The first busiaeu trnictl bjr the Council od Tuosjay neninj, was to Ji. pose ol"a resolution of ilr.Tbajer, "That Thomas Earl anJ his associates be pcrmiltej to erect a market shetl oa Central Market ground proti Ued they erect said shed upon the terms men tioned in a blank contract now before this Coun cil." Tbe Tote upon this resolution stood nine Ford, Johnson, McLine, Rezner, Ste- phan, Thajer, Thompson, Weber, AS'inslow najs Coffinberry, Herrick, Muters, Ovist! Ransom, Sweet. Mr. Coffinberry, in the Chair, declared tbe resolution adopted. Mr. Herrick appealed from that decision on the ground that the resolution was in the nature of a contract, and therefore could not lie found without the eoustitulioiiulrtquiretucntof twelve votts. The appeal was sustained. Iu connection m ith this subject of the market sheds, an ordinance was introduced abolishing the 1st, 2J, 3J, 4ih, 5th, 6th, 7th, 8th, ICth, 17th -.1 ,a,I. r i .emou. oi tne oruiuanre lor the recu- lation of uurkets, passed January 10, 18jf. These sections proposed to be repealed relate U tbe sale of meat, and to vegetables raised with. iu five miles ot thecity.tbesaleof which is pro- luUted, the peddling of produce in the streets, etalilih.ng fish market, lc. The sections re tained prohibit tue sale of unwholesome meats, slaughtering within the city limits without li cense, conforming the standard of weights and measures to the State law, prohibiting forestall- ing, and imposing penalties of t20 for viola. lions of market law. This ordinance was or dered to be printed for the information of the public. Next in order came the report of the Commit tee on Printing, in substance asserting that they had examined the accounts of E. Cowles Co. for the pat year, and found that they were en titled to but ninety-one dollars instead of two hundred and sixty-one dollars, the full amount of the claim. This report was accompanied bv a resolution ol Air VWnsW, recommending the payment of ninety-one dollars in full of E. Cowles A Co.'? claim.since that was all they were entitled to. But Mr. Coffinberry, not having mucn connuence apparently in Mr. WinsIoWa ability or inclination to present a truthiul re port, and fearing that that public spirited gen tleman might have run the matter of deduction considerably into the ground, suggested that $110 be substituted for The alacrity with which Mr. Winalow adopted this su idea tion showed that he wasn't exactly certain of his own work: Mr. Thayer offered a substitute to Mr. Win slow's resolution, which referred tbe whole mat ter in dispute, with all tbe; pwpera, statements and documents pertaining to it lioth pro and eon, to Judges Bolton, Foote and Bishop, as refer ees, they to make up and repoit to the Couucil a decision in the matter, such decision to be fi nal. Tbis was perhaps the fairest proposition that could probably have been made, and one which ought to have been satisfactory to all parties concerned. It afforded an easy solution of the didicullies of the case, since E. Cowles fc Co. wcte willing to abide by such a decision. It would have removed the subject from all in fluences but correct ones, and would have re sulted doubtless to the satisfaction of the peo ple. Mr. Ransom said he should vote for the reso lution of Mr. Thayer, because he was Dot satis fied that the Council would arrive at a correct decision. Nor was he satisfied tha the claim of E. Cowles k Co. was not a just one and he felt that they should have the benefit of such reference. The tacetious Mr. Herrick, whose extraordi nary faculty for telling cxcrutiatingly funny stories is universally known, said he bad too much respect for the Judiciary Committee to vote lor this relereoce. But Mr. Herrick rather overstepped the truth in fact told a pos itive falsehood when he said this was his mo tive for voting against the reference. He forgot the important fact that on a previous occasion voted agauut the report of a majority and far the report of a minority of that Committee. And in voting against the reference to the Judges voted against three of the Committee, since three of tbvtu. voted in favor of the reference Mr. Wins-Vw indulged iu a speech he has re peated at leas.' half a dozen times tin the same subject showing nothing further than that his in the matt. J was owing to influences en tirely outside of i vis official duty, and prompted great part by vet T unworthy motives. So the vote was ta ken and stood on Mr. Thay er's substitute eight yee to eleven najs. The vote on the adoption of Mr. Winslow's resolu tion was twelve ayes to ae ven nays. Teijdto Kill Hixsklf. From Harper's Magazine for August. THE QUIET HOME. 'What dear, quiet little thinirs Mrs. Bird's childien are said a lady to her friend. I called to see Mis. liiru to-day, nd louud her in tbe nursery with her two boys and two virls, about tbe ages of mine. It would have done your heart miod to see how sweetly they be haved, reflect little gentlemen and ladies they were. 1 felt really discouraged. Mine why they are wild asses colls in comparison. "there s a treat dinvreuce in children, re. plied the friend. I know some little boys and iirls thit Mrs. Bird would Lot find so easily subdued. I could hardly credit my own eves but, as tliey say, seeing is believing," resumed tbe first speaker. "For more than half an hour I sat and talked with sirs. Jjjrd, in tbe nursery, with out once being disturbed by noise or any of the unpleasant interruptions incident to the pres ence of the children. What were they doing asked the other, m some supnse. "that was most remarkable of all. Mrs. Bird has four children. Wiliy is the oldest just in bis tenth year. Meeta is seven, Azncs five, and the baby, as they call Andrew, nearly four. Just the ages for thoughtless misc'iief-making, troublesome noisy roups. But they were as still as mice in a eheese. She had them all doing something. Willy she had taught various kinds ol nelltnfc? and ornamental needle-work. It was a wonderful r source for the child, she said, keeping his thoughts and lingers busy, and both out ol mischief. She showed me a handsome anti-macassar, in crochet, which he had ja.'t finished. I'm sure that I couldn't have done it better. I could not help looking upon the delicately formed, sweet-faced boy, as h sat earnestly enga-red at his wiw be was embroi dering a pair ol slippers in Berlin wool for his latuer ornt-aontrasung him with my lorn, a great, rude, coarse boy, with dirty, rough hands, that are always in better condition tor grasping a wheel-barrow than plying a needle. And the comparison, 1 can assure you, was not made lttiout a sigh. "Did the boy look happy inquired the friend. Perfectly so. He wanted no amusement besides bis books and his needle-woik. Yon couldn't drive him into the street, his mother said." "Dear little fellow What a comfort to suctiacLitd Isn't it! It really did me sood to look into Ills sweet, pure lace, so gtrii&b and dell. cote. I should like to understand Mrs. Bird's sys- tern, fur there must be art in the case. All children are born romps." I betrin earlv, she said to me, 'and repress all rudeness and disorder, it is tbe mind that governs in children as well as iu men. You must give tbis the right direction. Merc noise niakiug 1 never permitted. Boys, it is said. rasp a hammer aud pound iDstuwuveiy. J think, in most cases, they pound because a ham mer is given to them. '1'ry them with the sweet tuce and fragile form of a babr doll, and you will rarely see an inclination to pound. 1 eon. menced with the doll, uot tbe haiumer and you see the result. Willy is aa gentle as a girl. He never thiows the house into disorder never makes discordant noises never quarrels with or teases his younger brother or sisters. So with tbe rest, i began rigtit you see; and upon ri"bt bee-inning every thing depends. My hm-band is a home loving, onier-loviog, qoiet- lovmg man and 1 make it my business to see that home is all he desires. "11 iw much I en joy my home il is so quiet so orueriy JJunng the nrsc year oi our marriage air. Bird -1 I 1 1 I 1 olten said tms. i utsu seen oiuer nomes. l was familiar with the way in which young chil dren were permitted to destroy all comfort in a household by their noise and disorder and 1 made up my mind to have things different, if children came tu our home. Aud the are dif ferent as yon can see. And the cbndren them selves are much happier I keep them busy at jmethme from morning UU ni-rut ouey e- nouch not to think of eating all the while. This eormandizme among children is dreoJiul It makes mere gluttons of them developing the animal, aod repressing the intellectual. It is this ravenous eating that renders them coarse, rude, and cruel, like wild beasts. I believe Mrs. 1'ird is more than half right. was remarked upon thu. "I have often said that cbildreu weie permitted to eat overmuch. Mine would stuff themselves like Christmas turkeys, from morning till night, if not restric ted." Employment, suea as Mrs. Bird provides for her children, is certainly the best corrector for this habit ot eating." "flow did sue get along with baby Andrew the little four-year-old yon mentioned Was he as orderly and silent as the rest He was poring over a picture spelling-book fur most of the time that 1 was tbere, and after ward occupied himself with stringing beads. I declare it was all a wonder to me. Such a charming family of children I have never seen (tlsewhere. What a change there would be for the (letter if all mothers understood and prac ticed on Mrs. Bird's system, Better for heaven, it may be," said the friend, a little equivocally. "For heaven t I don't just see your mean ing. "Such children are most too good to live." "Oh "Mrs. Bird's quiet home may be very pleas ant, and her system of government very beau tiful but there is danger." "Of what 1" "That her children will not live." "Why Because they are too good for this earth, as you have just intimated "I am not sure that they are really any bet ter in heart than some leu orderly and mors boisterous children- What I mean is, that Mrs. Bu"d system depresses the animal forces, leav ing t." bodies of her children more liable to disease, and less able to resist an attack when comes." "They art leas exposed than other children." Perhaps so. But, for my part, on reflection, would rather ta-Ve the chances of a less order ly system of home cianagement mine, for in stance, a little modified" noisy, and like a bed lam, as the house often is-" It was on the evening of this very day that Mr. Bird said to his wile, as if the subject were suddenly forced upon hie observation "I dont think our children have strong con stitutions. Willy's face is too delicate for the .ace of a boy, and his body too slender. I oo svTve, also, that his shoulders are depressed. Hstk!" B-ith listened for a few moments. "I don't just like that cough," said Mr. Bird. A little eold," remarked his wife. "Willy got his feet wet to-dsy." 'I never saw children with such indifferent appetites," said Mr. Bird they dont eat e nough to keep pigeons alive." "Most children eat too much," was the reply- I in ot of of "and more children are made sick from over feeding than abstemiousness." "But there is a golden mean," said Mr. Bird. "To reach which has been my study. Io not fear. Tbe children eat quite as much as is cood for them." "There it is again I don't like that cough at all." And Mr. Bird arose and went op to-the tjouj where tbe children were sleeping. Willy's eheeks were slightly flushed bis akin was dry, and above the natural heat and his respiration just enough obstructed to make it audible. His father stood lor some moments looking down upon his sleeping boy. "There's nothing the matter with him." Even as Mrs. Bird said this Willy coughed again, and as he eou jhed be raised his hand to his throat and moaned as if in suffering "Willy Willy, dear!" "I wouldn't disturb him," said Mrs. Bird. The father's voire had penetrated his half awakened sense, and, opening his eyes, he look ed up witn a wondering glance. "Are von sick. Wiliy The boy convbed agaiu, and more convuls ively, prcsring his hand on his chest. "Dues it hurt yon to cough 1" "Yes." "Where!" "It hurts me right here," his hand remaining' where he had placed it a moment before. The panting of tbe child showed that there was constriction of tbe luntrs. "I'm going for the doctor" Mr. Bird snoke asiutj so ms w lie. I hardly think it necessary," objected tbe mother. "It is only some sUght distatbasce irom cold, and wilt pass away. Ihis sudden waking baa quickened his heart beaL" Ltually ilt. liird deterred to his wife in all matters relating to tbe children, thour'h hi judgment did not always coincide with her dis- e-pline. liut he was too well satisfied that W uly required a physician now to hesitate a moment on the mother s objection. So he went away in haste. The physician was far from treating the ease indilterently. ills practiced eye reeoirnized the symptoms of an acute pneumonia, and his treat ment was such as to fill the hearts ot tbe pa rents witn suuuen leal. "If the boy hid any constitution It was on the fifth day, and the physician was reply ing to an anxious inquiry made by the di.trrs- sed mother, all of whose fears were excited. "If tbe boy had any constitution, I could speak all the encouragement your heart desires. But he is a hot-house plant. AU the vhiu forces are but feebly reactive." "llis health has always been good, doctor," interposed Mrs. Bird. lie has never before had any sentms sick ness but be lacks physical stamina, for all that." The doctor's words sent a shuddering chill to the motuer's heart; while a mut conviction of error dawned upon her mind. Too surely were the physician's fears realized. Jtt the end often anxious days it was apparent to every one t! at Willy's hours upon the earth were n limbered, the disease, preying upon a body which had been denied puie air aod invig. orating sunshine, found scarcely any thing to oppose iu destructive advaccea. There was do power of resistance in that delicate frame. Without even a struggle lor life th) contest ended. In less than a week after the death of Willy there came another summons for tbe doctor- He found the sorrowing parents in alarm again. Laui-i Andrew, "the baby," was ska. bore throat fever stupor. He basnt been out anywhere," said Mrs. Bird, "for two weeks." Her meaning was. .wiasj wina I ih.l as .aa. asossaw Oiu ing that period, it was impossible for him to have contracted any contairious iliaease. It would have teen tar better if you had sent turn out every day. Tue doctor's words were more an utterance of hie own thoughts than a remark to Mrs. Bird. Dear little Andrew 1 He was a slender, ma tured, beautiful child, who attracted every eye. llis pale, spiritual face, almost shadowed by his broad ion-head, gave promise ot an intel lectual manhood it manhood could ever be reached. But that was the question which forced itself upon every one but his n..wise pa rents, wno, in securing a quiet Household, were providing fur the deeper quiet of death aud des olation. Delicate, orderly, loving, beautiful children grew up in the stimulating atmosphere of their home, but without strength tor the lite-battle. Andrew, "the baby," was carried out by the mourners in lesa than a week from the time when the doelor sat down by the bed on which he luy, and placed his fingers on the quick, wiry pulse that sent a warning of death to his heart. Our children have no constitutions," said Mr. Bird, sadly, as he gazed with dim eyes upon the two delicate Dlossoms that remained to shed their fragrance in his quiet home. "They have always been healthy," answered the mother, in nuurnlul tones. "The doctor says that we should give them more iresu air, auu a great ueai oi out-door ex ereise." "Jane takes them out walking every day but don't see that it does them any good. Agnes always comes home tired and fretful and Mee ta took cold to-day. Neither of them are as well or as happy after these walks as when they remain in ine House. No wonder they were tired and fretful, or showed symptoms of cold, after these daily rec reations in the open air. Holding each a hand of their attendant, they would walk slowly as nuns, and orderly as charity children ia a pro cession. There were no hop, skip, and jump no impulsive start or merry romp but a strict observance of the last maternal injunction, "How walk along like good, quiet clu.dren. Weariness, alter such attempted recreations in tbv open air, was an inevitable result; wea riness, and something worse. The outside air was different from the air of their homes. It was colder and more humid. To meet this, and derive a benefit instead of sustaining an in jury, there must De a quicker circulation and increased bodily warmth. Mere addition of clothing would not accomplish the desired ob ject. There must be quicker movements of the body vigorous exercise producing increased vital action. Daily these half-dead-and-a-live walks were eou tinned, and daily the children eme back from them weaned and spiritless, and some times with hot hands and feverish breath. The mother insisted upon it that these daily walks were not good for tbe children. Mr. Bird, doubt, called upon their doctor, and submit ted the question anew. "Give them plenty of fresh air and out -of door exer-isr; was his repeated and very em phatic injunction- "If yon wish to raise yonr children, let them have a chance to acquire strength." And so tbe daily goings were continued, whether the air wsa dry or damp, warm or chil ling. If it was warm, the children eame back weaned U damp, with symptobs of cold and always in some way showing a loss of, insteaJ an increased, vital activity. 1 hey were too well trained, at live aad seven, to commit tbe indiscretion of a romp in the street, and romp ing in the quiet house they called their home was a thing never known or heard of by either the little patterns of propriety. As to vocal efforts, they rarely went beyond a low, humming llush-a-by-baby," sung to a waxen-faced doll. No wild, screaming laughter ever desecrated the temple-like stillness of Mrs. Bird's dwelling, unless from the lungs of some badly-trained, visiting child, upon whose strange doings her own little ones gazed in half stupid wonder Narrow chests and weak lungs were the natural consequence. As Yt my nad died so died ere tbe ttnnroer s greenness had faded from the new-made graves the first departed Meeta next to him in years. umy Agnes was lelt to the ttneken parents now. one was pvre, and white, and delicate as Lly. That Meeta had been injured by the daily walks in the open air they were fully con vinced and notwithstanding tbe repeated re monstrances oi the family physician, they re fused to let the fresh breathings of heaven ia upon their child. c-ia
