S. M PR2BHAW. Sheriff of Laramie county W. T. CHEYENNE, WYOMING, MONDAY, AUGUST 1, L7O. BY TELEGRAPH HEPORTKD KXPRESSLY FQK THE EVENIN’! LEADER. The War. New York, July 31.—A cable dis patch to the Herald, eluted Paris,3oth, says: Fighting between the French and Prussian forces lias commenced in Baden. Four Prussian army corps are on the Rhine. The enemy have mined tho banks of the river. Fam ilies are leaving Bidsil for Switzer land. A German banker residing in Paris has been arrested three Priis -1 sian spies have also been captured here by the police. Prince N.’.p ile in will soon leave forth? Billie. Th? government arsenals in France filmed out 30,000 chnasopols each we k dur ing July, and in August will tu.-.i out 47,000; in .S?ple.’nb?i’, 52,0)1; ail in October, 60,000 per week will b? man ufactured. Austria has given her sanction to tl.o taking poisaislon of Romo by Italy. Paris, July 31. The Franeli war oflioe received no a 1 vices of any en gagement or movements of corps in force up to yesterday at Ip. in. The sanitary condition of the army is good. It is reported that the skir mish of tho £Gth gave som? idea of i the comparative merit of the needle- gun and Cha-soput, though owing to t the shortness of the affair the test was not complete. The Prussians com menced lira nt a distance of eight hundred metres, nnd their lire fell short a hundred metres. The French tired almost simultaneously, and sum? Prussians wore killed. Saardruck. July 3).—Early this morning a large force of B izaine's di vision and four pieces of artillery ad vanced to this position, apparently with a view of discovering the Prus l sians. They were met by a force of volunteer guards, who had taken a position a mile and a half from S.iar bruck. The Prussians ;.t scked the enemy with vigor, and after n siiarp light the French were repulsed, and retreated, having one gun and losing twenty men. Tho Prussians lost eighty men. Berlin, July 31.—King William, on leaving for the army, i.-sued a manifesto. He declares he goes to tight for tlic honor of Germany, and calls upon the whole nation to rise i s one man. The King granted full am n- 4y for political crimes. New York, July 31. A Tribune cable dispatch from London saj's: A correspondent writes from Snar bruck on Wednesday that th* French and Prat sian forces are in sight of each other, and on passing through Cren: cricht he found the English reporters had fled fiom the place from fear of the French. At Forbach they number fifteen thou sand strong. The number of the I Pnv. aan fo.\-e at Sam brack is not given, but there is no apparent prob ability of s?ver? fighting there imme diately. The French are not ready for hostilities, having commenced only on Lie 2is« of July. A lusiler named Krans shot the first Frcr.ch inrni killed in the war. Continual skirmishing lias been going on since Saturday. A Prussian patrol wont some distance beyond tho border, hut found no enemy. The same day some French cavalry were repulsed, losing one officer and thirteen men. I The d.-strut’don of tho French rail- road at Bitsclie was complete, and tho vind icl was blown up. Prussian for ces are partly arriving, with new and lighter guns, and with shorter barrels a::d smaller builcis, with the aam.‘ needle arrangement. The Ciuissepot was tried two years ago, but tho needle gun was preferred. L’uring the recent skirmishes the Prussia ns were able to fire quicker than the French. Text of t!:c Seeret Treaty. London, July 31.—The excitement over England’s position continues and the government policy is denounced. It is thought tiie government ill in traduce a supplementary war budget, i There are rumors of fightiug to-day in the vicinity of Forbach. Berlin, July 81.—The Anzoigcr publishes a circular addreawd by Count Bismarck on the 2oth inst. to the representative s of Prussia at the courts of neutral powers. The docu ment gives the following expose of 1 the secret negotiations between France and Prussia: Before the Danish war, says Bis marck, the French legation at Berlin urged an alliance between France and Prussia Air tho purpose of mutual aggrandizement. France anticipat i'-K war with Austria, in conse quence of the Danish war, made over tures relative lo tho restoration of Luxembourg, and the acquisition of Saarburg and Leondon, while a broader settleni, ant of tho boundary question, on the basis of language. was not to be excluded. Those in stances in May, 1866, took the form of propositions for an al dance offen sive and defensive, the original man uscript of which is in the foreign of fice here. These propositions are as follows: First—Should a congress of owers assemble, the city to have Venetia, Prussia the Dutch(*ss. Second—Should the congress disa gree, an alliance offensive and defen sive to bo.made between France and Prussia. Third —Prui sia to ,open hostilities against Austria within ten daysufrar the dissolution of Congress. Fourth--Should no congress meet, Prus.-Ia to attack Austria within thir ty days after the signa lure of tl.e present treat.’. Fifth—N tpolcon to b gin hcstili ties against Austria as soon us Prus s:a begins, dispatching thr**» hnndr *d thousand men during the first mo; h across the Rhine. Sixth —No separate treaty shall bo mude by-either power \ii h Austiia. When a joint treaty is made, the fol lowing are to be the co editions Ist. Venetia, lo go to Italy. 2d. Prussia to select German territory at will for annexation, the number of inhnbit nifts not to exceed eight millions of souls, the territory thus acquired to become a part of the kingdom of Prussia. 3d. France to have a liberal share of tho Rhine provinces. Scvcntii—A military nnd mari ime alliance.may be made With FixnCe, to which Italy may be a parly slieuld she so de?;ire. Tho programme, the circular states, was iejected in 1' C 6. in spite of the threatening urgency of Fiance. T e i roposals wore immediately renewed wi'.h modhl iLiving Bel- gium and Bouih Germany, but they were never seriously entertained by Prussia, for ihe sake of peace. How ever, it was thought best to leave Na poleon to his delusions. No word implying approval wrs returned. Hence i’*e Jorg delay .and f-lcncv. The pPrmpt against Luxembourg failing, Franco repeated her former propositions, making the specifict tions clear in regard to the acquisi tion of Belgium by France and South Germany by Pru -ia. These last propositions wcie formed by Count Benedict! himself, nnd it is improba ble that he wrote them without the authority of the Emperor, as they are the same which were made four years ago under a threat of war and the alternative of their refusal. Any one acquainted with those antece dents must have known that had Pru sla uit.ulesced in the securing of Belgium France would have found another Belgium in Prussian terri tory. The recent date of its ar- 1 tides, their careful preparation, and the introduc- lion of topics relating to America, which cannot I he found tn other works of this class, greatly on bance its value. The Annual Volumes, showing the progress in science, literature, an, and in the events of social i and civil life, are almost indispensable to the general reader.
