(Correspondence ol the Herald.] Louisville, Dec. 10, 1842 "ATtuntl I ahake thee from me, care,' The gay, the thoughtful and the fuir, From "lodge," and "courtand "houae," aad "hall," Are hurrying to the ball ."?Etonian. "Come and trip it aa you go, On the light, fantastic toe."? Milton On Wednesday night a grand firemen's ball was given at the Washington Hall. Notwithstanding the card published in the papera by the head* of the department, there has been quite a round of amusements during this fall?among the first of which this should be classed. Should I desire here to give all the names of the assembled guests, room would forbid?suffice it to say that sixty and u|>wards "fair women and brave men" composed the company, than which, a gayer never entered a ball room. At nbout 8 o'clock the carriages began to arrive?they continued setting down, without intermission, till past ten o'clock, and then what a glorious assemblage of belles and beaux was collected together! The house was magnificent beyond description, and illuminated in the most brilliant style. "I've seen some bulla and revels in my time, And itny'd them over for some silly reason; And then I look'd (I hope it was no crime) To see what lady best stood out the season." Cotillons were soon formed?everything was so well arranged ihat none wanted partners?all were assembled, and the dancing was about to commence, the bund struck up one of its lively tunes, and all was life ana animation. "ChtMez quarter?cavalier sue), Pastourelle?balancer?grancle roiide." The. siri^htly Mrs. W. lost nothing by being put in competition with her accomplished friend?she was ail nature and life, her dress became her particularly: it was the lianpy result of good choice and unstudied simplicity?her graceful figure required nothing to improve it, and her luxuriant hair, tailing in natural ringlets over her face, adorned it niore than any art could have done. There was a gaiety in her sparkling eyes and a sweetness in her pretty smile, which could scarely fail to captivate the most irresistible. "No sense had ?he of ills to come, No care beyond to day." Miss S. looked as usual, the perfect gentlewoman ?well dressed, without pretens on, and easy without affectation. "Of auch charming, graceful mlrn, That to he loved, need but to be seen." Mrs. O was dressed in great simplicity, a figured skirt with a black velvet bodice perfectly plain. She looked well. When she raised her long, dark eyelashes, and displayed the tine expression of tier eloquent eyes, lie must have been cold indeed, who was not struck wilh her countenance?with that silent speaking charm so ruperior to all others. Bu'when not conversing, she wanted the dash of tashion or that nondescript possession, called tournure; yet they were well supplied by a smile of perlect good-nature, which bsspoke a constant wish to oblige every body. "What inning graces what majestic mein She moves a goddess, and she looks a queen Then appeared the smart and flippant MissH?? wilh a knot of admirers, to each of whom she appeared to have something uiHutiquc or sfurituelle to say; (or every petit mot produced a burst ol laughter. She was plump and lair, and very pretty; she could be sad or courteous, distant or intimate, as occasion required. Next followed Miss F?.radiant in beauty; her dress was plain in ilia extreme, and displayed her charms to full perfection. She looked well, but her mod- at, dowu-cust air seemed to shun general observation. "With manner, graceful and refined, A fit costume, and richly stored mind; Can u oman fail, whoever she will, to please, Quick as her voice he hears, or form he se*ven miles distant, you see the noble Capitol, built upon a bluff or knob, somewhat projecting to the river,of aiinilarplan (but of smaller dimensions.) to that at Washington. The interior, and grounds about the building, are vet incomplete, A small sum will however accomplish this, and exhibit one of the finest specimens of architecture in th' Union. Jefferson City is built upon several knobs or hills, rising from one hundred to two hundred feet above i the river, and when built up will he one of the most heullhy and pleasant cities of my acquaintance. The Penitentiary is located at the lower part of the I city?the number ol convicts are now about 110? i and, to the credit of the sex, among whom there is not one female They api?ear orderly, and it is hoped have profited by the faithful moral and reli- gtoua instruction regularly administered by the aa- LD. Mr. H.. an Eptecopa clergyman, a young man bidding fair fir great influence and uaetulneae. Education within the last year has received a new and lasting impulse; we have two excellent female aemtuaries, and one for young men, all well conduct eu, ana receiving a well deserved and liberal support. Near die site of the old Stale House is the res'dence of Gov. Reynolds. At this place also reside A torney General Bay, and Gen. Miner, Secretary of State. The unostentatious, energetic and faithful manner in which these gentlemen perform the du'ies ot their respective offices, testify in their favor a higher note ot praise than any flattering commendations of my feehle pen. The political stamp of this State is democratic, as the world knows. The master mind of her favorite representative moulded her youtldul character, and the bankbought coon skin demagogues of the Atlantic States can never breathe in her atmosphere. In the neighborhood of this city are several excellent plantu lions, among which I may mention that of Mrs. G.. and ihe Met-sra. Smiths, exhibiting great neatness, profitable culture, and the great good judgment of their proprietors I might mention many more, hut the limits of one sheet will not premit. Missouri, to the emigrant, presents more inducements than tiny other new State her soil can nowhere be excelled, producing in great abundance all the sta| les ot the latitude Her hemp cannot he excelled, and when the system of wafer-rotting shall be generally introduced, will command ti price equal to the brat Russian. It is believed u great improvement may be made even upon ihat, by excluding the light while undergoing combustion and I am prepared to satisfy nay candid mind upon that subject by the result oi facts and experiments but I huve not room upon a single sher t, and it given would probably be uninteresting to the common reader. Her tobacco is generally acknowledged unequalled in the U. 8., and lor some purposes, in the world. To those suffering by the influence of the interminable winleia of the north, the cfmate of this State holda out health and restoration. Many can now testify to the accuracy of the above by individual happy experience. The face of the country is delightfully undulating, abruimling in springs of pure water, for pleasantness unequalled. Iter river affords the finest drinking water 111 lie world. (Tell W.ishingtoniaoH of this.) Winter seldom exceeds live or mix weeks, and mostly clear weather, when her chain is broken, and the genial sun ot spting revives the face oi nature in a day. The character of society is made by those, of all, bist calculated fo impress U|x>n its plastic state a pure, bright, and noble stamp, for here are found w hole neighborhoods of men of leisure, wealth, literature?branches and pnncipuls of the best families of the Old Dominion and Kentucky, who have sought Missouri tor belter soil and more room Missouri may literally be called a mine of wealth?lead, iron ol finest quality, copper, amimopy, zinc, and many oilier valuable minerals are found dispersed through a large tract of country in great, and, 1 might say ot some, exhauetiesa profusion. By a laie accession to thisstate, she is now the largest in the Union, truly the Empire State?democratic, out of debt, ot sane mind and sound body She is many years abend of any other new stale, and thank iod her body politic is not scarred and disfigured by those unsightly sores, in ihe shape of broken down party leeches, (you call them "old clo," folks,) ?but they are enough to give any state the milk sickness, and if the noble state oi New York don't shake them oil, she's swamped. Our legislature is now in erision, composed of men able, efficient, and worthy. Our people gut>|?ose a limn able to manage auccessfully his own affairs, honorably and nobly, can best do theirs. Some I cuti name, suppose a man too dishonest to maintain his credit in his private businets, or too indolent to successfully prosecute any thing, a bankrunl or swindler, the only fit man for office, no tna'terfiow responsible, liut my sheet is lull, and I must conclude with a promise of more hereafter, it agreeable to you. Phoenix. Philadelphia. [Corre?i*>oderice of ihe Herald.] Philadelphia, Dec. 17, 1843. James Gordon Bennett, Esq:? Dear Sir:? There u just now the strangest tow among our politicians, which affords infinite amusement to the honest and disinterested spectators. The Van Buren men, who have been fighting off Buchanan, Johnson, Tyler, Calhoun, and the Lord knows whom else, are in perfect despair about the arrival of Gen. Cass. He was last night at the Circus, and the demonstration of enthusiasm was truly wonderful.? Every one hopes he may come out the small end of the horn, as he did at the last election. The loafers in the street are roaring against the appointment of Wm.H. Porter, the son ot the Governor, to the Sheriffalty of the city and county. We huve about half a dozen democratic factions here, each of which would ha.ve been stratified, of course, to have its commander in chief pocket #20,000 per annum, and distribute the patronage ot his office among Ins gang of followers; but inasmuch as the Governor knew that he could only oblige one, and certainly set all the rest swearing and cursing, he acted wisely by appointing a man who he was well assured possessed all the necessary qualifications lor the office, and who, belonging to no faction, was sure in the end to give less offence, and I.v his tudicious conduct to reconcile all parties. Yet we begin to like them very tnuch. There appears to he more good temper?a cheerful wit?a tine imagination and real fun among them this winter, than we ever remember to have seen. The re|K>rts thus far, have been most agreeable reading?and if they continue so good tempered and ovi il, we don't care how few laws they pass. We don't think the country w 11 suffer much, if they do nothing at all, but quiz each other for the next two months. At one time, the politieianscried out "give us a sub-treasury, or there will be a crisis"?at anotli T tunc livens a national bank, or there will be a crisis"?and now it id, give us an exchequer, or there will be acri-is." This is all fanlaronade?the country is going a-heud?as prosperous its ever?full of plenty? ch-aper and fresher than for twenty years past. Th'' principal distress exists with those who have lived beyond their income?and now deP nd on rotten banks, rotten stocks, or rotten s dilations. If Congress were never to pass another law for twenty-five years, it would be better for the republic. The country is ridden to death by the multiplicity and fluctuation of our laws. Tkk Mttinv.?The whole community is greatly agitated by the account of this horrible affair There now appears to be a division of opinion on the matter, which is beginning; to manifest itself in various wars. Yesterday and the day before facts have been very freely circulated, of an opposite tendency to those published by us and some of our cotemporaries, and which throw a different light on the affair. One statement says that one of the persons who were executed solemnly protested his innocence till the last moment, and it is added that sufficient evidence will be given, as soon as an investigation takes place, to show that Spencer alone originated the mutiny and chalked out all its details, but that no one really and s?riously joined him. On the other side, a great many members of the bar, begin to object to the legality of the conduct of Commander McKeazie. One thing, however, is certain, there was no doubt of the intention oil the pirt of Spencer, to create, a mutiny and carry out the infernal project. That is admitted on all hands. And under all the circumstances, the boldness and decision wth which a United States officer acted> can unlv lie nnralleled in some of those incidents in the early history of the Roman Republic, which il. lustrate so lully the complete and perfect discipline which governed the Roman Legion. The subject will, however, be daily discussed and all .-orti of rumors and opinions will be circulated, until the Court ol investigation or trial take up the matter, and all the tacts are known. The sooner this is done the better. Alarming Coincidence.?Prophet Miller is not alone in his glory. John Jones, of the "Madisonian," has just been up at Gilgal, and the spirit of prophecy has enveloped hint, like an old coat and a pair of breeches, both costing hall a crown. John s|>eaks as follows: It is obvioui that a storm is lire wing in the political firmanent. The elements of discord are rising above the horizon in every direction Like the ti'ful gusts on the darkly overcast ocean, we observe, ever and anon, some aspirant vainly endeavoring to catch a favorable breeze. But the the storm is coming?it must come?and when it hursts in its fury, the dashing waves of public opinion will sink many a frail bark. We have received numerous complaints from members of Congress, relative to the Herald. Now we are certain that the copies of the Herald, addressed to both Houses, are regularly put up and deposited in the Post Office here. Beyond that we have no control. We never knew the irregularity of the mails wore* than they are at this time. Again?I)r. Jones, ot the Post Office at Washington, solemnly assures our correspondent there, that he sent ofl by the government express to this city, three of the President's .Messages, addressed to hs, and yet not one of them was received by us in New York. Swnuu.v. riik Strkkts.?Objections are offered agains' the n?w plan of sweeping the streets, because the contract is to continue for five years.? This is a mere party objection. The locofocos fear that a certain amount of additional power tnay thus be put into the hands of the Whigs, for that period of time, and therefore they oppose the plan. But what have the public, w ho only want the streets properly cleaned, to do with this new parti/an question1 It does not matter a pin whether the contractors be locolocos or whigs, provided they fulfill their obligations. Unless the contract be a liberal one and lor a number of years, the streets will be as filthy as at present. The system must have some decree of permanence. II the contract be merely lor a year, the contractors will be constantly changing, and no system or organization in the work will be effected. Mr. Ritchie stales that he has examined hishookb lately, and finds that, while he owes some 12 or $14,0(J0 to (lie banks, which lie is required to curtail rapidly, there are ten or twelve times that amount due to liini; and very frankly intonus the delinquents th at, unless they pay at least a part of their liabilities, he will be under the necessity of associating two ot his sons with him in the manage, mem of the Enquirer, and devoting a part of his time to some more lucrative employment. Now, here is a man advanced in life, who has for tlurty years and more devoted his tune and talents, assiduously, to his profession?and, whatever we may ihink ol Ins political principles, we cannot deny that he has been the main spring of the party to which he belongs in Virginia?who, in his old age, is subjected to the hazard ot seeing the roof which shelters him exposed to sale, because those who owe hint Five Dollars a year for a paper which they have read, (and it is to be hoped prohited by,) will not nay him. Verily, the blush ot t-fi una t-hould burn upon and blister the cheek olthe delinquent, who, after rending the Enquirer's statements, does not promptly conic forward and discharge obligations which should long since have been fulfilled. Mr. Ritchie's case is the case of too many Editors in the United States. There are too many who grow rich on paper, while they go through lile living from "hand to mouth," and die having not more than enough to bury them decently?if, indeed they can do that. The remedy is in their own i>ower. If Mr. Ritchie had conducted his business on the cash system as we do, lie might have been worth $50,000 over his debts at this day. Instead of which, by the false credit system, lie has on his books debts due him equal to $150,000?and owes the banks $14,000. Here also is the cause of his errors as an independent newspaper conductor. In consequence of his debts to the banks, lie must submit to their delinquencies?wink at their frauds and follies?and speak gingerly of thvir defaulters and defalcations. Hence again the gross financial immorality of the nee is produced and increased bv the errors in the nianaseni'-nt of the newspapers?particularly in their financial department. We saw this great and,'radical error, during ourconnection with the American newspaper press, from 1820 up to 1S15?and in May of the latter year we started the Herald, entirely on the cash principle?payments in advance?and look at our success, independence, usefulness' vast circulation, popularity and comfort. It is true, in that time, we may have lost two or three thousand dollars by the carelessness, inattention, and mismanagement of agents, clerks and tmployit?but the error is always discovered in a week or so, and always promptly corrected. In the midst of a bank-ridden community, we have been independent, and beyond the control of all banks, corporations, and financial scoundrels of every kind, llence our vast and increasing circulation?now fully 30,000 copies of all kinds, besides extras. Hut our cash system is not alone one of the rocks on which our establishment is built. The principle of equitable adjustment observed in the price of sub scription?size ot the paper?and charge tor advertisements, is another of the causes of our success. The penny press, as well as the sixpenny press, is not founded on this principle at all?they charge their advertisers too much?their readers too little? hence in a season of revulsion when advertisers curtail, they sink before the gale. On the contrary, it increases our revenue in a period of low prices and of specie currency, and enables us to expend more on the intellectual machinery of our establishment. Hence, again, the cause of the vast superiority of the reports of all kinds?the articles and orignal matter of the Ilerald. We employ nearly four times the number of reporters and writers, all of the fi:st quality, on the Herald, over that of any paper in New York. The whole of our accounts?expenditures and receipts?are balanced every week, and whatever the profit may be, it is known to the utmost penny, and all in hand. We are founded on such principles as will defy the whole press combined to affect our prosperity or our success. A large edition of Paul de tvock has been issued, and we will probably soon have George Sands, and others of the same stamp. It is impossible ts exaggerate the demoralizing tendency of these filthy works.? They will do more to corrupt and destroy our youth than all the obscene (tapers which could be issued in a century. The latter are too gross and revolting to find their way to any circle hut the brothel. But the novels now beginning to be issued will cir culate without suspicion as freely as those of Bulwet and Boz. It has not been difficult to perceive the gradual tendency of cheap literature to this frightful point. We had first the scepticism, irreligion, and polished licentiousness of Bnhver, and the descriptions of the vilest purlieus of the English metropolis by Boz, ami now we are threatened with a deluge of the most lascivious productions of the French novelists. The price at which these demoralizing works are sold, puts them within the reach of all classes, and especially of the young of both sexes It is frightful to reflect on the results which must inevitably and speedily follow. It seems as if all the foundations of public morality were threatened with overthrow Corrupt bankers and financiers?rotten politicians?licentious novelists?sre all united in this iniquitous work. And strange to say, the pulpit is silent. What is to l>e done I Ought not these importations of foreign licentiousness and immorality be prevented 1 No thing but nn international copyright law can do this Works of improper tendency from abroad would thus be shut out, and we would soon have a healthy national literature growing up ongst or ^team Rising.?Great preparation# are making among the democracy, for the election ot the Republican General Committee, which take# place, including fight.-ami brandy and-water, between the hours of 1 o'clock and 8 o'olock P. Tin.- o not the first time (by a dozen) they have refu-e to t.ike uaners. Thev are. we believe, the only titer chants in the city that will not allow them to he sent in their vessels. We would now simply inquire the reason of such a singular line of conduct, in the owners, or agents of this vessel. It is probably without a parallel i? the whole Union. The owners, proprietors and agents of every ship or vessel that goes to sea, ire deeply indebted to every News Room, and to shipping news|orts, and such conduct is not only discourteous in the highest degree, but positively ungrateful and unjust. Dear Sir News in this portion of the country is scarce, arid I almost fear you will vote my letter a bore; but as I have so long delayed writing you, 1 am inclined to give such information as 1 am in possession of, be it of service or otherwise. We have some twenty sail now in port, some just arrived, others already laden and awaiting a fair wind to depart. Of the more recent arrivals, we have this morning the fine ship Emblem, Tallmt, master, from New York via Key West, in sixteen days from port. Also, the brig Susuuehanna, Tim, from New York, in fifteen days. Vessels lying in port discharging, are the bark lvennebeck, Smith; brig Mazeppa, Davis; schooner Mary Ann, of Baltimore, bound for New Orleans, (ufter di-charging here) with cotton. Brig Christina, Warren, master Napoleon, and Georgians, are ready to sail, Ireighted with cotton, consigned to New York. The brig Emeline, Fish, master, sailed this morning for New York, with cotton. The shipEmblem will load by lighter, and remain in the bay. Cotton is coming in rapidly, and the receipts so far, taken as an earnest of the quantity to come in, will come up to forty thousand bales, being estimated as a surplus over last year's crop, of twelve thousand bales. The quality of this cotton is the best, and will amply make up all the former years deficiency. Freights are high in proportion to the price of cotton, winch is now only 5J cents, while freights are 4 to New York. The facilities for the forwarding of goods to the upper country through this place, are of the mosi expeditious kind, being despatched by railroad to Tallahassee, and from thence to thediflerent towns. Tallahassee is twenty miles north of us on the railroad. which although sot uuite as comfortable as pome of the northern ones, is fully as much so as your Harlem Railroad. The port of entry for this place is St. Marks, now deserted inconsequence of not possessing the necessary accommodation for the storage and sh potent of cotton, and the custom house removed to this place. Makshall and Webb.?The following extract from a speech lately delivered in Kentucky, by Marshall, contains the only allusion to his uilair with Mr. Webb that we have heard from him since their meeting Mr. Mar-hall, in conclusion, said that the only really plausible charge urged against hint was in relation to his long absence, during the late session, from his legislative duties In this matter, he t.irew himself upon the mercy and liberal spirit of his i>eo I>le. He had joined the Waahingtonian Society.? He was invited to New York, and he wished to see that magnificent city before he left Washington He had oeen grossly abused by the celebrated Colonel Webb, editor ol the New York Courier for his active exertions to repeal the bankrupt law. Whilst he was in New York, this editor daily continued his detection end slander and in Ins last article of outrageous attacks held him up before his constituents as a recreant knight, ready to inflict injury, but destitute of the courage to resent insult, or vindicate character. Forbearance now ceased to be a virtue. He called Colonel Webb to the field, and onjy regrets that he was but partially punished for his unprovoked, vindictive, and unprincipled abuse of private reputation. Col. Webb had {promised to fight him in six hours, but delayed ihe matter near three weeks. He could not return to Washington city whilst the affair was in progress; for in the District of Columbia the giving or receiving a challenge was a penitentiary olieace. If, under all ihese circumstances of wanton aggression on the part of Col. Webb, he had not called him out, there was not a Presbyterian lady in his district, who would not have whipped him with her garters, in scorn and contempt, from her presence." 3t7? The above calculation u 3 y rd?to the lb. of cotton. On a future occasion we will give the quantities of cot ten yarn exj>orted to each country. The aggregate quantity, it will be seen, has increased steadily 100 per cent from 1831 to 1841. The greater proportion of this iucreaso has been to Germany and Holland, where the consumption of cotton goods has increased much faster than imports from Great Britain. The largest increase in the exports of goods has been to the East Indies. a n niHrKHiiie miure in tue iiuio i?, uu?o>?>, great fluctuation^ the trade te the United States, trade where there was a paper currency, at compared to those countries where a specie currency predominates. In the year 1931, when the tariiT was highest on cotton goods, the exports to the U. States were very large, and, as the tarif) was reduced, the amount fell off 40 per cent in 1310. These quantities, showing the actual number of yards sent, gives a more correct view ol the case than values. For instance, the average value |>er yard in 1931 was 14$ cents, and in 1840, 10$ c?n??- hence, in 1940, the cotton manufactures of England gave 171,499,094 yards of cloth more, for the same amount of money, than the quantity they gave for that sum in 1981. In 18-40 the tariff was 40 per cent less in the U. States, and yet, with this vast reduction in price and duty, the export to the U. States fell off 40 per cent. Let the advocates of protection explain these indisputable facts! We will give our expla. nation, and for the purpose of variety, will take the article of woollens, because the same general features are i presented by every article of import into the U. States on which a higli duty was paid. In the year 1931, woollen goods bore a duty of 44 per cent?this was raised to 40 per cent in 1932, and, under the compromise act, fell to 3-1 per cent in 1940. In the course of charging the jury, Judge Thompson remarks-?" At II events, Mr. Smith wsa not the original inventor of miking shoes in the manner Jesciihed in his patent, because, if the witnesses are to be believed, several other persons had done j lha same thing before." We unhesitatingly assert, that we I beliere Mr. Smith learned the art of attaching leather aoles to mbber suoua from workmen, who learned all they knew of I the linsiuraa at New Brunswick. One thing is certain, Mr. I White ihe foreman o| Smith, worked in onr factory before he worked for Smith, and went into Smith's employ before the date of hia patent. Ol the five principal classes of mannfietured I rubber shoes and overshoes made ar our factory, bill one class ha* ever b> en produced at the store of Smith, and those can be made by the aid of hand-power machinery. Now, it is a fact, and one which every reai physician will immediately acknow ledge, that all the medicine ip the warld, alone, can n? *er crore a stricture. Not, howevrr, that it is seen alike iuevery individual, but it u so cowuion that the w iter rarely sees a ease of stricrase (and he sees many every day) in which the patitnl does not complain nore or less, that ne is uoisocai?ble of business as formerly.
