WA8HIHGT0H NEWS AMD G0B8IF. Mr. de Cueto, the 8panish Minister? We regret exceedingly to learn that the injury ustained on Wednesday last by the Spanish Minister. Don L A. de Cueto, was very seri ous, producing much solicitude in his behalf j among his numerous friends in Washington. We take from the Intelligencer the following j .account of the accideni by which he was in jured, (shortly after we went to press on the day before yesterday:) '?An accident occurred, yesterday, which placed in great jeopardy the life of the es teemed Minister from if pain. As Mr. De Cueto was driving a pair of fine and spirited horses, attached to a light vehicle, they became un manageible, and dashed with headlong speed down-the avenue, from the direction of Thir teenth street. On nearing Eleventh street they encountered a furniture car, which the} upset without ceremony, and on recovering from the shock, by which one of Mr. de Cue to's horses was thrown violently to the ground they again rushed forward with fearful velo city. Mr. de Cueto still held on manfully though his servant either fell or jumped from the carriage, without, however, being injured l'ha horses turned down xenth street, and. near its iutersection with Louisiana avenue. Mr. de Cueto wj's thrown violently from ti'e vehicle, which was carried by the terrified animals to the market-ho^e, at which point their course was impeded by a wagon, and tbey were finally stopped. Mr de Cueto was injured in the head and neck, but whether dangerously so or not was not ascertained on the spot, lie was able to walk to a carriage in which he was conveyed to his residence. It is somewhat singular tbat the horses woie not hurt, nor was 'ho carriage broken, with the exception of a swingletree." During his brief residence in this country. Mr. do Cueto has won tho esteem of all who have had the pleasure of beiug associated with him, by his intelligence, accomplish ments, and gentlemanly deportment, and the hearty good will with which he has endeav ored to maintain a good understanding be tween his Government and ours, and to supply tho place left vacant in stcial and political eircles here by the much regretted retirement ?f the highly estimable Don Angel Calderon de la Barca. We sincerely trust that Mr. de Cueto may recover from this accident. He is sedulously watched by Mr. Magallon, 1st Secretary of the Spanish Legation, and is attended by Drs. llall and May. The President of the United States has called in person at Mr. de Cueto's t_? express his regret and sympathy. V. e learn that the injury is judged to be an internal injury in the head. Yesterday, considerable quantity of blood was taken from his head with leeches. lie had previously bled considerably from the ears. Up to the hour at which we go to press, there had been no change in his condition. They are Coming ?Members of both Houses of Congress are already dropping in upon us. Yesterday brought to Washington, in addition to those whose arrival had been previously announced, Speaker Boyd, and Senator A. G. Brown of Mississippi, both of whom look and in all things appear to be in fine health and spirits. They are stopping at the Kirkwood House. From this time until the 4th of De cember, members will be arriving here in crowds, and in their train we shall see the well known faces of the gentlemen of the lob^y, who e name is leg;on In the course of the next >wo weeks at least a thousand persons will come among us to remain for the winter; and as all of them will be regular frequenters of the public places in Washing ton, they wiil aid greatly in giving our city its usual lively appearance in Winter. To thoso cf them in want of quarters for the session, we have to say, look to the col umns of the Star, wherein they will find ad vertised the besi locations now to be had in Washington. Sour Grapei.?It seems, from a recently pub lished letter from Mr. John M. Clayton, that that gentleman thinks the reciprocity (Cana dian) treaty a great blunder?a eonvention full of features likely to work injuries to the future of the United States. Now, this is wonderful, in view of the faot that, when himself Secretary of State, he labored hard to obtain the veiy same treaty from Great Britain. It was a dead failure on his part and he bore his disappointment sorely enough for a time. To those who are aware of the rankling jealousies which long service and ctruggling in politics and public afiairs are so apt to generate, it will not take second thought to form the conclusion, that, with Mr. C., the ugly feature in the affair is that a suc cessor in the State Department, rather than himself, was the successful negotiator on the part of this Government. The Bremen Mails ?The steamer Hermann it is understood at the Post Office Department, is not to sail as usual on the 2d of December next, as she is about to be taken off the route for a month, for repairs. Those expecting to have written by her on that trip should, there fore, direct their letters to go either "by the open mail to England" or "by the Prussian closed mail." Land Titles in Oregon.?The General Land Office is just about to commence issuing patents for donation titles in Oregon, none such having be en issued up to this time. The Senate, ac cording to the State Journal, will comprise about 22 Whigs and Abolitionists, and about 10 Democrats The House, about 42 Whigs and Abolitionists, and about 25 Democrats. The Fusion State officers, Governor, Ac., are all elected. Bank Defalcation in Nisw York.?The New York Evening l'ost of last evening says We have received the following statement from the directors of -the American Exohantge Bank: Alter a careful examination of the accounts of Mr Candee, their first teller, since the evening of the 20th inst., they find a deficiency in his cash of $138,505 in conse quence of his having certified checks for irre sponsible parties. lo protect the Bank from loss, Mr. Candee has placed securities in their hands consist;ng t bonds, mortgages, and other property to ihe amount of $161,977 at their cost value be Bans further holds bonds of $20,000 from his sureties, and in the judgment of the officers the ultimate loss, if any, will bo trifling." American stocks were dull at previous rates, and prices weie tending down ward. POLITICAL NEWS. The advices from the seat of war at the Crimea aro to the 30th ult., and thus far some what indefinite. There had been but little change in the as pect of affairs. Sebastopol wa s still holding out, and the Russians fighting with great vigor. The bombardment continues, and the invest ment progressing, though with much less sue ces8 to the French and English than they had anticipated. The annoucement that the city would prob ably fall into their hands by the 27th has proved altogether untrue. Indeed, that much desired event upon the part of the combined forces seems to be not only further off, but highly uncertain. They had stormed some fortresses, though, after beiug silenced, the Russians again resumed operations in them, and were pouring a deadly fire into the anemy. Reinforcements were daily being received by the Russians, and instead of being weaker, they were growing stronger. The battle of Balaklava was a desperate >ne, and the English especially last heavily in dead and wounded. So also the French The Russians had unquestionably a great ad vantage, though losing many soldiers. Several fires had broken out in Sebastopol from hot shot, but most of them finally extin guished. The Russian soldiers were in good spirits, and were firm in the belief of being able to maintain their position. Reinforcements were arriving to the allies, though slowly. Some of the French and English vessels had been seriously damaged by hot snot, shells, and cannon balls from the Russian batteries. The affairs between Austria and Prussia and Russia are still in a very unsettled and uncertain condition. The Ea.peror Nicholas baa made no concessions, and says he has none to make to ei her of these Powers. Russia, therefore, stands in a hostile attitude tow-irds them. No positive steps, however, have been taken which would indicate immediate hos tilities. Affairs in Hungary were much unsettled, and there were indications of a revolution. Intense anxiety prevails throughout Eng land in reference to Eastern affairs. Lord Palmerston has gone to Paris to visit Louis Napoleon, as is supposed for the purpose of consulting with reference to the condition of j affairs in the East. This visit has given rise to much speculation. Affairs in Spain were comparatively tran quil. Great excitement prevails throughout France on the war question, and there were some ap prehensions of internal disturbances. Mr. Soule left Paris for Madrid, and was re. spectfully treated by the authorities. The af fair with reference to the refusal to permit him to pass hag been fully, satisfactorily, and amicably adjusted. Mr. Mason, our Minister, acted promptly, dtaidedly, and with great credit to himself in this matter. Affairs on the Danube were quiet. The army under Omar Pasha was in aotivn operations. No further fighting in Asia. There is no other general news of moment. The English and French journals are full of details in reference to movements before Se bastopol, in which their arms and achievments are especially glorified; but taking even their own accounts, it would seem they have made no great progress. Russian details are equally favorable to their side of the question. Cer tain it is, Sebastopol is not taken, and is not likely to be soon. Affairs in Italy were quiet. The wounded at Constantinople were doing well. The allied troops were suffering severely from sickness and cold. The Cholera was gradually abating through out Europe. LATEST BY THE CANADA. New York, Nov. 24.?The Baltic had ar rived out when the Canada left. The African mail steamer Fore Runner was lost off Madeira on the 25th. Fourteen per sons were drowned. The French and English loss at Sebastopol from 17th to 23th October was 1,000. The Russian account says the Russians took four of tbfc Allies' redoubts. Some English reports say Sebastopol is in rains, and the Russians unable to bury their dead. This is doubted. The Russian loss since the commencement of the siege is estimated at 12,000. The blockade has been ordered to be ex tended to all the Russian ports on the Blaok Sea. The very latest from Sebastopol says that the seige was progressirg on the 28th of Ooto ber. I Austria and Bavaria have had a satisfactory understanding. Austria coincides with Prussia in postponing deliberations in the German Diet on the war question until the arrival of the Ciar's reply to the Prussian note. The Paris Moniteur has a conciliatory arti ole on the Soule affair. I The Queen opened the Courts ot Spain de claring that she adhered to the principles ex pressed on the 25th of July. 1 The news generally consists of details of previous operations at Sebi Robbbribs by Post Grir.fla Clerks.?Win. B. Martin, the prinoipal distributing clerk in the Baltimore Post Office, has been arrested for robbing money from the mails. He has been a clerk in the office for many years, hav ing entered it when a boy. llis extravagant 'mode of living has f)ra long time excited the suspicion of his acquaintances. He was ar rested through the vigilance of special agent McQuire. The New York Evening Post of last evening says Considerable sums of money have been lost, from time to time, during the last two months and for some two or three weeks past the suspicions of Mr. Holbrook, the general agent of the office, have rested upon James Fitzgibbons, one of the night clerks, as the probable thief. He has been watched for sev eral nights, and sundry traps have been la d to catch him, but without any further success than a confirmation of their suspicions, until last night, or this morning, rather, at about three o'clock, when he was detected by Mr. Hoi brook in the act of appropriating two packages of money, mailed at Newark, N. J., one directed to Bridgeport, Conn and the other to Williamsburg, L. I containing be tween three and four hundred dollars each. Mr Holbrook did not disclose his observations to tho rogue, but kept his eye upon him until he left the office, about five o'clock, to go home.
