Old Poins called lor his bill ut Galubum'a on Tuesday last, settled it by note, and set out, with his better half, in the cars for New York. Hastening to be at the depot, I saw a thundering sight uf baggage, trunks, bandboxes, lap dogs, >!cc brought in. Whose is this 1" said 1. The Governor's," said the boy. Presently a square-built, 1'at, huffy, red l'aced man, dressed very handsomely in a suit of black, came bustling in, poked his head int* the car, and said, Ladies, will you make room for the Governor and the Governor's lady. Governor Poindexter, late Senator from Mississippi, and his lady, will be here in a moment. Koom lor the Governor, if you please." There w/sre but five ladies in the car, and of course plenty of room but this personage seemed determined it should be known that he heralded a Governor. By and by the Governor hobbled in, as fast as rheumatism, lumbago, gour, and other trifles would allow?and a more ghastly, horrid, unearthiy-looking physiognomy I never put my eyes on. I have heard much of this man for thirty years past; in common charity I had supposed tn-tny of the stories afloat about him were exaggerated, but I must say his countenance does not give the lie to them. The fat man kept close to him, and talked incessantly to the Governor, until the cars started, and laughing at the end of every observation, winking his eyes, pricking uphis earn, and looking around to see if every one enjoyed his wit. At length when the train was oft", our fat man sauntered up to me, and said, "that gentleman, sir, that you saw me engag'd with is Governor Poindexter._ We are extremely intimate." "You are hi* relation, perhaiw," said I. No, sir, friends?o friends?my name is McFadden. I am receivero meys at Natchez, Mississippi, and am intimate ith all her distinguished men." In this strain ol hero ran o?, until we reached mv lodgings, during hich time he had t?'ld rne sundry anecdotes, repea "?d his own biogr tphy, half u dozen electioneering adventures, and given me at least fifty digs, punches, and shoves, with his elbow. I have never met witn such an original, and as he is n sensible and clever fellow, and seems to knoweverv body, and everything. I here and elsewhere, mid to he willing to tell all he knows, and more besides, I advise yon to engage him as your Mississippi correspondent, especially us he tells me he has long been connected with the press, and started every leading paj>er in that State, and helped to make every conspicuous man out there. Our city is remarkably healthy, except that the cholic is quite epidemicjbiit the gin practice isfound to answer admirably Every thing is dull here, but the tooth of slander. That is sharper than evr, and there is a reputation butchered every twenty-four hours. We have here an organised set?t sort of fraternity?half loafer, half gentlemen?men that swear by whiskers, gold chains, and huge rattans?some dressed very fineothers on the shabby genteel?who do nothing but hunt up victims from day to day. They infest our hotels, and at all hours of th-* day may be seen on the porches of GadsbyV and Brown's. Scarce alemale, particularly if she be pretty, is permitted to pass without an ill-natured r-mark; and if she is gallanted by a strangeror memberofCongre s, these gentlemen immediately make war on her character. It passes from one to the other?from hotel to boarding house?exaggerated as it circulates, until, per haps, a woman as innocent :\s an ungel, is utterly mine J in public estimation. In this waylyou may account for one half the calumnies alloat in thiscity. On iny return I was shock ed to learn (what alas, now almost all know and lament) the death of Mrs. Tyler. 'Twas a sad and heart-rending bereavement, not only to her noble, persecuted husband, to her family, her friend?, and associates, but peculiarly so to the host of indigent, humble and brokrn spirited sufferers to whom the loss of her sympathy and assistance is indeed irreparable To guilt and crime death is truly "th'- (ell destroyer?the King of Terrors"?and there are but few of us who can contemplate individually the occurrence of his advent without a shudder Hut to Mrs Tyler he came as a kind and welcome friend the messenger ofglnd tidings and endless happiness, to call her pure and gentle spirit to its a^iropriate home. Amid the deep sorrow of their affliction, it still must b>- a consolation to her stricken fanulv to feel assured that she is n?w and forever relieved from the severe physical sufferings with which she has been so long ufflicted, and that her pure soul and devoted feelings can no more be distressed by the bitter, reckless and malignant abuse wbu h din |>oinied swindlers and mercenary presses lavish on her husband. The re-organization of th" Navy Department, an 1 stated in my last, has gone into r(ieration. The bill which authorised it passed on the last day of the session; in the hot haste of thegreedy expectants of the offices therein provided for, several gross errors were committed iu its engrossment. These were not discovered till after the presiding officers of the two Houses and the President had signed the bill, and Congress had adjourned. In other words, the re-organization bill passed by Congress is a very different afliiir from that under which the several Bu| reaux of the Department are now in operation This creates a necessity of having the whole subject reconsidered nt the next session, when I trust, indeed know, that anoiher sort of arrangement will be provided for As it is, the Department, to be sure, is re organised, but not improved. The same old men of the sea, as tenacious and pondrous as Sin bad's famous accompaniment, still cling to its shoulders and paralise its energies. The same stupidity, the same ignorance, the same obstinate adherence to antiquated prejudices, long since discarded by all other nations that pretend toihe possession of a Navy, and obsolescent even in our own commercial marine, have been merely transferred from the late office of Navy Commissioners to the supervision and direction of four of the new Bureau. The mam argument which induced Congress to adopt the measure, was the thorough riddance of the Navy Commissioners, in ever> shape, which it was believed the bill would effect. Their extravagance. inconi|>elence anr commensurate self conceit, had justly rendered ihem odious 10 Congress and to the country. The bas,s on which the government seeks to treat for 10 or 50 millions of rents is ihe guarantee of the produce of the mines of Almaden at ihe expiration of the present lease to M Rothschild. In all other rcspeots the country is doing well, and the regency is doing all hi its power to estaolish a good government. The latest accounts from Madrid are of the 24th ultimo. The most contradictory reports are in circulation as to th? state of our relations with Portugal; and some ol those rumours go so far as to state a war to l>e imminent, but the latter idea is generally considered to be absurd. The point in dispute is the non-fulfilment of the treaty lor the navigation of the TagiH Troops have, it is .?aid, been ordered to march forwards for the frontiers of Portugal, to support the claims of our ambassador at Lisbon. Humors of ministerial changes were current in Madrid on the 17th, but the I'atriota" contradicts them. Porttignl. The oniv foreign arrival we have noticed to-day is that of the Li.-bon mail of the 22d inst. The proceedings in the Cortes show thnt the minislry has a large majority there, although they are disunited amongft th"tn?elves. Oa the score of finances, the country does not exhibit anv symptoms of recovery. So long as this financial depression lasts, we must not entertnin very sanguine hopes about the Tarilf reductions between England and Portugal. The Portuguese commissioners cannot uuderMiind the arguments of the English merchants, that a reduction of one half the duties would open the door for an immense transit-Made in British manufactures to be smuggled across the frontier into Spain, all of which would pay duty in Portugal, if a moderate Tariff were once established there. NevertheU as, letters from Ereer?um mentioned that a Persian force had invaded the province of Van. Mouth Africa. Another cloud has lowered over the brilliancy of i the British Arms. In our present number we have not only to record disasters which befel our troops in India, but we have to chronicle the particulars also 1 of u reverse in South Africa. By tne arrival of pa Iters from the Cape of Good Hope, to the 18th of June, we learn from the official report of the commanding officer of the British troops at Port Natal, that the detachment dispatched trom the Cape to suppress the outrages of the Boers of that settlement has beendeleated with considerable lose. Having received an in-olent requisition to withdraw the British troops from Port Natal, which was succeeded by the lifting" of a considerable number of caitle belonging to them. Captain Smith, of the 27th Regiment, the officer commanding, determined to attack the camp of the Boers at Congella, where they had collected in great force. The insignificance of the detachment, however, as compared with the force to which it was opposed, and the non-arrival of the boat containing an howitzer and an artillery officer in time, compelled Captain Smith to make the attempt under great disadvantages. These added to other casualties, compelled the British detachment to retire with considerable loss. The Dutch encampment was 6000 strong when the troops arrived, and afterwards obtained a reinforcement of 2(H) men. The Boers are said to be able to muster 20e Rifles. We regret to learn that Lieuten- j ant Wyatt, R. A., was killed, and the two captains of the 27th severely wounded. It appears from the letters, that the encampment of the Boers is distant about thr?-e miles from the entrenchment of the troops, in a westerly direction, and that the road ;tnd approaches to the fortifications of the Dutch have mangrove trees on one side, and the water on the other. No sooner had the troops arrived ai Conge I la than n murderous fire was poured upon litem from behind these trees, not an enemy being in night. The troops returned the fire, but of rourst i with little efiect, and the engagement lasted three luaiters of an hour, when the detachment wa> lerced to retire, leaving two field pieces behind. Cunning having declared, iii the name of his government, that England was resolved not to submit to any furtherfinfractions of the commercial treaty, either in the shape of monopoly or other evasions both of the letter and spirit ol that convention. Advices from Constantinople confirm the genera' impression that the quarrel of Persia with the Porte is on the eve of adjustment. Xo news had arrived from the Persian frontier since the 31st ultimo. The Porte, however, was not inactive. The "Augsburgh Gazette," in a letter from Constantinople, dated the 10th ultimo, announces with onfidence that the dispute between Turkey and Persia will be amicably adjusted. India and China. A telegraphic dispatch from Marseilles, dated the 30ih ult nnnouncesthe arrival at that place of the overland mail from India. The intelligence ii brings painfully confirms the apprehensions which were excited in the public mind bv the last accoui.t.from Jellalabad. The Great Liverpool, which reached Marseilles on Tuesday morning, is the bearer of the most melandholy accounts from the camp of General Pollock. These accounts coine down to the 22nd of June. Disease, excessive heat, scarcity of provisions, and the simoon, had deci mated the troops; ancl discontent at the state of inaction in which they were kept is said to have been at us height. As was anticipated, Ukbar Khan had possessed himself of the Bala Hissar, and of the treasures that were deposited there. The Governor General had, however, left Gen. Pollock to act according t-?nforcements* are evidently awaited previous to making any movement of consequence. The Algerine, which reached Calcutta on the 7th of June, brought intelligence of another action in the neighborhood of Nitigpo, in which the old story was repeated, a handful ot our troops,wi h but trifling loss, defeating a Chinese army with immense destruction of life, sacking a town, and capturing a quantity of ordnance stores. General Pollock was still (on the 24th of June^) at Jellalabad, and it would seem, whatever the orders previously issued may have been, that he is to remain there until the irrival ot the season which would allow him to retire ihrough the Punjauh. In the meantime he is engaged in reducing the strong holds of the enemy in the vicinity of Jellalabad, and expeditions have been sent from that garrison, whose object lias been petfectly successful Contrary to the terms of ihe French telegraphic degiwtch, ilie troeps have not suffered from ihe sickness and other casualties de?ciibed it is, on the contrarv, stated that the health of the troops was tolerably good. Orders to maintain his position have also b.-eu despatched to General Nott, at Candahar, who has not only done so but gained a brilliant victory over the Anghans, led on on by Suffer Jung (ihe youngei* son of the late Shah Soojah), who was himself made prisoner. This action took place on the 2Mth of May. beneath ilie walls of Candahar. The British arms have also ln-en crowned with victory at Kelat-i-(?hil*je on Ih" 21st ofMj?v. Wkint'ol. Wypn. The most favorite materials for moruing dresses, are Ihejonqnille bal/.anne, and the baruge de Bagneres also the mouselaiue de laines, the voile, and the tamise. For half-dress, the taffetas, Pekins, satin*, and tarlantes, are the moit used. The most worthy of attention are thoso plendid soft silk*, beautifully embroidered in boquets of flowers sprinkled over the ground work. Shot silks are also much in vogue, the striped ones being mostly reserved lor morning costume. Markets. Lono Mo.yet Market, Sept 'j.?Consols have been done this morning at 92} 'or money, under the influence of the ttr?t impression produced by the teldgraphic dispatch with thu Indian ami Chinos ne*s. On further considers1 ion the price ha* since advanced to 93J, and to 93 lor the Account. Exchequer bills remain at M 53, there being no change in the rate of interest, in consequence ot the Bank noli.'e of yesterday. First class i ommercial bills are cuirently done at per cent., and the only incident worthy at notice is that the failure* amongst the corn speculators have rendered the discount houses a little more scrupulous about certain descriptions of paper. This is a degree at distrust thai may naturally be expected to prevail until all the ramifications of the defalcations are declared.? There has been again a very limited amount of business in foreign bonds. Mexican have been done at 33j, but are igmn 34, and Spanish Three per Cents at QOJ. As before observed, some forced sales of Mcxican stock at what was regarded a considerable sacrifice in the price naturally attracted attention, and led to inquiries as to the sellers and their objects. In the result it is stated to have transpired that the salus were on account of certain partie*, Quaker*, largely embarked in the corn trade, and more largely, perhaps, engaged in corn speculation*. The inference, of course, was that Mexican stock was sacrificed in order to keen up, or to raise, the prices of corn in Mark-lane, where these Quaker corn gentry are well known. On referring to the state of the corn market luring the week, a strong suspicion cannot fail to be excited that such was the lact All last week Mark-lane was in a panic, what with failures of corn merchant* and the ncertained consummation of a bounteous harvest. Pricest >1 wheat fell a long way down, even *o late as Mondpy lase is much as four shillings per quarter, and many demurl visages, on the Corn Exchange, were observed to fal longer still. What was to be done in such an extremity Speculative stocks of foreign corn heavy and unsaleable jn hand bills approaching materially speculators passing into the "Gazette;" and prices down daily. If prices were to be rallindand strung up if market credit was to t>o bolstered up so that discount brokers might be propitiited, it was cleer that sellers must be routed from the Corn Exchange, or at least reduced to a minority by a host of buyers. To effect theie important object* some ready money muit be forthcoming, and to raise this only two modes were a, parent, either to sell Mexican Bonds or unbonded corn. The latter process would only have exasI...1 ik,, ni.nl.iol on.I ?h. UuvIkih oo resolved upon as the most it not the only feasible scheme. Of this sort o f stock it is well known that the speculative, ?nd certainly not the most creditable, portion of theQuakt-i community are and have always been large holders, and therefore the recourse was easy and at hand. The effect of thane sales of Mexican stock is already apparent in the Mark-lane manoeuvers of the day. The Corn Exchange report" thus records them: "We have to note a further arrival of about 15,000 quarters foreign wheat, which, howe cr, has been met by a most animated demand. The tone of the market is completely changed All descriptions (of cornj have improved in value 3s. per quarter, and even Ss. higher than icales forced oil' this day week." In order fully to appreciate the dexterous desperation of this sort of double operation, and the extent of damage voluntarily submitted to in order to accomplish by the saleol the stock of bonds an exorbitant monopoly price for th? stock of grain, it is necessary to remember that Mexican bonds were generally thought to bo considerably below their real value, and the value to which ere long they were likely to attain For jnedividend upon them is due next month and already in liand, w hilst a large proportion of the dividend accruing in April next is al?o in hand, not in Corn Exchange ucominodation bills but in hard dollars. Consumers have also purchased freely, consider ing their position, many mills being still idle but it maj be inferred that they have done so in anticipation of soor being in full activity.
