After a hard fought battle, in which the financiers brought to bear all their large and small army against the Legislature, they at last became discomfited, and ingloriously fled, leaving the field to the conquersrs. Yesterday the Governor signed the Bank bill, a copy of which I send you. It is an able document, and exactly suited to the oceasiou. There will be no getting around it. The Banks must resume specie payments en the 30th September, or go into liqaidation. Specie has already fallen three per cent. A number of failures have taken place?among them some of the Bank cliques. Two Bank Presidents have stopped payment, and mere are expected to go. Many other Bank Presidents must shortly fsll under the weight of the judgments recorded against them, as it will be rather difficult for them to arrange with their creditors. It is doubtful whether, in the present depressed state of the maik .t, their property would sell for one half of its worth The Merehaats' Fank will, it is believed, b the ruin of all those concerned in the purchase of it. It has been prohibited from issuing any paper until after the day fixed for resumption of specie pay ments. The Gas Bank is likewise in the same pre- u I fl lAamnnt A Kmit Ansa kmlf of D-??L I L bably accept the terms of the Bank bill. fl There is no sale for the stock of the weak Banks, 21 nor is it probably worth much. The best stock p here is selling at rainoas rates, and every day it is J getting worse. Some twelve or fifteen commercial hoases have is stopped payment?many of them are considered a very bad failures?it is supposed, to make money li by the operation. 01 New York creditors had better be looking after ci payment, before the wife of the insolvent comes in vi and sweeps off everything. This kind of finance is u| carried on here to a frightful extent. There have rs been some instances when the wife has, after sweeping everything, been first creditor for a large ba- tb lance due her. The supreme law of the land would si no doubt pot a stop to this wholesale system, if as timely opposition was made by creditors. But w there is a nice way uf slicking over things here, ior want of dne attention and cxuminiion into insol- 01 vent estates by the attorneys employed by foreign ar creditors The husband has an right to make over hi anything to his wife, while there is existing a ail community of goods. The law only recognizes her a claim as far as sbe brought property with her in in marriage or by inheritance. It is the opinion of the it soundest lawyers here, that the Supreme Court bs would annul all judgment* ia favor of wives for w money or property given to them by their husbands, e* while they were ta business Thousands of dot in lara could be recovered from wives, wbe sre now (t lining in luxury aud extravagance, obtained by Y their husbands More anon. O. P.Q. h well received and is much needed. He would have a first chance?the water in the river is warm. One of oar fdshionable gentleman is ibont to give a large party. I may send you full particulars. Creole. Mobile, Feb. 10, 1842. CoUtm and Trade in Mobile?Banks? Theatrical*? Temperance Abjugations. Fames Gordon Bsk.vett, Esq, Dear Sir In perusing your paper of the 31st January, my ittentien was attracted by a letter from one of your sorrespondents, that contains more blunders and nore palpable absurdities than 1 bad supposed mold have been put together iu the same number if words. Without stopping to enquire whether money" itself, or the love of it," is the root cf ill evil, I will endeavor to set yi.ur correspondent igbtupon several matters, of which he displays a nott laudable ignorance. In the first place, then, the receipts of cotton this rear have not far exceeded those of last, and whethir the demmd has bean batter or not, can easily te determined, from the fact that the stock on hand iow is less by 6000 bales, than at the same period ast year. .One cause of cotton keeping up so (Mr. J. F, ills us) is the enormoni rates at which exchange s ruling on all points." Granted b it when, vithin the last twelve months, has J. F. or anyone ilse, known exchange on New York to role as high it 20 per cent?or.^40 day bills, as he calls them, to te 17 or 18 per cent?never. The highest point at vhick cheeks have been said since the 1st July, 841, is 17 per cent.; and even then this ruinous ate lasted but one day. Mr. J. F. further tells us, that the high rate of xchange is a good and sufii lent reason for our aerchauts not meeting their liabilities There is 1 repudiation lor you, witn a vengeance, there i? pretty cyctem to comnaence upon. What beause I made a mieealcnlation, because I hare not eceived enough for my good*, are you from whom lirebased these goods to suffer t Is a man's prolise nothing?is his credit nothing, that either can e laid aside at eoaveuiencp, perchance with the imsy excuse, that exchange is ruling as high as per cent. No, t?ir; there are few, very few srsons here profeeing the peculiar doctrines of F. The idea of yoar banks suspending to cave onrs, 1 i really too ladicrou* to pass by without having good hearty laugh. It is an idea worthy the pro- r fic imagination from whieh it emanated; and its riginater will certainly, at some future day, beime the Secretary of the Treasury, always pro- t ideC. that he does not in the mrantiraeuse himself in his efforts to cause your hanks to saspend, or 0 itherto "pull at the same end of the rope." The fact of their su-pending, so as to relieve ic South and West, wen't injure their standing d ly?will it 1" Oh, no, not at all, of course not, I i Mr. Dawkinaused to observe?not in the least r ith persons holding the same opinions as J F. lam very norry that your correspondent "for 11 ie, would prefer the suspension of your banks," n id more particularly so, as he appears to have set n a heart so much upon na objeet that might ?o ea- u ly be accomplished, if a few would only deviate very little from the atriet course of honor and 1 tegrity. Why, look at it?the request is modest, can make but little difference. Let your it inks refuse to pay specie; tkat puts us on a par ith you?we won't have to pay 20 per cent for ichsege!! It is true yon will for what foods yon iport, hut that is no matter. Yeur citizens may limbic and become clamorous, but that is nothing. I' our banks may bo in a perfectly sound and r althy condition, bat what of that, will not we be nffitted thereby 1 Mr. J. F, is rignt ia saying that yoar monetary o: tides are looked to with a great deal of .contimee; but I am quite sure thev would not be so if d i had the compi ation of them It There appears to be very little doing here in the d isiness way, althcngh the transactions in eotten A ive been very extensive for a .few days past, and rather better prices. In the gay world there is but little going on that ould prove interacting. A large ball came off" it st night, and, as usual, it waa amended by all the e ir oaas ef ear city. I could mcntioa ccreral, but C RK E NING, FEBRUARY 21. 1 where there were so mujr, it would appear mvui ous to particularize. Theatrical* are brightening up. London Asaurance hud a good and prcfiUbie iuo, and at it close J. S Browne took n benefit to the tune of $1000 To-night, for the fir?t time, we hare the "Grand Opera," with the Segnin*, Manrer*. &c. The opera ehocen for the ereniag ia Norma, and it will doubtless draw a crowded and fashionable audience The great temperance reform has at last reached here, end is working it* way with the greatest rapidity. Teetotalisin is all the rage, and although the reformed drunkards do not speak for i themsclrcs. still, 1 Hssure you, that a spirit has i been awakened within our goodly city, that would i do honor to Father Matthew himself. I Sinee the seeond of the month, applications for i the benefit of the Bankrupt Law," have been nu- i merous, and from the appearances of our paper?, 1 I should suppose there was an immediate prospect of tbeireessation. On the appearance hereof one of my former com- i muuicetions to you, some person calling himself Quid,' became immediately possessed with a i holy horror" that Mobile should contain a cor- i rc.p >ndent of the Herald," and he forthwith fur I nished for an obscure print here, an article, teeming with abuse oi you in particular, and your cor- i respondents in genera', and this, too, in language that Would make a Billingsgate woman proud to i welcome such anab'e coaejdtor as Quid,'1 For ray own part I care little tor his slander, and less for himself; and can only ?ay with Poitia?" God made him, so let him pass for a man." Exchange an your city has of late keen freely offered, and there appears to be a disposition among the drawers to sell as fast as possible at the following rates:?Sight checks 13a 131 ?30 day bill* 11?a 12^?00 dav bills 10 a 10J, Yours truly, Van. Editor Information has been received at the Exchange Reading Room*, t1 at the barque Francis S antou, before reported ashore to the Sooth of Cape Henry, tvjs itill in the condition in which she was left by the prewousaecount The survey had recommended the cargo to be discharged; in pursuance to which, about one-third had been placed ashore, on the evening of the 15th; bat a severe rain coming on daring the night, and no means to protect them h it the ship's sails, which were then to be unbent, it was supposed the goods would receive great i-jury. Toe vessel was rolling in her bed, with two feet water in her hold, her rudder and fore foot off, and no probability (aa stated by the agent of the i under writers, from whom the above information is derived,) of her being got off. t A large meeting of the retail dry goods m. r 1 chants was held on Thursday evening, to consider I again the depreciated currency. Mr. A. arose and stated, in a very good nnrured manner, that they had come together in a family way, and he hoped I each one would be willing to perform hi* part of the labor. Mr L in fo.lowing out his remarks, ob served, that as they bad come together in the fa. mily way, be hoped their labor* would not prove abortive, but bring forth something substantial, shaped and proportioned to meet the exigencies ot the occasii n Chs. J. H?t, a prominent member i f all such gatherings, was also in the crowd, and afforded raanjr sharp tallica of wit, eareasm and I humour. The question seems from, the arguments of Senators, to resolve itself into this?a resumption now or never. Allow the banks to continue in a state of suspension sad tbej will never be will ling to resume, and the longer they thus continue, 1 and the more privileges they enjoj, the more wilt t they bring the people into subservicncj to them, until at last it will be almost impossible to eompethem either to resume or wind up their affairs. TUe Recent Atrocious Libels by the Wall street Press on the Court of Oyer and Terminer. Perhaps nothing that has occurred in the history of the newspaper press of (his country, for many years past, has so startled and aroused such a general feeling of iudiguation in the community, as the recent atrocious libels against the Court of Oyer and Ttrminer, published from day to day by the Wall atreet papers. Let uj look calmly at the true and simple position of this whole matter. The Wall street papers raised a terrible outcry because one paper had published a most innocent jeu d'rynit, (so considered by nearly the whole bench and bar of New York,) in the shape of a report, which was very accurate throughout, in its main features and fuels, but which happened to contain a 1 w humorous but thoroughly harmless remarks on one of the judges, entirely free from malice or the slightest intention of evil, and which by some unaccountable perversion of judgment, was construed into a mere technical libel, and eventuated in a fine of S^50?when, in truth, and in fact, and in the estimation of a large majority of the community, the fine should have been but nominal, and not more than six cents. When this result was published, the Wall street papers (who had been for several days endeavoring to create a strong prejudice in the public mind, and to brow beet and threaten the Court, and intimidate it it possible,) came out with a series of articles, abu.-ive, malicious, and libelous in the extreme, upon a majority of that Court?charging upon its members that they were actuated by the most corrupt a^J degrading motives that could be imagined, impeaching their integrity, shamelessly asserting th*' they were corrupt and dishouest in their judicial conduct, nnd ultimately winding up this series of base, malicious, ar.d unfounded attacks, with one of the most violent and alarming libels that has ever bet n published against auy court or individual in this countrv And to show the concert of actien between th'ne paper?, and the systematic nature of these attacks upon theCoiurt.all these libels were regularly republished bv the respective Wall street editors, and endorsed daily each by the othei, and aggravated by additional libelous remarks and comments accompanying each re-publicution. All letidirg to the presumption that theio was a preconcerted plan of attack laid down by these journals, amounting to a conspiracy, to assail and destroy the honor, dignity, integrity and utility of one of the highest judicial tribunals in the country the constitutionality and integrity of which was not only never before assailed, but was never for a moment doubted or called in question. Such is the real poaition of this whole matter Such has b wspL iuv. ii iu iinr to.iisc oi a ioi.4 and cherui. e faitVui r?i' of a tedious, complicated, and diflicu' f r eiving stolen ccfl e, in the whole of w'.i.cU lu.' v i,??* u particle of malice or evil intention, thai, be deemed guilty of a contempt ol court, r,nd I punished by a $350 fine, $tk)tlO would iint 0- a tivhi ihc Wall street papers, lor their series of gross, malicious, and most dangerous libels on this iuui.i higher and more istporiant Court?the integrity and vitality of whose functions is thus ruthlessly asfttilet!. Let the Court itself aruut these offenders in their mad and destructive carter: let the public prosecutor do his duty by bring g the whole matter before the present Grand Jury for he, too, is assailed by there men, and hit reputation is involved therein. Farther Voteiof the Great M dual RtTtletlon?Dr. Ste-rens and Dr. Mottt The L inert of this week ngaln presents us with i th- two great rival hertdlof the Medical Schools of New York. Dr Mott disconrseth on the Momps" Dr Steves* continues the discussion of the fundamental principles of the euhject of his lormer lecture, which excited etich a sensation as the revival of the Abernethidn, Samivel Welter style of popular leci turiug. The "profession," during the p?tt week, hare been dreadfully agitated by a controversy re1 specting the comparative merits of these two emi nent uavun*. The respectable dry-nurses of the New School are quite tnrnged at (he attempts to pla;e Dr- Srt-vrxs oa the same level with their venerable darling, and tarn up their noses at the funny old boy of the College," just as we may imagine that pretty Windsor girl, from whom the royal "babby" derives the nourishment of his mod sacred, 11 innebswathed little body, does at the humble foster-mothers of the "tenth transmitters Sofa foolish race." Some of the supporters of the Now School, indeed, would est us up alive, because wa called Dr. Mott their great gun." This is superlitively eilly. All the wotld and his mother very well knows that Dr. Mott is to the Stuyvnauit School, what gas is to a balloon?a boiler to a steamboat?or impudence to a Colonel Webb, of the regular army!" Why, at the whiBper of a hint that this distinguished operative surgeon would leave them, the teeth of the old dry-nurses would chatter in their head, and their venerable knees knock against each other, in the manner of 6ome poor devil of a blue coat in the swamps of Florida

Of the value of Dr. Stevers to the College" in Crosby street, any one who reads his lectures in the Ixmcet, will be at once convinced* The second fully sustai as the character of the first. There is in it the same practical experience, sound judgment, and grinning good humor, that so remarkably distinguished its predecessor. The fact is, the most prejudiced non-professional, on reading such a lec ture, falls head aud cars in love with surgery, and is almost persuaded to wish he were himself a Saw* bones! Since the battle of the frogs and mice," recorded iu immortal verse, there never has been such a fierce, bitter, well-contested, bloodlees, funny strug* gle as that now waging between the rival Medical Schools in this wonderful metropolis. The members of the old College," we must say, are good tacticians. They have managed to secure the entire control of all the Hospiials and by a late most judicious move they have also secured all the Dispensaries in the city, at which there are upwards of fifty thousand applicants for relief, yearly, from whom all the choice aud remarkable cases are selected and sent to the Crosby street Surgical Ctiniqut, where they are every Monday treated by Dr. Steveks and Professors Parker and Gilmar. On the other hand, the New School unceasingly blow the trum pet in Judev, by sending ont circulars to all the physicians, lawyers and clergymen throughout tha country. They also give periodical feasts of pickhd oysters, stewed clams, and cider champagne to their students; and have lately organized no less than three Cliniquts of Mediciwe.'ScroeRy, and Obstetrics, under the management of Professors Pattiso.v, Revere and Bedford. The establishment of a public 'obstetrical clinique, is a novel idea, and was doubtless felicitously conceived in the brail of the distinguished gentleman who assumes that part of the labor. So the New School are also wise, in their generation. liut there's one point where they have been unequivocally beaten. The New School had announced a summer course of Lectures, by D.s 0. ALee, Post, Detmold and others, which was to be given at a merely nominal rate, to induce students to stay, and give greater eclat to the school. But the gentlemen of the Faculty" it seems tn-rely iu tended this as a kind of decoy-duck," and so the o:h* cr week they told the talented physicians whom we kaua namai^ ilioir e*?rv i"pa wonM hr* with, as it was not intended to permit any person to lecture at the Sluyvesant Institute on any subjects taught by the Professors; and thereupon the cunning old fellows deposited their tongues in their left cheeks, rubbed their hands with great glee, and went oft in the full glow ol one ot the greatest of all earthly enjoyments?a hearty inward chuckle. But their laughter was as the joy of the silly ones, which, as the wise man says, is like the crackling of thorns under a pot," for the worthies of the College" immediately completed arrangements by which one of the most attractive and varied courses of scientific lectures ever given in this city, will be delivered during the summer. Now all these movements are of the greatert inteiest to the community. They betoken the approach of a new day '/or medical science in this country. They show an awakened desire of elevating th? character of medical education. They give encouraging evidence that an art, eminently noble and useful in theory and practice, will.? ne day be disencumbered of all those clogs and hinderances which have hiiherto impededjils rrogrees in this country. And they form but one of the "Signs of the times"?those evidences every where apparent that the human mind is preparing itself, by one gigantic effort, to carry away, those gates, by which ignorance and superstition have bo long held it in thralirom. Theatricals.?The Park re-opens to-night with the new tragedy of Nina Sforza," to bring out which,in splendid style, the management have been devoting all their energies for some time past, and hare expended a great deal of money on scenery, dresses, decorations, &c Simpson being determined, if possible, at any cost, to give the public a series of good comedies, tragedies, ice., and to see if the legitimate drama, properly done, will not be successful once more. In addition to other new engagements, the Manager brings out, to-night, Mrs. Seymour, as the heroine in the new tragedy. She is a very beautiful woman, and said to be an accomplished actress, and, like Dickens, esteemed as highly in private as in public life. Will she become a great favoritel WVllaee. The small theatre?, ChathiwClympie, 4re., are doing a good business in a qflB way, and bringing out novelty and talent in very rapid success ion. The Bowery is trying to imitate the Tark, and, of course, falls very far short of its object. Various public places of entertainment are announcing that on such and such nights, Chailes Dickens will attend their exhibitions: aH these are c itch-penny affairs. His purpose is to attend aone of these places, as a public character. He will drop in at the Park, in a quiet way, see the play, and stroll round for an obeerwation or two, as Sam Welfer says, on Monday or Tuesday night, but that's all. Some amendments necessary to make the pro visiopaof the bill consistent with the sections al ready amended were then adopted. Mr. Loomk then moved that the section regulating the mode of appointing inspectors, be hmended as to conform to the bill of last year, by which t#c inspector* were'to be chosen by the people, and the board of canv&saers were to select thjr next highes of the defeated candidatea as the third inspector.? They were sent to legislate foi the people, and if they began to regard Dartv. there was no telling where it would atop. The Whlgi end the Exchequer?Tbe Scott IntrlfM-XerU Court Mart 1*1.The Senate did not sit lo-doy. The select Coot, mittce cn the Currency are to report on Monday. Mr. Tallmadge, the Chairman, has deroted much time and labor to the subject, and am able repor*, as well as a thoroughly digested scheme of finance may be expected. The indications of hostility manifested by the ultra manifuto Whigs ia the Heuse of Representatives upon the presentation of the report and bill from the Finance Committee, ought to prepaic the public for the diaappoiatment of all hopes of a settlement of the vexed question of the Currency. Mr. Meriwether of Georgia, Mr. Andrews of Ke^ tacky, Mr. Barnard of New Yerk, and others qnally violent, made every effort to prevent even the reading of the report. Bat when they learned that tha majority of the committee were willing that Mr, Davie' report should be printed in juxtaposition with the report of the Committee, their fears somewhat quieted, and they reluctantly acqaieseed in both the reading and the printing. The paper presented by Mr Daris ia hare called Clay's arraignment of Webster; and certainly it looks more like a delibarate attack upon the administration, than a state paper to assist ia legislation. It is a high (complement te the Committee to hare Mr. Davis' paper published in connection with theirs. The people have but to read them, to learn both the position of parties and the feelings and prine iplea which aetus'e them. immediately afcer the reading of the report of the majority, which was listened to with intense interest by a fall home, Mr. Barnard rote and announced that he intended to more certain amend msndnsents to the bill, which, if adopted, will destroy its every principle, and ultimately receive the veto of the Execative. Can it bejiosaible that the whig* are so infatuated, so totally demented?so unqualifiedly silly, as to make Mr. Barnard their organ, and use him to effect their designs'! That the ultra whigs, under the blind gaidnee of their leaders, may determine to engraft on the bill of the committee, such modifications as will render it obnoxious to the Republican principles of the President, we can well imagine, but that they should press Mr. Barnard inte a service so delicately wicked, wecaucot for a moment believe. However, things almost as strange, and weak and ridiculous, have happened, and may again happen, mot withstanding the experience was so lamentably palpable. With these lights before us, we canaot promise the people any good results. The altra Bank men cling to their idol with a tenacity and devotion inconceivable. The ultra Snb-Treasnry men, encouraged by the apparent triumphs of their party, are eo strangely inr fat uaied aad intoxiaated with suoeess, will probaly refuse to meet on anything like middle ground. No good can then come if the people do not risa in the majeety of their power, and make known their will- la obedienaa to that will, the President pre, ented a plan, through his Cabinet, and the committee of the House, with such modifications as to them seemed advisable, lave remodelled that plan, and given their roasons and arguments. Again we call upon the people to make known their wiahes. We can then* see whether. the ultra whigs will dare to thwart the will of thore who made then, and who 1 by one indignant breath can consign them to oblivion. Allusion vas[mide(fta former occasion to certain grant movements in contemplation on the political chessboard of the nation, in reference to the next Presidency. It isjbelieved that arrangements are in progress for two or three decided demonstrations nt an early day. The arrangement* for the Scott intrigne will be fnlly developed in a future letterThere is to be a general Naval Court Martial at Baltimore, commencing on the first of Mareh Captain Clack and Commanders Latimer, and Levy sr.* to be tried on a variety of charges. The Court ia to consist of Captains Nieholaon, Bolton, I Turner, Gregory, McKeever, Lavolette, and Commander Striagham. This Court will embrace a great deal of talent, discrimination, and independence, and if Commander Latimer, or Captain anybody else shall he eonvicted of crimes that ought tebreak him, he may make np his mind tobecash; iereJ. He can hardly hope lor such mistaken clemency aa he experienced from the Norfolk I Court Martial. Mr. Upshur, the very able Secretary, i' determined, so far as it it competent for the head of the department, te upheld the laws in their utmo>t rigor, and visit every offender with its penalties, without regard to his rank. The teatii mony against Latimer before the Nerfolk Court was ruough to break the most distinguished otfieer in the service, but he escaped through the dereliction of a majority of the members; but he will have no such good luck iu the ordeal through which he La about to pass. About $000,090 has been received during the week, of which $37,000 has gone te Europe. Oriswold k Co. of Philadelphia, have alone forwarded $133,000 to this city, during tho week. These moveaoents of specie, however, do not indieate a healthy state of affairs. The' return to a sound currency in the suspended districts would naturally be accompanied by a flow of speoie from Mew York and New England, to the p-lints where a return te specie payments was to take place the soonest. A short time since, when it was supposed that immediate resumption would be^.enforcod in Pennsylvania, specie, began to move, from this city to that. Now that the fears of that event are abated, the precious metals are returning to New York rapidly.? The people of the south must consent to use shin plasters instead of speoie for sometime to come yet. In another column will be found a letter from Now Orleans, descriptive of tho State of affairs to which we have heretofore alluded, viz. the numerous and heavy failures of mercantile housts dependant on bank facilities. The immediate cause of these failures is the low price of Western produce, which loaves the advancing houses uncovered, and the increasing discredit of {the suspended hanks renders them powerless to sustain the tottering houses or aff >ct prices. It appears alto that the bill compelling resumption in September next, or a forfeiture of the charters, has become a law,and will go into operation before the Legislature again meets. Consequently the execution ofthe law will devolve upon Governor Roman, and it it to be hoped that he will not shrink from his duty. A resumption and bank reform in New Or leant is of more consequence to the mercantile and planting Interests than at any other point, for the reason that that ia the point whence the great bulk 'of cotton, which forms two thirds of the whole exports of tho Uoitod States, is shipped, and if, through the artificial action of insolvent banks, cotton is raised in prise higher than it will realise in the markets of consumption, the whele eourse of trade based upon it becomes diseased. The bills drawn against it aro for fictitious amounts, and the consequent failures and reclamations disturb the markets of New York as well as these of the south. This was peculiarly the cise last year, when the whole crop realised in Europe was near $15,000,000 less than its home valuation, invoicing heavy failures in Liverpool and throughout the south. Had the article received ita value from the actual price in the market of consumption, created by the effective deman 1, that train of evile couia 1191 aivo iiuppi-n.-u. Tha rcpart raUrrad to ha wa the following atatemrat of the loaai contracted by the State, and the public debta paid duiiog T9 years from 48-35 to 1897 From 1905 to 1817 inclusive, the State paidto vardatha public debt, $5,408189 M The amount borrowed during the tame time wan a,938,M9 80 Exceaa of payment* over auma borrowed, $107,907 89 Daring tbia period of 19 yeara, Ave of the lateral canals were constructed. In 1819 the Wall street influence ^obtained the ascendancy in tha State goverument.*_The result was, that from 1838 to February 1819, four yeara and jAre months, the State has borrowed $18,843,495 01 And hae paid during the fame time oaly a 14,553 83 Excess of debt over payments, $18 939,141 08 Here waaa change of policy auflicient of itaallto warrant a loss of credit; but accompanying thia enormous inflation were the facta thati.the money was apent on aseleas works, and loaned to Itail Roads got up merely to speculate in the stock, at the seme time tha Executive and the State officers were constantly publishing estimates showing that, acaording 'to their glowing visions of the future, seen through ;the dim mist which surrounds public dinners, the State could bear a debt" of $40,000,000- To sustain these estimates various reports were published ehowing the great wealth and resources of tha State; one of these, by Samuel B. Rugglea.Esq. waa circulated all ever the world?and Daniel Webster, Esq. in one of his speeches, stated that, when in London, being interrogated by a capitalist as to the ability of Now York to pay its debt, he went to hia trunk and took out Rugglaa' report and put it in the hands of the applicant," triumphantly telling him "to read that." What waa the reiult t Why, the State officers and rulers, although constantly talking of tha great wealth and resources of the Slate.. when called upon to put them in requisition, through the medium of taxation, al way i refuted to do to. Capitaliiti then exclaim of what benefit it it to ua that the State can pay if aha won't pay In auch case the atock of New York ia no better than the atock of lllinoie Time and again haa it been stated that the revenuea of the canale are euflicieat not only to pay all the claimr upon the State, but to aupport a debt doable the present amount. What are tho facta 1 The canal revenues of the State laat year were over $3,000,000, mueh larger than ever before, and yet the State at this moment ia bankrupt. The following auma are to be paid by the firat of April next, and aa yot there ia not a dollar to meet it:? For interest on canal debt 1st April 18W, $310 000 00 Repairs and expenses of superintendents, 190,000 00 To pay the balances due engineers, for payment of damages for land taken and miscellaneous objects, 70,000 00 Interest on temporary leans in March, 33 008 37 Principal of the loan standing in the name of N. Y. State Bank, payablu 10th March, (statement C 300.000 00 709 G96 37 Deduct on hand Feb. 7, 1911, 79,103 80 $031,OSS 67 The whole sum which must be "paid in the course of the year is over $4,030,000. It is impossible to raise this money on s'oeks, and the banks can lend no moreo e>" The State ia therefore in imminent danger of failing on its interest, and, to avoid such a disaster, will be obliged to make use of the money appropriated to the redemption of the loan of 1846. The finances of the State have thus reaohed a crisis, and the alternative presents itself of utter discredit or immediate taxation. The Comptroller recommends the latter coirse, to the extent of one mill upon every $100 of taxable property, which will yield $080,000. The effect of tneh a movement would be in the highest degree beneficial at this moment, when State alter State haa failed, and notwithstanding former vanntinga of wealth and resources refused to pay. If the Empire State now stands forth and ahowa an actual disposition to pay aa well aa to boast of her ability, her credit must rise at once, end she will again aaauma a front rank among the States in point of credit, but if she should refuse to tax she mast sink at onee to the disgraaaful lavel of Pennsylvania, Mississippi, Maryland, and other delinquent States whose honor and honesty conaist in vala boasting onlyMarried, On the 30th of February, by the very Reverend Jahn Power.
