from the country. In Syria, the dis ease had not yet assumed ap aggra vated form, butallthe indications point ed to the worst results of former epi demics. The intelligence that our Government has ordered General Sheridan to make a reduction of his forces as rapidly as he can, takes the wind out of the sails of those alarmists who have been as serting that we were going to plunge into war with Maximilian, and drive him pell-mell out of Mexico. It was a gross abuso of confidence in the gentle men who held a meeting in New York last week, to read in public a portion of a private letter of General Sheridan, lie has a perfect right to cherish the views therein expressed and to commu nicate them to his friends. But they had no right without his permission to make such use of his letter that his words would be telegraphed all over the laud. However sincerely ho may believe that Maximilian ought to be driven out of Mexico, he knows his place as a military oflicer, and will take care not to cause any needless imbrog lios between his men and the French troops. The order of the Government removes every suspicion that the French or others have cherished, that our large force in Texas was to be sent across the Rio Grande. The recent French papers show that a good deal of anxiety was felt at Paris on the subject. But our Government is too wise to seek a for eign war at this time, when the result, for which alone the war could be un dertaken, bids fair to be accomplished without any effort on our part.

The Richmond Whig has a long edi torial on the recent election. It says that only one person offered to vobfwho had been in any way connected with the Government of the United States during the war. He was asked whether, when he left the city in 1801, he pur posed to return. He replied that he did not know, at the time of his leaving, whether he should return or not. The Whig says the animus revcrtendi was wanting, and his vote was properly re jected. The same paper also says that not more than a dozen or fifteen votes were rejected at the late election, upon any ground or for any reason whatso ever. And these were the votes of men whose residences, as they admitted to the commissioners, were in other States or in other counties. Even if all these votes had been re ceived the result could not have been changed. So the Whig 'thinks wrong was done in abrogating the election. As to the alleged secession proclivities of the candidates elected, the Whig says: Out of the thirty-one persons elected to office in Richmond last week, there were not much, if any, over half a do zen who were either active or passive secessionists before the war. An over whelming majority of these successful candidates were, on the contrary, ener getic and ardent Union men, who sus tained the Union cause and voted for Union candidates, without any "varia bleness or shadow of turning," until af ter the commencement of hostilities be tween the two sections. And after that, as did almost everybody else, under fif ty years of age, they went into the mili tary service of the Confederacy, and discharged their duty as became sol diers and gentlemen. And after the war was over, they returned to their homes, resumed their several avoca tions, subscribed the amnesty oath and the oath to support the restored govern ment of Virginia, and resolved, in all. honestv and good faith, without, we are satisfied, the slightest mental reserva tion whatsoever, to conductthemselves, in all respects and at all times, as loyal well-meaning, peaceable and law-abid ing citizens or the United States. An such they were at the time Of their elec tion to office, and such they are to-day, and such they will be found to be in the future. The Louisville Journal is urging the Kentuckians to build a railroad direct from Louisville to Washington It says that only 260 miles of road are lacking to place Louisville in connec tion with tide water by a line 100 miles shorter than any railway now in use. It proposes to have a road built from the Virginia Central road leaving it near Bath, to Lexington, Ky. Official figures show that 208,000 persons emigrated from Great Britain last year. Seven out of every ten, or 147,042, came to this country. The em igration to British America ^nd Aus tralia declined. Gold dropped at last lust nighturidor the 43 notch. The "bull combination" I must be a trifle weary and weak. The j general markets wore dull and de all?>WiBg her to have made the most ordina?H&fedway. GOLD CLOSED AT 142. t auu uu uw pay rolls. Since! that time there have been discharged a little aver seven hundred thousand, leaving- in round numbers about three 1 hmiired thousand still in the army and on the pay rolls. Of the number dis-, charged about three hundred thousand j are now en route to their several! rendezvous to be paid off and mustered out. The funds sufficient to meet this demand are in the hands of the pay masters, and are being paid out as fast as possible. The others who have been discharged, or over four hundred thou- sand, have been fullv paid off and mus- I tered out. The rapidity with which thisV part of the work is performed may be in ferred from the fact that official "figures in the Department at Washington shows there have been mustered out' and paid off, during the last thirty days 260,000. The recent order of the War Department will probably muster out about half of Sheridan's troops, and paymaster Wilson starts .to-morrowi with nearly five million dollars to pay t them off. Rumors of contemplated Cabinet chan ges are circulating again. How mn>:h 1 foundation they have, in fact, no one j seems to be able to say. John Covode and John W. Forney are mentioned as possible successors to Secretary Harlan of she Interior department^and Mr. Sew ard is once more said to be about to re tire. The probabilities are decidedly against immediate changes. The reported reconciliation between Gen. Butler and Admiral Porter is un-. true. Hon. Alfred Ely, of Sew York, is in the city and the report hath it that he has been summoned, together with Maj. Glen. Wilcox and Gen. Leeof Boston, to i testify concerning the treatment of pris oners, before the Military Commission J about to be convened for the purpose.
