Orleans we learn that the Mayor had the good sense to veto the ridiculous imposition of $1,000 tax upon the brokers. The Maryland authorities have yet time to sa?c their character from the disgrace of a similarcnactment. The three xpocie paying hanks of New Orleans? the Bank of Louisiana, the Mechanics' k Trlden', nnil the Viiion still hold out, notwithstanding that they experienced terrific opposition from tho insolvent hanks, which are desirous of concealing their own bankruptcy under a continued general suspension. These institutions have, however, nothing to fear. If they have conducted prudently and have their means at command, nothing can compell them to break. The banka of this city in tha fall of 1*39, it wiM be remembered, hail to withstand the assaulta of enemies from without and of traitors within. The United States Bank, according to the subsequent confessions of its officer*, lent its whole influence to brin? about their suspension. At the same moment the pipe-layers and dry goods called a meeting at the City Hotel to torce the banks to suspend. At a later period the Philadelphia bank Delegation, hea led by James O. King, endeavored to wheedle the banks of this city into link'ng themselves with riillJalelphia Insolvency, but all in vain.? Governed by the immutable laws of trade, tho Merchants' Bmk followed by the o'heta.m -t firmly every^assault; the iif.as.sin* of our commercial credit finally gave tip their fruitless attacks, an 1 correct commercial principle tri. umphed. So w ill it he in all sections of the country where the true interests of tho people repose in skilful, and above all. in firm hands. The State of Pennsylvania may now he classed among the insolvent States, and her disgrace and difficulties mai be tracoa to the vacillating course of Governor Porter in the winter of 1*10, when in op| the money wan raised by taxation or new loans?he recommended the latter; lmt at the same time acknowledged that the banks were insolvent. In saconlnnce with h rirommendation, a loan for >870,000 was created, and cot- 1 not be sold, because the will of the people was clearly ,.ir resumption; and the banks, if obliged to pay their II tbt? would have nothing to lenJ. On tin 2th h of Januay the insolvent banks sent a committee to Karritburgh. >11 the 31st the resumption bill pasted the House, by a irgv majority; on the 1st of February the State failed .aw" 11 the sam (lay the (JoreraorMsut a meiisuge to the Ligis i Ultra, cor.trnii:y follow-In? pa- age:?"I believe if too -J igorous a i\ irm i mensn cs lie 'opted to coercethv aj ment of the 1.1 v of the hanks immediately, the f reditol the State must and mil tie seriously and disaster- C sly fleeted-" Or in other words, the bank committal I sy they w ill lend their irredeemsble pa|ier as a menus of paying the State debt, if they oan have their own timo to resume?but if you oblige them to resume, the State must take care of itself. On the 3d of February, l*U), the com- ;j nittee returned to Philadelphia, and on the 1th it w as announced that the insolvent banks had taken the loan. It y vas then fully understood that it the hill passed, the Go- '1 vernor would veto it. It w as in consequence finally lost. It was at that moment hat the fate of Pennsylvania was sealed, and she became |i linked w ith [the insolvent banks. A most amusing farce '(j a as played oil at that time by the banks, particularly the Bank of Pennsylvania, which has since utterly failed? That concarn gravely held a meeting and threatened the Legislature that if the resumption hill passed the institut p lion would wind up its atfairs and pay off tit ttockholdrrt." How many of these stockholders w ould now be j' i (IU to see that threat put in execution So strongly were we then convinced of the ruinous cotisequcnaes of the course pursued, that we|exprcs?eJ ourselves as follows M in our article of Feb. 1*10 The position of atlnirs in Penns\ lvania, at tho present moment, is most extraordinary. The commercial interest of the whole country and of the industrious classes of that State, are to he sacrificed to the teni|>ory interests of some six or sevcu speculators. Tho visit of the hank commit I tee to Harrishurjjh wrought a wonderful change in the views ol the Legislatui eand Executive officer on the subject of resumption. The debt of Pennsylvania is now ?14,000,000; of this sum one-third or 11,000,000 has been 11 borrowed to pay the expenses of interest and commissions cl on the other $23,000,000. In August last the State lxirrow ed $200,000 to make up enough to pay the semi-annual in- terest then due. She was unable to liorrow the amount necessary to pay the February interest until she hail fail. ed. At the moment of disgrace, and in the agony of fail- H1 itre, the committee of the insolvent hanks step forward and i. trer their irredeemable notes on condition that the law ti -hould not touch them for their misdeeds. The truckling V liovernor, to dodge the question" of immediate taxation, plunges the people deeper in debt, and entails upon them nil irredeemable currency. Will taxation comr upon the people easier, when the amount 'n be paid is $3,000,000 per annum, Ihun when il is $2,000,000> The defenders ofthe borrowing system say, that the onnal revenue may increase so as to pay the whole interest.? s The continued suspension of the hanks is the very means Lj to prevent this. The farmers of Ohio, w ho enjoy a specie currency on a par with New York, will choose rather to j send the produce where they can get specie funds lor it, than where they are paid in irredeemable paper. The amount derived from canal tolls will, from this cause, de. Ii crease rather than increase. The Governor stales that by borrowing now, taxntion will be avoided. The taxable property in Pennsylvania is V estimated at $300,one,000. A tax of two-thirds of 1 percent would yield $2,000,000, a sum sufficient to pay the whole interest on the loan, and leave the tolls alnl receipts ofthe canals to form a sinking fund for the payment of the priu- cipal. To this it must come sooner or later, and in mi active state of business would not be complained of; but the Governor has chosen, rather than manfully to meet the i/ueslion of taxation,to inflict a heavier tax In the shape of a de- predated currency?the same tax that has dissipated the capital of Mississippi, eaten out her substance, and left her bankrupt. x The debt of the State wxs then $31,000,000, it is now near s t000 Kentucky 6's 71 100? do s30d*ys 21 P IOi.O Illinois C\ 1870 n iO lis 17s, ,'?0 do rash 21 a 1000 do s3 days 17Ja 100 do s30 days 21 >1*10 Irniiiiisi's 21 438 do cash tltt 27 shs Drl Hud *3 dys 87'.a .70 do Ii60 days 22 r 16 do 87 loo do essh 21k 75 do si mot 87 70 do lilt wk 2ib d 27 do 801, 70 do cash 21,l4 1 7 U Slates lfk 3'., 2.7 do nil svk 21b I 5 do 3V, 70 c'o rash 21 V> 70 Farmers Linn I0'4 70? do s3 days 2I?? 17 Mohawk HH 31 loo? do b30 days 22 I 77 ilnjr.t!54 cash 38 70 do lint wk 21 .70 Long I land UK llTf 70 do s40 days 2i?4 27 Slonitia'n ltKsOOd 18 73 do 21 I 25 do hOO ila\s lli'i I Second Board. j. 170 llarlein 21 300 Harlem 22'i 63 do 22 75 460 Cuba,7J a 9J, 300 I.aguayra, 9 a 9j; and KM) Java, II a 11 J, all 4 mos.
