THE HAIR.?It has been demonstrated'that oils and nil oily mixtures are positively injurious to the human hair. Spirituous preparations, extracts of tonic roots and stimulants, strengthen the roots, and cause the hair to grow rapidly of its natural color; and if the grey-or dead hairs are plucked out, they will not come in grey when using a proper application to keep the hair free from scurf, and stimulate the roots to action. All oily niattei has a directly contrary effect, relaxing and debilitating the very vessels that should be strengthened. The Balm of Columbia we have heard extolled far above any other article for this purpose; aud the fact is notorious that it is becoming an iudispetisabin article for the toilette, and ol thn ladies in particular. Its jierfume makes it a detirahh article to all, whether the hair needs preservation or not. It causes the hair to grow fast and curl beautifully. There is an immense quantity of this article sold. Those who have used other articles, have abandoned them for this. This is the only original article, and no recent invention has yet began to equal it. We say all this from a sincere conviction of its truth. Call at 71 Maiden lane, whero it may be had. Its efficacy in removing coughs and colds, and healing and easing the diseases of the lungs, whether a'isiug from exposure to cold, or uncommon exertion in speak ng, is sufficiently proved by the certificates of the most eminent clergymen of the day, as well as mem. hers of Congress and the State legislature. The State tax of Pennsylvania paid in according to the report of the Treasurer, amounts to $6.19,493. The banks of Virginia are to resume on the l.Mh of September, according to the resolutions of the bank con vention, held at Richmond, on the lltli inst. The meet ing was addressed by the chairman, Dr. John Brockenhrongh, to the eflect that the poor banks of Virginia are a very sulfering and much abused collection of institutions. The Dr. expressed his conviction that people of Virginia were far from desiring to injure their institutions. He is no doubt right, nnd hail reason to think so,as the people had stood the bamhooaling of the banks for nearly five years without grumbling much. The chairman made .v. menu, ,?c U mil ui wmid l> liui ??i paipi.Me, however, as follow* I nm aware, that strong prejudice* have been excited against the bunk* and their manager*. To them all the sufferings ol the country have been attributed in a very nummary way by superficial observer*. They may take their ju*t 'hare ol this charge and (till leave much blame to othera. They arc not the constituted guardians of the people or ol legislative bodies; on the contrary, they are the mere creature* of both. They did not authorise tho establishment of nine hundred banks in the United States. They did not create State debts to upwards of two (hundreds of millions of dollars. Thev did originate the numberless speculations Into which men thought proper to engage. They have been swept along wilh the public current, and were not the sourre of it To change the figure, if they have been intoxicated by the spirit of the times, Temperance is now the order ol the day, and they must take care not to furnish the means of excess to others. It may seem that the circulation of tlio two older banks is still too much extended; but w hen the wide-spread field of circulation in Virginia and the adjacent States is considered, no danger need be apprehended from that cause?csjiecially, a* reduction in that circulation is in progress, and a considerable proportion of it must, ia the course of thirty and forty vears, hasbeen destroyed. The whole amount of circulating note ol all the banks in Virginiu but little exreeda six millions ol dollars?nn amount, certainly not too great tor the regular business of thu State. The impatience ot the public under bank oppression, is graced with the name of "prejudice against the hanks."? The people always entertain prtjudicei against those who deprive them ol Ihvir rights. It is a little nngrnteltl^ however, to sneer at legislative bodies, after the banks have procured repeated iiiduigenries for their dishonesty Irom those bodies. He then states that "the institution did not create State debts," and "did not originate speculations." lu this the public, and all regular bu iness men, will differ from the chairman. The hanks have long since boon convicted as the causes, not only of ihe disaster* of the past lew years that have overtaken the commercial w orld, but of the corruption that has crept into tho legislative bodies which the chairman affects not to control-? 11 the state of I'euiisylvaui* thi* corruption has be?i fi o-ed t>) legislative committee, and ;il? able chart man dr. Sharswood. shows that the V. b. Bank alone spen$131,170 for corrupt pur|?ses, in 1S40. AuJ moreover th' t'lljowiug paragraph appear* in the'report:? FBank in February, 1941, assuming thut resnmption would be put oil to a very distant day, rapidly expanded in defiance of all sound judgment, and not until the state of public opinion last spring admonished it of the danger of it* course, did it pursue a proper line of conduct and curtail iU business. The rate of exohange or the depreciation of Virginia bills, followed this movement of the banks, and ha* fallen from 12 per cent in April to 3 per cent, the present rate. The committee now state that they uiticipatc The day fixed by law for resumption,'in order to remove the impression that they would not pay specie until coerced by law. The slate of atf.iir* in New Orleans since the failure of Union, and Mechanics' and Traders' Bank, is very embur raising. No bank receives on dcpositcor in payment ?f debts, any paper but its own. The holder of any discriptiou ol paper is, therelore, obliged to sell it, and buy the discription that he requires. City and State Bank paper, for instance, ranks about the same value but a man having State Bank paper on hand and a note to pay at the City Bank, cannot sell his State paper better than 90 per cent discount, and when he goes to buy City Bank notes, cannot procure them at better than 13 per coat, thus losing five per cent on one kind of paper in exchange for another really of equal value. The value of the paper of different hanks, therefore, varies hourly, according to the payments that are made at each hank- If large payments fall due at the City, and moderate ones at the Statu, the hills ot the former hank are in request, and those of other hanks arc a drug. Tinprice of the former rises, and the latter declines. The next day the reverse muy he the case, and the price of the State will rise, and those of the City decline. The public thus get ground between two stones, ami fleeced out of their last shilling. WhyT Because iniquitous legislation chose to permit insolvent banks to go on issuing irredeemable paper as a currency in defiance of even common honusty.and then when these institutions come forward to pay specie, and boldly take a stand in order to restore a better state of things, they were suffered to be victimized by the broken banks. Had honest legislators passed just laws> those swindling banks would have been wound up as soon as they suspended, and the well conducted institutions would have been at liberty to pursue an honorable line of conduct. New Orleans like New Vork, would then hate been in possession of a sound currency, and industry have received the just reward of its labor.
