AMERICAN RANK LOCK COMPANY. AXDREWS AMERICAS LOCK. TO THE PUBL1C-F500 ItK.WARD.-The Kit repeated rumors and reports which have been so wide y and industriously riri ulatrd that Andrew's celebrated ombinalicn Lock hud been "peued or picked, and which thus Tar hate been disregarded as unworthy of notice, are beginning to assum- a character of aoine plausibility,by which inwuia many upright men have been deluded to give their sanction and couute nance to such reporli. The American Bank L?#tl f"oir;i?iiy therefore, with the view of testing the question la away to put the natter beyond contridirtton, have decided to pUcs one ot Ardrrw'a Combination Locks upon an iron safe enclosing:! ret tilled check for Five Hundred Dollar*, which amount shall be the rewarj of an,v person who may open or pick tlie Lock. This check is certified and drawn, payable to the order of O. J. Cammaun, Esq.. Cashier of the Merchant's Bauk ot this city, who retains the key of the Lock, and to whom reference is made. The American Bank Lock Company by this mode only Seek to establish the infallible security of the Coinbinaticn Lock, which has thus far withstood every test, and has saved numerous hunks from robbery and ruin. NK'vV YOUR. HERALD. RfW ark, WtdnrtUajr, April 0, 1HIS, T be in Indict mania. Yesterdav Judg1' K--ni delivered the decision of the Court ot' Oyer and Terminer, in the several cases of the Wall street editors, relative to trials en them indictments." The judge decided that they should all be tried in the Oyer and Terminer?and not the Sessions, the reasons being "seen by every one. For the particulars we refer our :e .ders to the report in another column. Ou Thursday next, therefore, the trial for a whole batch ol libels on the highest criminal court ol lite State, will come up before Judge hvnt, against the following Wall street editors: Charles King, of the New York American, James Brooke, of the Daily Express, Win. B. Townsend, do, Wm. L. Stone, Coaim rcial Advertiser, Francis iiaU, do do. Th;s trial will iorm an era in the moral history of t ic newspaper pn sb, and in the admitrstratiou of justice in New York. For many years the Wall street pri its, regulated by party politicians aad speculators, have lorded it over all the elements of society?polI iting the fountains ol justice?and threatening the judgra with their deepest damnation if they did not obey their behests. The establishment oi the penny, or cash press, was the lirst{blowto the "mystery of iniquity**? to the Moloch ol Wall street?to the unseen power in that avenue ~e 1? -L!-L ?i-J HI?ii i o. itiwpier, wim;u ovrrdtrcu, ^uimuicu, uucucu, and deposed couits and juries at will. For several ytats, under the paltry uaine of party and faction, there prints and editors have endeavortd to destroy the free and honest cash newspapers, by getting up indictments, lutimidatingjudges?and carrying every thing their own way. But the tide has how turned. The indictment of these men and prints, brings on the crisis between the upright administration of justice, a id a venal and cormpt press that screened such a man as G!en.worth, and absolutely hunted down the honest Re order that attempted to execute justice. Even in the present case these prints have already had tie atrocity to call upon the fell spirit of party?of political party?to interfere between them and a jury of the country. Is such insolence to be borne by a free peopie? We will see. On the whole .t is meBt excruciating?mo9t arauB.ng? most comical, to see Wm. L. Stone, Francis Hall, Wm 15. Townsend and James Brooks, putting on the cap ot the llosicrucian, and calling upon the dark spirit of taction to save them from the c jnBeijuencea of their! own folly. We wish them, nevertheless, a safe deliverance?and we have no doubt but that Mr. Whiting will use them all gently and justly. Remember that we were fined #:J30for a jest, andi threatened with imprisonment. What then shall be done with those who continue their libels, and multiply their attacks Litekar. and Diplomatic Intelligence? The day after to morrow, His Excellency Washington Irving, goes out in the Independence, Minister to Spain. He takes with him the hearty and best wishes cf the whole nation for his health, happiness and general welfare; and on his return, some years hence, bearing with him the fruits of his literary labors there, he will be as enthusiastically received as ?u his return from Europe. We anticipate much from this second visit of Mr. Irving to Spain; as he assures us tiiat he has written more in that country than he did in England or America, arising probably from the climate; and we may add that he has written too little in eitherIt was in Madrid that he wrote the Life of Columbus, the Alhambra, and several other works which he still has by him. Mr- Cogswell does not go with Mr. Irving as Secretary of Legation; he declines the appointment; this we partly regret and partly rejoice at. Much might have been expected from so good a scholar and so ready a writer as Mr. Cogswell. But, his time here will be well employed. His friend, John Jacob Astor, has promised that, on condition of his declining the mission to Spain, he is to commence the final preparations for erecting the great Astor L'brary, about which so much has been said. Mr. Astor has given the ground either in Lafayette or Astor place, on which the building is to be erected; and a beq test of $301,000. Mr -Cogswell is to be the librarian. Many of the books have been purchased; and Mr- Cogswell is now, and has been for soaic time, very laboriously and actively engiged in making out a learned and voluminous catalogue for the Astor Library; which, from present appearances, bids fair in a few years to be the most extensive and valuable library in this country. The location, however, is too tar up town. Tut ArroisT.mt.ir or 1'owell.?A prodigious hubbub has been raised in this city, about the appointment *f Powell by the President and the Senate, for me respectable place of United Slates Consul at Bio Janeiro. There is some reason in this noise. If the President or Mr. Webster had read and remembered the account we gave of the arrest of Col. Monroe Edwards, and the means of its accomplishment, they would not have been so deceived as to nominate this remarkable persoaage to such a place. How is it possible, that Senator Choate could so far forget himseif as to recommend him 1 There is a mystery about this business that time alone can explain. Monroe Edwards has declared that he intends yet to present the ears of the new made Consul to the American Museum, for the kindness he ex-rased towards him in procuring his arrest. In this business, it is impossible to censure the President. If he had known the man, h- would have sooner cut off his right arm than write ins name Mr. Secretary Webster and Senator Choate will have to explain. Didbiiss the Wall tsrrerr Press.?The hipping merchants need not take any of the large Wall street prints to get the ship news. Some of the news collectors for the large prints down town, hand over the ship news every other night to a son or a cousin, with a wink or a nod?and the son or cousin furnish it to the recently establish! d penny paper?, and thus th? family get twice paid for the Siine thing, while the Wall street papers imagine they have it excessively. C?ood. It is quite tunny to see David Hale and the regular Colonel" so diddled out of their money. Twenty dollars extra per week is worth something. Vc* m tnr. Medical Intelligence- Tl?? l.m*cet"-Profctaor Pittl*oH'alen in this goodly'metropolis of the Western World. Never has such zeal been v ttnessed here in the education of 111 dical students?the introduction ol novel surgical operations?getting up of private lectures? establishment of orthopoe.lic institutions, surgical c/inu/um, as has been exhibited during the part winter. The establishment of the Lancet has contributed largely to advance, this glorious revolutior., inasmuch as it has presented a faithful record sf the progress of the science, and Jetlorded an indept ndent vehicle of communication betwcen.the profession and the public. Indeed, there can be no more intelligible indication of the awakened interest in medical matters, than the extraordinary success with which the lancet has met. This journal now circulates all over the Union and the Canada?, and is already the orcan ol the medical profession in America. Its perfectly independent character, and its containing three times the amount of matter given in any of the other medical periodicals, has secured to it this commanding position, and it promises to be a most cflicient agent in bringing about the happy day when we will see the profession purged to a sound and vigorous health"?the public better qualified to judge of professional merit? genuine worth occupying .the place now too often assumed by shallow pretension, and the health of the community no [longer at the mercy of successful ignorance. During the past fortnight there has been a good deal of stir in the medical world here. Dr Richard 8. Kissam's new and improved mode of treating spinal curvatures, of which an account was given in the Lancet, is attracting a good deal of attention. Great Meeting of (be Wklgi at national Hall Last night?to Respond to the Nomination for Mayor. A very large meeting assembled at National Hall last night, to respond to the nomination of the Con vention for Mayor. A great delay occurred on account of the absence of the speakers engaged for the occasion. About 8 o'clock the Committee entered, and the meeting was organized by appointment of the following officers J.L. LAWRENCE, Chairman. VISK-PSBSIDISTI. Alderman \Voo!hull, Jacsb Acker, Edward Piiaie. Alderman Potter. BtcaETARies. Edward Anthon, Mr. Tappan. Q. Endicott, Mr. Pinckner. E. Ketchura, Henry W. Harenf. Mr. Piter 8. Titcs being called on said, that the Committee had been unanimous in selecting J. PmLirs Phemx as their Candidate for Mayor. The Chairman repeated this, when thera was considerable applause. On this a dark cloth was drawn from the front of a transparency above the Chairman's head it represented a view of the whole North river front of the city; an eagle holding a ribband in his beak, on which was inscribed Whigs do your duty?be true, we cannot fail." At the bottom of all was "J. PHILLIPS PHENIX." This elicited immense applause. Some or.e cried out?" Three cheers for Phenix." Three tremendous cheers were given. Another cried^out?"Three cheers for Henry Clay." These were given with great effect. Mr. N. lli v.vt then said, that in consequence of the illness of Mr. Mclilrath the task of readiug the address devolved on him. He read the address, which cuts up John McKeon, the water pipe-laying and the locofoco Corporation, for not having the streets swept by contract. The address was received and carried with loud cheers. Mr. N. Blust also said that he hud been requested to read some resolutions. He read them and they were loudly cheered, particularly one or two rela ting to Lloyd, the defaulting collector; and recommending all locofoco sub-treasurers to follow his example and run off immediately, for there was very little left in tie treasury to run away with-! The resolutions were loudly cheered and carried. Mr. Blunt was loudly cheered and called for, and rose and made a very good ad eaptmulum speech-? He gave one side thrust at the President, two or three at Lloyd the defaulter, and a severe scoring to the New York Delegation for violating their pledges, as he said, on the School Question. He was followed by another, and the meeting aftergiving nine tremendous cheers, adjourned, highly deliahted with their eveninoV entertainment. This machine is a splendid piece of workmanship ?twice the size of the ordinary New York engines, and has been so built as to require but little strength in pulling her along the streets. She is not a playing engine alone, but has been constructed to act as a suction at the same time. Her chambers are about twice the size of those lately built for lire companies in Philadelphia and New York. Failures continue to take place daily among the large dry goods houses, and merchandise is very chvap. This is the natural operation of the breaking up of the credit system. The produce of the farmers under the double operation of increasing supplies and the breaking down of the banki has long since found the specie level, and merchandise of all kinds i.i now rapidly following, and will contiuue to do so in spite of all the clamors of the advocates of tariff and taxation. We learn irom New Orleans that the Exchange, Orleaus and Atchafalaya Banks have been closed by writs of sequestration, issued by the District Court on applies tion of the Attorney General. The Improvement and Merchants' Banks are to go into liquidation immediately. There is upon the market some duplicate issues of the bonds of the State of Indiana, which have been on* early two years. Certain brokers in order to affect pri. ces are now making a clamor through a Wall street paper about them, as if it was a new thing, in order to street prices. In 1939 the Morris Canal Company received from the State $300,000 of sterling bonds, to be exchanged for others held in London, which exchange was not made nor were the bonds ever returned to the State. In 1839 $190,000 more sterling bills were issued to the company^ to be used in the payment of the interest due January 1940. This was not done, but the bonds appropriated to othes purposes. In the latter part of 1940, the commit' sioners in making settlement with the company, insisted upon the immediate returu of the bonds. This demand the President evaded, but said he had sold the $190,000 to Mr. Beers, and received for them certificates of deposite of the North American Trust and Banking Company which certificates were made over to the commissioners, but we believe have never been paid by the company. The pretence for retaining the $300,000 of duplicate bonds, was that money had been raised upon them for the use of the State of Indiana, but the President said he considered himself bound toretirn the bonds. These are the bonds?which are now upon the market, numbered from 701 to 1000 inclusive. These bonds and others form an amount of $4,133,000, that will never be acknowledg. ed or paid by the State, except so far as anything may be realized from the securities, which will be next to no. thing at adl. Some indication of the determination of the State in regard to the bonds may be found in the fact that a call was made upon the commissioners for the numbers of the bonds so situated, and are to be found on the 9o'k page of the report of the investigating committee. Also the law authorising the Lawreneeburgh and Indianapolis Railroad to pay its debt to the State in bonds' directs, that it is to be in the bonds for which full payment has been made. Also the law authorising the sale of the public works for bo ids, exempU.those included in the suspended debt, clearly showing that there is intention of acknowledging the existence of those bonds. The following is a statement of the situation of the scrip issues by the State of Indiana IvriAtvA Stats: Stair. The li s issue of scrip, authorised in 1840, amounted l> $1,500,000 Of this amount there was received at the State Tie.eury, aud de stroyed in 1841,f?r taxes of 1840,about $150 000 And there will be rtcrired and destroyed this year, 1840, for tuxes of 1841, about 300 000 450,000 Leaving ont'tanding aboat $1,050,00 The above amount includes the $50 notes which the last Legislature authorized to be exchanged for $6 notes* less the interest. The fives which have been exchanged for fifties, are of recent dates, and are called a new issue' though in fact it is but an exchange af small notes for I large ones while by the terms of the exchange the liabilities of the Slate are lessened to the amount already 'tated. For the redemption of this scrip, all the surplus reve' nae of the State over the amount required for ordinary current expenditures, is pledged and it is receivable for taxes and other State dues and when received at the treasury it is destroyed. The State Treasurer was also authorized by a law of last winter to apply the proceeds of the public land distribution, towards the redemption Of scrip. It is presumed that the total amount of State revenue will for the present average about $400,coo per annum; the ordinary expenditures are about $100,000 for the support of tha government t leaving $300,000 to be applied to the redemption of thescrip. So that, if no untoward event occurs toiprevent it, the ..whole of the bore issue can be redeemed in about three years, throwing the whole State debt overboard. Anewissncof scrip to the amount of $611,400 for the payment of the debt to the bank is authorized after the 1st inst. This will also be receivable for all State dues? except Wabash and Erie Canal lands?and is to be paid out and received by the State Bank at par. The sinking fund and mortgages held for the surplus revenue are pledged lor its ultimate redemption. This makes $1,601 406 of State paper still outstanding and receivable for all State dues. This amount cannot be absorbed short of ix years, an J probably it u-ill be ten years, because as it decreases the State may issue new-sums to meet its urgent necessities. The matter then stand* thus in Indi. ana:?Those bond* which they consider to have been legally negotiated, will be received in the payment of debts and for the public works. Those which are con. tiJered to hsve been illegally parted with will not be acknowledged at all, and the interest ef neither those acknowledged nor those not acknowledged will ever be paid. In Pennsylvania, precisely the same state of things exists. The debt is $40,000,0110, the yearly interest $2000,000 The last payments were made by borrow ing, which has ceased to be prscticable, There is outstanding $2,000,GOO nearly of relief notes, at a discount of fifty cents en the dollar. These are receivable for taxes, con*' quently the revenues will lie cut off for two years A', the same time a bill has passed the House virtually refusing to take eny steps to pav the interest on the debt ?which is equivalent to repudiation. This is the progress of dishonor. At this juncture, the federal government has created a debt of $12 000,000, six per cent, and at the moment of doing it, refused by two distinct votes, to pledge any fund fer its redemption, (lodging only generally such funds as may be in the treasury for its payment. The terms of this loan are such as te place the treasury department in the ban's of a greedy Wall street clique. The time of the loon was extended to twenty years, tinder the /lea that the capitalists of Etircpa like long loans. That indeed is the case when their confidence in the creator of the loan is undoubted. The government of England kaTe never been oblige 1 to pay more than dj per cent for money; eren in 1797, at a moat gloomy period, when overture* for peace with the French republic had failed, and the great mutiny in the fleet took place, 3 per cant conaol* aeld at 53. w PO S TSC RIP The mail s? Abutct In the Depart rarnts? A ri tv.il of If Lord Aslibarton?Steam Frigate*. In the Senate thi? moraine, after the present*t on by the President pt o lent, of a document i:oin t le Secretary of War respecting the nation il am or.es, Mr. Maovi'm rose, and said he had given notice a Friday that he should move that the Senate go int) 'jexecutive session at die earliest period on this morning, bnt it was then supposed that probably the loan bill, a measure of very pressing importance, would demand their earliest attention. L uderatanding now, however, that that bill was not yet ready for their consideration, he would make the motion for going into executive session, and he did so because he thought it due to the character of the Senate, in view of the position they occupied before the country- appeared that a portion of the action ol the Senate on Friday last had produced a strongsensation throughout ihe community, and lie thought it was due to themselves that they should review, with the least possible delay, whatever might be the subject of complaint. At the instance ol several Senators, however, MrMajsiu withdrew his motion for the purpose of allowing the morning business to be gone through with in the first place. Mr. Eva?s, from the Committee of Finance, to which was referred the bill front the House for the extension of the loan of 1S-II, and for an addition offive dollars thereto, and for allowing interest on Treasury notes, reported the same back without amendment. Mr. E. said he would ask for the consideration of tni? bill on to-morrow at one o doc* Several memorials and petitions were then presented, when the Senate went into executive session Mr. Ma*gcm's remarks referred to the confirmation on Friday last of Alexander Powell, as Consul to Rio Janeiro. It is understood that the Presiden' sent a message to the Senate, stating that Mr. Powell had declined the appointment, and intimating that there had been some mistake in the matter. The appointment being thus annulled, the President was of opinion that the commission of Mr. Slocum, the present Consul, held good. Upon this some discussion arose, and the whole matter was finally referred to a committeeThe appointment produced an extraordinary sensition in this community, which has not yet subsided. There are many rumors afloat unfavorable to his character, but until he has had an opportunity to vindicate* hins-lf, it would seem unjust to go into details, Whatever may be the result of an investigation, no b'a ne can rest upon the President. Pow. ell was strongly recommended, and his testimonials were backed by Mr. Webster, and Mr. Choate who is his relativer Mr. Powell was a clerk in the Land Ofiice, under General Jackson, and it is said that he has been in the employment of the government by the appointment of Mr. Webster, who must of course be familiar with his character and qualifications. Lord Ashburton reached town this evening by the cars from Annapolis. His Lordship is a stout, hold looking man, with a mild and pleasing expression of couateaance- He proceeded immediately to the house of Mr. Clarke, Clerk of the House of Representatives, which had been hired for him and prepared for his reception. The house is situated on President Square, near Mr. Webster's. He was met at the cars by several members of Congress and other gentlemen. He remarked that Washington had greatly increased in size since he was last here Some time must elapse before any thing can trans ptre indicative of the tone of the ins'ructions 'under which Lord Ashburton is to treat with us upon the momentious questions now in dispute between the two countries. Meantime it ia to l?c hoped that the press generally win aostain irom ail injur ous cornmenu upon the character of the distinguished func- 1 tionary. The task entrusted to him is one of great delicacy and difficulty, and it is the obvious dictate of patriotism to refrain from every thing that shall have a tendency to embarrass the negotiations. Gov. Gilmer is still buasly engaged in ferreting out abuses in the different departments. He is chairman of the retrenchment committee raised at the extra session, and his labors have been arduous and unremitting For some time past, he has been engaged in looking into the affairs of the Indian Department, and although he has not had that assistance and co-operation from the head of the bureau which was desirable, and which he had a tight to 1 anticipate, his investigations will no doubt develope a vast amount of fraud and corruption- Abuses of all sorts have long been suspect d and charged upon the administration of this brunch of the government Inquiries have been evaded, investigation stifled, and every effort to uncover malversation has hither- to been successfully thwarted but the day lor con- i cealtnent has passed. No trickery or management 1 on the part of the Commissioner will avail to shield the gndty. With an honest and fearless executive, and a committee of Congress, determined and untiring, we may expect to see colli.-i on of all sorts exposed, and every corrupt transaction ripped up The severest scrutiny is indispensable to an honest j and intelligent administration of the affairs of the several departments. The power of the accounting officers is immense. In fact, tins government is a j government of Auditors and Comptrollers. If they j are not honest and competent, it is in vain that you have virtuous and able men at the head of your departments. With competent and trustworthy r en at the head of your bureaus, you cannot have a cor- J rupt or feeble government. Corruption you may have in appointments?that is inevitable, where your Secretaries are impure?but -there can be no great embezzlement or misapplication of the public treasure without rascality or folly in the aoccunting officers.
