Be-Appearance of the Plague in London A story ha* been circulated in this country >f the frightful re-appearance^of the London 'lague. which ravaged that city a hunched md fifty years ago, tho contagion having he^n lerlved froin bones disinterred in carrying a lew eewfr through Argyle street, by diggi. g o an unusual depth It is asserted that phy icians have pronounced that the uicease is lot the cholera, but that it is undoubtedly he plague, and that it is propagated by con agion, and is even more speedy in its fatal fleets than the cholera. The writer of mo riicle without date, which is copied from the iome Journal, says that. The disease, in a reek from the time at which it broke out. had ompletely ravaged the streets in Soho and it.* muiediate vicinity. At the present moment 'oland street, Argyle street, and others are losed against nil passers. Half the shops in legont street are shut up. The remainder re radidly clo-intr A* o'olock in tr.e ay, scarcely a dozen persons may be met with a that great thoroughfare. In those streets i rhicb the disease is mos; speedily depopuia- i ing, the dead bodies are placed in the open ir, immediately that life has departed from hem. 00 great is the fear of contagion 1 have sen in two inranses, half a dozen bodies le 3g carried off in black sacks, like bales of ooda. for burial. You will easily judge how real a fright this has created Every one tho is able to do so, b? fled. London, gen rally at this time just emptying, is now half 1 ?populated." i The London papers do not contain anything countenance this story, beyond the f l' tl" on, but it destroyed last *284 live nd 19 persons died from the allied disease 1 iarrhaj The deaths from cholera in ihe ext preceding weak were 1549, and in tLat J ext preceding 2050. The numoer of deaths ron> uii causes during the last week in L Ai- J on, in a population of 2.362-236 was 2504 i here was a district in London in which t ;0 holera prevailed for a short period fa la iiy r lat a sewer in the vicinity obtained the des 'nation of The plague pit, :?the dieaae ir> lat quarter being attributed in articles whi3h 1 ppeared in some of tho papers to the open i igs into the street in that vicinity for th" en lation of some of the newly constructeu se.v rs At a meeting of the Metropoli an Sewer lenimission. on the 26th of September, a lot g eport was made upon a thorough inve ti .a ion of the causes of the particular viruian.e 1 the cholera in that locality. It seems to have been fully amounted for y the excessively crowded p.nd filthy state of he houses, and the want of drainage coinum- t icating with the sewers recently construed nd which had been charged with being the t auBe of the disease The report of the :gi t eer, who had inspected 207 houses, represents hem as in the most diagus;ing state of filth i rom the attic to the cellar. any ?Squatters," who live in huta made of boards. I ticks, and brush-wood, whioh are of adiminu I lve vise, and very uninviting appearance 1 some are constructed on the hill sides, and no I orined as to resemble an opening into a oavo. I [hey are inhabited by a class of people sel- j Loin seen in our city, who are of a filthy ap- I >earance, poorly clad, and of a heathenish I aspect The Chief or Governor of this clan is "Joe I darrington," whom we were wont to see, I >very spring., going about the city, with asub- I icription paper in his hand, begging for mo- I iey with whioh to buy a horse. The settle- I ment is made up mostly of emigrants, and 1 principally Germans, some of whom do not j appear to understand or speak one word ofl English The sun never shone upon a more lilthy or a more degraded sot of human beings; and the only wonder expressed in regard to them is that the police have not been troubled with them before this season. Some of the females were to be seen guthering brush-wood and oarrying it to their huts, while others i were engaged in digging potatoes on farms near the turnpike, several miles from their habitation, at a shilling a barrel; but in no instance oould a man be found. This proba bly has been brought about by sending sev eral of them to the penitentiary for thieving, assisted by the fact that officers were on the track of others who had escaped from joatioe. Thb Double Exodus Those who felt alarmed lest Ireland should be drained of her laboring population under the attraotiun of free passage*, a hearty weloome, and a prom ise of plenty to eat on the other side of tbe Atlantic, will take courage from the report re cently is ued by the Colonial Land Emigrant Commissioners For the year 1853, there has been a decrease to the extent of 13,378 per sons, or about 7 percent, of the estimated num ber who emigrated in 1852. This has not arisen from any falling off in the remittances from prosperous relatives; for these increased in 1853 from ?1,404.000 to ?1.439.000. The commissioners deduce from the diminished outward movement an additional proot that the distress by which Ireland has deen so long afflicted is passing away, and that her labor ing classes need no longer despair of being able to obtain, in their own country, the means of an adequate subsistence.:' Something m u*t also be owing to the greatly diminished num bers of the class upon whom the inducements to emigrate have now to operate There haa alao been a falling off in the Aus tralian emigration but from a different cause. EF" Persons wanting he Evening Star in Baltimore, can procure it early every after noon at Uenry Taylor s Newspaper Depot "Sun Iron Buildings." STIBll Oi Tiii. jilGESISG ?B2S5. The (Jtiton having recently blown a flourish o ^trumpets over an alleged achievement of the Intelligencer, in at length telling something o the truth with reference to the existing anti-slavery propensities of the Northern Whig party, the latter journal says "We are glad, however, so have given plea sure to our cotemporary even by aceident. and ?we will not foifeit the jewel of its approba tion by disclaiming the mer.t, so rare, which it commends its lor; and. as 'one good turn de serves arother, we would propose to our grat ified neighbor that he reciporcate the pleasure we have given him. by trying a little truthful experiment ot his own regarding Democr tic short comings We are sure that the novelty of the thing will be quite exhilarating to him self, as well as a treat iu his loaders.' The U iron rejoices that the sentiments of leading Democrats over the whole country are alike, and quotes Bigler, Wiley P Harris, and A. C Dodge, to make good that assertion. The organ also points to the present silence of General Soott, Rut us Choate, Wm M Mere dith and Mr Fillmore, while Cass, Douglas, et. at. of the Democratic side are defending the rights of adopted citizens, as a significant commentary on the integrity of the '-sweet Irish brogue" and "rich German accent" no tions of the Whig* in the last Presidential can vas. The Sentinel comments upon General Caz JjfJP 3 operations in'Dominica, and conceives mat Uuvw will flow from them. NEW BOOKS. Taylor A Maury kindly send us Nos. 7, b and 10 of "Martin Merrivale, his X mark," by Paul Creyon, illustrated?Boston; published by Sampson A Co. Also, "Agriculture; its essentials and non essentials; including an examination of the properties of Guano and other Manures." by H. N. Fryatt, of Bellville, N. J ?New York; publisaed by T. L. Magagnos A Co., 1854. This is a short practical treatise, in which the writer combat* much of the prevalent widely received theory of agricultural improvement. Though its positions are antagonistic to the views of most of the scientific agriculturalist* of the day, it contains much interesting and valuable information for farmers Also, A popular treatise on the Skin and Hair, their preservation and management," by Erasmus Wilson, F. R. 6 republished (second American edition) by Blanchard A Lea, Phila delphia, 1854. This work is intended and well calculated, indeed, to teach all who know the value of such information, how to preserve those blessings a clear and clean skin and a good head of hair t? old age. Also, "The Freaks of Fortune," by J. B. Jones, from the prolific press of T. B. Peter son, Philadelphia. Also, "The Inebriate's llut; or the First Fruits of the Maine Law." by Mrs. S *A Scuthwerth?Boston; published by Philips, Sampson A Co New York, by Jas. C. Derby, 1854. This is, of course,-a pro-Maine law novel, and is said to be in high favor with those who uphold such legislation, especially. Also, "flow-a-days," Ne* York; T. L. Ma gagnos A Co., 1854 This is a very interes ing tale of Maine backwood's life, which has already become one of the most popular pub lications of the day. Also, "A Tennesseean abroad?or letters from Europe, Af rica, and Asia," by Randal W. McGarvock, published by Redfield, New York, 1854. We commend this little volume to all on this side of the Atlantic who may de sire to obtain useful and entertaining informa tion of men and things abroad. It is a charm ing book, indeed. Our thanks are also due to Silas H. Hill, Esq., for a printed copy of his able remarks in the Beard of Aldermen in favor of his proposition for a subscription of $500,000 to the Metropo litan Railroad. K^^Joe Shillington has sent us Graham's Magazine for November It is the best num ber ef that publication that has been issued for a long time. |y 1 he only State officer to be chtfsen in Illinois on the 7th of November is a State Treasurer. The Democratio incumbent and oandidate, John Moore, of MoLean county, is opposed by James Miller, of Blooming:on, upon whom the Whigs, Abolitionists, and Know Nothings have united. The vote upon this officer will be the proper test of popular feeling in the State. py Ihe treaty with Dominica, lately con cluded by a commissioner from our govern ment, it is said, provides for the full recog nition of Dominica by the American govern ment. Americans are to be allowed to hold and cultivate land and work mines in that ooontry without being required to become naturalised. lefcT* The New York Tribune of yesterday says: "The influx of immigrants for the last two days has been quite extraordinary, being no less than nine thousand three hundred and forty-four." W Large numbers of machinists and other mechanics are said to be going from Boston to Cuba. The dullness of work at home probably has caused some to try their luck on the south ern plantations. Sir John Frabjclim.?The Montreal Her ald, of the 21st. contains pome few particulars, relative to Dr. Rae s statement, respecting Sir John Franklin, in addition to the telegraphic accounts. None of the Esquimaux with whom he con versed, it ought to be noted, had seen the whites," nor had they ever been at the plaoe where the dead were found, but had their in formation from those who had been there, and those who had seen the party when alive. It was at Pelby Bay, on the 17th of March, that Dr. Rae fell in with the Esquimaux, one of whom, on being asked if he ever saw white people, replied in the negative, but said that a large party, (at least 40 persons,) had per ished for want of food, some 10 or 12 days' journey to the westward. The articles found by Dr. Rae, possesses a .mournful interest They will be delivered to Sir Goorga Simpson at u early a day as pos sible. WA^aiSiixo^ ho gossip Speculation in the Public Lands? We hear that a desperate effort is being made to defeat the intention of the Delaware* in placing in the hnnds of the Government to be cold for their benefit, the body of 500)000 acres of land, ceded to be sold to the highest bidder on their account The scheme is for speOtoiators to squat on it, and then otaim pre-emption rights The Attorney General, some time cinee, de cided that such lands were not subject to pre emption Nevertheless, we are daily hearing of high-handed proceedings of squatters, {backed, in fome case*, by men ^vho, from their experience in public affairs, must know that squatting on such lands can gi\o no earthly valid pre emption claim to them.) with the view of frightening off purchaser* willing to give a fair value for the lands. The trick is usually to threaten personal violence to any one who will offer more than a dollar and a quarter for the lands?though, unmolested, at the sale there may bo persons present willing and anxious to get them at from ten to thirty dollars per acre We hear, that opposite Fort Leavenworth something similar ismow in pro gress upon the new town site of ihe contem plated town of Leavenworth, in which a pay injester and a quartermaster in the army aie said to be dabbling. It will bo well for the Secretary of the Interior and the Secretary of War to keep a sharp lookout upon what m?) be going on in that quarter, as it is more than likely tnat their authority only can prevent the Indians who made cessions of lands to ba sjlil oaiy fm th?!p hnn?fit. under the treaties confirmed at the last session of Congress, froiu being defrauded out of all the substantial benefit/ whieh were guaranteed to them in those conventions. We deem'it to .be our duty thus to call the atteniion of those high officers to the efforts of the speculators to defeat their sincere inten tions of protecting the Indians in all their rights, guaranteed to them by the treaties in question. Tne conduct of the bogus squatters at Fort Snelling reservation should be a warn ing to the Government, as, when persons who have been in Congress and Governors of Ter ritories, ?fcc., go to swaggering in crowds, club in hand, threatening to brain any man who ;4 interferes with squatters rights '?claiming themselves to be squatters?in order to prevent lands which would otherwise bring fifty dol lars pti ?nre, from realizing more than $1 25 per acre for the National Treasury, it is high time that the military force of the Government should be used to put a stop t0 such a state of things. By the by, nothing was sold at the Fort Snelling sale, except the reservation on the east side of the river. The General Land Of fice have been informed that the sales in ques tion were made while a combination of armed men were standing around in 3quads of ten, each squad under an officer, who threatened to have any one killed who would bid for the lands sold, which was claimed by his gang of ruffians as squatter# under the pre-omption law, which did not apply to the land in ques tion We understand that the Land Offico au thorities are causing a thorough investigation to be made, with the view to ascertain the truth of these allegations, which, if verified will of course cause the sales made under such intimidation to those present desiring to purchase at fair price*, to be declared null and void. The worst feature of the whole busi ness. is the fact that United States officers, some of them occupying high positions, are said to have been aitive promoters of this most infa mous attempt to swindle the Government ;ind citinona. We ran promise them instant dis missal, on the moment] that satisfactory proof of their complicity with this disgraceful affair reaches Washington. Keep a sharp look-out, Messieurs Secreta ries Political Slang ?We make the following extract from a letter in Monday's New York Times: Col. Mitchell wittily^emarks that Pierce made a mistake, and for once appoint 1 an honest man and a gentleman And you may confidently assure the readers of the Times, that in no way will the Governor be exercised to prejudice the interests and rights of Freedom This remark of Col. Mitchell was mad with reference to Gov. Keeder, of Kansas. It embraces an aspersion on James Buchanan, John Y. Mason. John A. Campbell, and. in deed, on every one but Gov. Keeder. appointed to office by President Pierce, all of whom are thus denounced t>y Col Mitchell as dishonest loafers. We need haruly say, that the wit'' of the remark is mere low blackguardism; such ae parses current in the polities of tho tizuos, rendered uure glaring in its imperti nence, by the history of the fracas in the bar ber shop in this city, so well known to Ml in Washington, in which the witty" a^tao- of this wnolesale slander upon hundreds of geu tlemen in all respects his superior, fared -o badly. It will be ^remembered also, that the real facts in the case wtfre disguised by tho press here jn pure charity towards Col. M in the belief thathig conduct in causing his lead to be smashed, was an exception to his general use of his tongue. This "wit" about Gov. Keeder and all the rest of those appointed to office by Pierce, however, proves that popular sympathy for him under his barber shop in fliction, was, to say the least of it, signally misplaced. A Deserting Petty Officer11 Extra Pay not to be Paid.?A case was presented, not long since, in which the legal representatives of a gpnner in the Navy, who had deserted, claim ed the "extra pay" allowed to thosa serving in California, Ac., by the act of September 28, 1850, as applied to the Navy by the acts of August 31, 1852, and March 3, 1853. The law does not, in express terms, withhold it from an officer who may desert, though it di rects it to be retained from enlisted men until honorably discharged The claim (about $1,000) was rejected by the Second Comptrol ler. Other laws, and especially the act of July 19, 1848, deny the extra pay therein pro vided for, both to officers and men, unless they are honorably discharged. Such is the gen eral policy of Congress; and it would be un just, invidious, and'absurdi'to allow the gra tuity to a deserting officer, who had so many inducements to fidelity, and to refuse it to the reckless and ignorant sailor, who may have yielded to the temptations to desert in Califor nia, which were almost irresistible to one in his humble position. Notice to Postmaster*.?Postmasters who are desirous of obtaining signature poet-bills, and whose offices, by the rules of the Depart ment, are not entitled thereto, will address Joseph T. Crowell, Esq., Now York, and not the Post Office Department; and those who, under like circumstances, wish to procure marking and rating stamps, will forward their orders to E S. Zevely, Esq., Pleasant Grove, Md., instead of the Post Pffioe Department. The Cost of the Reclamation of Anthony Burn?.?1The proceedings under the fugitive slave law at Boston, in the case of Anthony Burns, not long since reclaimed by his master, Captain Battle, of Alexandria, Virginia, cost the United States within a fraction of $27,000 for extra police and military force alone. This does not cover the usual ordinary ex penses incurred in the ctse, such as the fees of the regular officers of tho United States em ployed in the caEe. $15,000 of the above $2^,000 were duly paid this morning. Ifco Death of Gove nor Burt, of Nebraska Territory.?The dispatch in our columns, this afternoon, announcing the death of Governor Burt, near Independence, Missouri, is believed by that gentleman's friends here to convey truthful intelligence, as distressing as it is lie left here for his post in perfect health. Such are the melancholy chances of traveling in .he far West this season. A Pension Agency Removed and Pension Agent Appointed.?The Secretary of the In terior has removed tho agency for paying pen sions in North Carolina from A neville to Morganton, and appointed R. C. Being frequently interrupted by the above named class of persons, the preacher, right in the mid-* of J the delivery of a discourse, which was well worthy the attention of the greatest literary character hi he land, deliberately closed the Bible and took hisj-eat, with the remark, *'I had better close my ernioi'. One portion of the congregation is continually inter rupting me by running out, and another by sleeping The effect was like an electric shock, the goer-i out were suddenly checked, the sleepers roused up. and while some of those who went to hear, smiled, others looked disappointed and chagrined, that they were thus summarilly deprived of hearing the minister with his very interesting discourse. In his concluding prayer lie offered up the following point ed and somewhat am using petition We pray thee, Lord, to have mercy upon those persons who come to church to annoy the congregation and preacher, by running out during, and before the services arc closed, and, in a special manner, pity those who nre in the habit of annoying the preacher by sleeping all the time of the delivery of the sermon." We think he might hav also petitioned for grace to enable those who attend some of our churuies, and d? luge the floors witn tobacco ju ce, and otl ^rs who loaf about the doors, and in the vestibules, and annoy the congregations with their vociferous talking, to de Mercury, Opiuui, or any other noxious or poisonous drug, and can be given to the youngest infant without hesitation. Planting fruit Trees. With this mouth begins the season for trans planting. Tne sooner a fruit tree is planned out no* the better. A tree that has not to be packed, and is oniy removed a short distance, may be removed without being set back in the least, but it taost be taken up with oare, as few roots cut us possible, and planted with all the latter&ls branching, just as they naturally grew; consequents the hole for the tree must be aug larger than the roots extend, it will be almost impossible to take up a tree of any sue without mutilating some oi the roots; all mutilated parts shomd be cat clean, with a sharp knife, and jouug rootlets will spring where the wounds u ai. Ihe young root lets are very tender, and are to be the leaders ot the tre?, ootn in the fonuatiou of wood and fruit, t?i.d o* course the soil in which they are to wander forth on their mission of loye, must not only be mellow, but must contain the tood they searoh lor. This is tne reasou why we dig the holes large, and fill in around with good vegetable moid. Kemember nbvor to plant a tree deeper than it originally grew in the soil, 'lnere are many trees lost by deep planting. Plant a tree firm in tne ground at once; some recom mend a tree to be planted loosely at first, to give the earth a chance to se tie gradually around tne roots. The cnunces aie against the life of tiees thus planted. The winds loosen the roots still more by their action on the trunk, and the earth can never be made oompaet around the roots afterwards. Prune tne top in p.oportion to the loss of the roots, and according to the time '.he tree has been out of ground. Erery reader of this journal should learn how to plant a tree, and then plaut trees.?cSud of ike tioutU.
