J I h separate invoice and bill of lading for the spe- .i cic, which they will ship on my account, on board of the ship and similar documents for the merchandise, which they I will ship in the same manner; therefore I r. quest that you will sign in caniormity. I am personally acquainted with Mr. but not IV with Mr. but I am en very friendly terms with some particular friends of the latter gentleman, and consequently 1 give him the preference. I am sorry to ob- c doath, absence, he should deprivo yuu of the services of Mr. or that owing to some causes he before mentioned, it|would be prudent to confide ay in- tereata elsewhere, In either case, yon are to apply to at Messrs. '.merchants of that place, to communicate your instruction* relative to the disposal cf the Liverpool cargo, on board of the ship the loading ef H that ship, with good merchantable coffee, giving the preferenceto the first quality, whenever it can be purchased on reasonable terms forcaah or received in payment for G the sales of the said Liverpool cargo, or lor a part thereof, observing that I wished said coffee to be purchased at Sanurang.or a ly other out port, if practicable,- and in sa all cases,it mqst be attentively examined when delivered, and put up in double gunnyr bags. al If the|purcnase of said cargo is made at an out port, the T ship must proceed there to take it in. On the subject of purchasing coffee, at Oovernment sales, 1 have no doubt that itis an easy way to obtain a _ cargo, but I am of opinion, that it is a very dear one, particularly as the fair purchaser who has no other object (X in view but to invest his money, dees not stay on the footing of competitors, who make their paym.nts with Netherland Bills of Exchange, or wish to raise the prices 19 of their coffee, which they may have on hand for sale. S Under these impressions, I desire that all the purchases of coffee on my account, l>e made from individuals as far as practicable?and if the whole quantity necessary E to load the ship, cannot be obtained at private sale, re- l course must then be had to Government talcs. In many instances I have experienced, that whenever ai I had a vessel at Batavia, that the prices ol coffee at the Government sales, hare risen from 5 to 14 per cent, and sometimes higher. On the subject of coffee, I would remark, that owing v to the increase of the culture of that bean, together with L the immense imnorts of tea into the several parts of Eu rope, which ha* lowered the price of that leaf to auch a degree, ai to induce the people of thofe countries, principally of the north, to uie the latter article in preference to the tirat. That circumitance haa, for theae paat three yfare, created a gradual deduction from the coniutnption of coffee, which has augmented the stock on hand throughout every commercial city of the northern part of the Qlobe,so as to present a future unfavorable prospect te the importers of that article. Indeed, I am convinced that within a few months from this date, coffee will be 10 per cent cheaper in the United States than what it haa been at Batavia for these two years past?neverthe less, being desirous to employ my ships as advantageously as circumstances will permit, and calculating also that the price at Java and other places of its growth, will fall considerably, I have no objection to adventure. Therefore you must use every means in your power to facilitste the success of the voyage. Should the invoice cost of the entire cargo of coffee shipped at Java, on board of the ship together with the disbursements of that ship (which must be conducted with the greatest economy) not amount to the specie funds and nett proceeds of her Liverpool cargo, in that event you are to deliver the surplus to yeur consignee, who will give you a receipt for the same, with a duplicate, expressing that it is on my account, for the purpose of bring invested on the most apvantageous terms, in good dry coffee, to be kept at my order and disposal. Then you will retain the original in your |tossessioa, and forward to me the duplicate by first good vessel, to the United States, or via Europe, to care of my corres pondents at Liverpool, London, Antwerp, or Amsterdam ?the names of whom you sre familiar with. If you should judge it imprudent, however, to leave that money at Batavia, you arc to bring it back in Spanish dollars, which you will retain on board for that purpose. Although I wish you to make a shert voyage, and with as quick dispstch at Java as practicable, yet I de- 1 ire you not to leave that Island, tinlei* your couaigaee t hai finally clo?eJ tho sales of the Liverpool cargo, to that you may be the hearer of all the document* and account current, relative to the final transaction* of the consignment of the (hip and cargo Duplicate and triplicate of said document* to be forwarded'to me by your consignee*, by the two first *afo convey ances lor the port* ofthc United State*. J Also of the quantity of each, size of package, and the probable price, which they may sell for cash, aading the Batavia duty and charge* for selling, he. Please to communicate this to your Dstavia consignee. The rate of commiiiions i will allow for transacting the business relative to the ship and cargo at Java are two and a half per sent for selling, and two and a half per cent for purchasing and shipping coffee and other articles. 1 The consignees engaging to place on board of each prow one or two men otconfi&ence. to see that the goods 1 are safely delivered on board of the ship, to prevent pilfering, which is often practised by thoae who conduct the lighter. i I am informed that the expenses for two men are trl- fling comparatively, to the plunder which has been com- mitted on board of the prows, which deliver coffee on board of the ship*. No commissions whatever are to be allowtd in the disbursements of my ships, whenever ship and cargo belongs to mc and arc consigned to aome house. w hile you remain at Bstavia, I recommend you to stay oa hoard of your ship and not to go on shore, except when the business of your ship and cargo may render it necessary. Thie preeente a matt disastrous result. Never were folly and wild speculation followed by more complete destruction. The constant discovery of the existence of such a state of things as is presented by the banks, which have exploded, particularly in Philadelphia and'Sew Orleans, serves more deeply to Impress upon the public mind, the evil tendency of tho paper system; and to increase the dread of what may be developed when the teat of specie payments Is pushed into the distriets of Tennessee, Virginia, Alabama and New Orleans. The elements of better times are in existence, and regular, healthy trade is on the increase rapidly, on a specie basis, and also the credit of those States that have taken the proper method to put it on a good footing. The obstacles in the way are the bad prospects of cotton abroad, and the credit of those States which have made no prevision to meet the demands upon them, end above ell, the fiscal concerns of the federal government, arising ont of its vacillating policy, or rather the utter want of any fixed system of Anance. The stack market has^uring tke pest week, become very bouyant, aad a general rise in prices has taken place. As far as the sound stocks are concerned this is healthy, because those securities have been unwarrantably depressed under the influence of the general bad character of the suspended States. Those which have made ample provision for the claims upon them are worth muck more than even present prices, while thoee which have confessed inability to meet their debts are worth comparatively nothing.Mn November last we classified the States undsr three heads as follows The first comprises those, the debts of which ars perfectly within their means of payment, nnd the public works require no incretse of loans to perfect them. The second class ars those whose debts are heavy and beyond 1 their income, but which hare the mean* of paying if taxation should be enforced. Tha third class coaspri those whieh require large sums to complete the
