49u Strand London W C 1874 and 1800 To console tbomeolvcB for their tremen I dous defeat on Tuesday Republicans are already comparing the election of 1890 t the election of 18i4 and declaring that not withstanding tho recent result they will elect a President In 189 Just 8 they elected a President In 1876 The error In this view of tho subject Is fundamental Tho Republicans did not elect a President In 1870 I tbe Republican candidate for the Presi dency In 1893 has no bettor tltlft to the office than RCTHEBFORD 13 UATHH bad In 1870 ho will not b Inaugurated aa President Tbe Democracy of tbo nation have boon cheated Cod defrauded outof tho Presidency once Tho experiment will not bear repeti tion There will never b another Electoral Commission but in 1893 there will bo a Democratic Houso of Representatives strong enough nnd determined enough to iterant any echemo ot electoral fraud whIch nmy U I devised by tbo most unscrupulous loaders of I the Republican party 1890 Is like 1874 but 1893 will not be llle 1876 by any means The Last Disgrace of the P 91 L Onn more humiliation has been added t the deluded manipulators of tho Peoploa Municipal League who surrendered to tho I I manipulations ot politicians prepared toI sacrifice anything and everything for sue Oe Tho big Republican section of tho I SCOTT campaign had asked tho lion CnAUH I OGT M DEVEW t ulve tho sanction of a speech to tho Republican ratlllcatlon meeting four days before election and after much rebellion of spirit Mr Durtw had consented Thereupon tho representatives of Mr Pow I tIm of ewI nElLY whoso Injuries to city ew York havo been exceeded In virulence only by the morn direct misfortunes ho his brought upon the unhappy dupes of his own society went t Messrs GIUCB and PECK RAM with tho order that Mr UEPEW whom Mr POWDER looks on as his worst enemy should not b allowed to speak GRACE and PEOKHAM who wore prepared t deal as readily with POWDIRLY n with TOM PLAT agreed to Uiko up POwDEBLr and throw DEPEW over This was a new feature In tho fearful and Wonderful alliance for which the good people tf the P M L were working and praying kith such moral enthusiasm for their own high public spirit and such merciless resent tent for all opposition Of course Pow bEBLY had little or nothing to give to the tareons Ticket but bo succeeded In still Qrther vitiating Its politics The P M L can thank Heaven that while It succeeded In deluding Itself It failed to humbug the public The Political Situation In Great Britain Since tho Irish Nationalists decided to Bend to this country somo of their most In fluential Parliamentary representatives events have glvon unexpected urgency to their mission Tbo Gladstonlan victory at Ecole has acted upon the Unionist Liberals like an electric shock revealing the weak i ness of their position and the necessity of substituting measures of substantive relief 1 for Mr BAIFOUBB coercion BA1OUBS corcion programme Lord HARTINOTON has declared that tho Land Purchase bU must be Immediately passed on the reassembling of Parliament and Mr L H CURT says that an Irish Local Government bill should forth with follow To many of the Tories the former injunction Is unwelcome and uo latter is distasteful In Uw astreulo It i not t bo expected that tho Tory Government will like the prodding process of which aa Mr CODRTNEX tolls them they stand In N need From tho moment that the Dissident Liberals become Importunate and embar rasslng allies ot the Conservatives the coalition which defeated Mr GLADSTONE i I danger For either Lord SALISBURY will grant the demands of his Liberal coated crates In which event ho I almost certain t displease a considerable fraction of his I Tory followers or ho will reject them In i which case the Unionist Liberals will bo j compelled to desert him in order t obtain at least tho credit of good intentions and sincerity with the constituencies I Is in deed impossible for the present Government t t frame a scheme of local government for Ireland which will satisfy Liberals Ice j Mr COURTNEY on the one hand und Tory r t landlords on the other This change of attitude on the part of t Unionist Liberals resulting from the start I ling revelation of their Insecurity has ievu i lutlonlzod the political situation in Great Britain I has made a dissolution of Pnr i llament which it has hitherto seemed the Interest and purpose pf the coalition to post pone a long as possible rather desirable than otherwise Tho outcome of the local i contest at Ecclos has convinced the Tories that they could have better faced tho test of a general election two years ego than they can now I obviously follows that they had better face It now than confront it two years hence when the adverse tide of public sentiment has gained overwhelming Tolume Only on tho theory that tho Tory leaders have determined to es cape from their present perplexities by a appeal t the electors can we explain the recent overtures to Lord RANDOLVU CHURCHILL who by denouncing tho PAK mail Commission was supposed to have ommitted the unpardonable Bin I Lord t BAIJSBUHY wore still firmly resolved that the present Parliament should live out Its statutory term he would have no use at present for Lord RANDOLPH who on the other hand would be Indispensable in a can yeas of the country Nor should it be for gotten that when the Tories again find 1 themselves In opposition they will b driven t by the logic of circumstances t once more seek reconcilement with the Farnellltes lIst Lord RANDOLPH I tho only Conserva I tive through whom the fulfilment of such a i scheme I even conceivable A political crisis In a word eeems much closer at hand than It looked a month ago it and it Is peculiarly fortunate that at such a k Juncture the and not at the rear during the battle There ha not ben In agool nmnyyoars says Governor HILL I I cnnpalgn fought upon tho distinct Issue of Democracy and Republicanism The country had to choose clearly between Republican principles and Democratic prin ciples and the great victory bas demonstrated emphatically that between the centralizing and revolutionary tenden cies of our opponents and tho plain and sim plo Idea of government held by Democrats a majority of the people are In favor of adher ing closely to the foundation principles of our American form of government Tho people have risen in their strength against the dangers threatened to the country In the record of tho last Congress Tho result ha shown conclusively that such a par tisan measure as the Force bill Is not approved by the great majority of the Amor lean people I has shown emphatically that the people have Avenged arbitrary eject ment of Democrats legally elected from the house of Representatives In order to I swell the Republican majority I has that the of nsum shown groat body consum ers do not approve the exorbitant duties of tho McKiNLT bill levied not to promote tho public welfare but to enrich individuals I has shown also a public denunciation of the extravagant expenditures by tho last Congress and the reckless transformation of the huge Treas ury surplus Into a deficit The result shows what tho Democratic party can do when it jt lighting vigorously and earnestly for the triumph of genuine Democracy Of all this Mr CLEVELAND sees or pro thing and the Issue tends t see only ono ho contributed to the I achievement of a victory that boa been won by the ungelllsh nnd unsparing elTorta of genuine Democrats I would be much more Interesting t learn from Mr CLEVELAND whether ho voted with tho Democrats or with tho anti Democrats In tho municipal election and If ho slunk up from the rear at the last mo ment with a Tammany ballot between his thick lingers what bullish consideration Im pelled him to leavo his cover and vote as he had not adherents prayed and against his own personal Examples Not to Be Imitated Tho Intimation comes from various Re publican sources t tho effect that the Dem ocrats will try to win seats In tho Legisla ture and Congress which they did not se cure on the face of the rote at the recent election by turning out Republicans which are really chosen nnil admitting tho Demo cratic contestants flute In u telegram from Elmira published yesterday It wad elated that a prominent Democrat in that city had said that It did not umUo any difference whether Mr I U ROCKWELL tho Democratic candidate for Congress was elected or not that tie Democrat had Congress and ho would bet a thouscnd dollars that ROCKWELL would be feeutcd In another Republican desnatch it was asserted that oven i tho DemocraUo majority In tho Assembly proved to be only two tho next tionator from this Stat would be a Democrat because the Democrats would unseat a sufficient number of Republicans under various pretexts to destroy the Repub lican majority on joint ballot Wo believe these assertions of Democratic intention t b false and unfounded No doubt the Republicans would like t see the Democrats Imitate their bad example in dealing with contested beats for they have just learned from the results of Uio recent election how Injurious suoh action Is to the party which adopts it Eveh If the Democratic loaders wero otherwise disposed t countenanco Injustice In this respect tho fatal effect of depriving men of to which elect olllccs they were really elect ed demonstrated In o was demonstrte on Tuesday too signal a manner to b disregarded But there is no Democrat In the country worthy of the name who would not scorn t obtain any political advantage by such I leans Wo know we express the true Dem ocratic sentiment when we say that i the result of the election In this Btate has bon really t tie tho Legislature on joint ballot ot this Stats would the Democracy tls Stte rather never elect a Sonator than t turn out a single Republican Assemblyman unjustly In order to gain tho requisite majority Neither In the Legislature nor in Congress will the Domociacy tolerate any such scene as that which wen witnessed at Washington under tho rule of TuoiUB 13 REED when the Republican majority having tasted blood by unseating one legally elected Dem ocrat cried out Bring up another OMO T 1 and then proceeded without having heard a word of evidence In respect to the contest to turn out another The prevailing Republican doctrine that might Is right In politics find no favor with the people In those days No party can long remain paramount In this country which abandons the principles of fairness and Jus tice In political affairs The Great Strike In Australia Nowhere clan Is organized labor e strong I as It Is In the Australian colonies and no where clso have its demands proved until recently so Irresistible But when Its lend er proclaimed that no nonunion workmen should receive employment and that all em ployers disobeying this regulation should bo boycotted they provoked I revolt of cap ital which has llnally been successful The great strike which has for weeks convulsed not only Victoria and New South Wales but South Australia Queensland and NowZea land Is now virtually over and It I admitted by Mr CHAMPION the wellknown agitator In a telegram from Melbourne t Mr JOHN BURNS that tho strikers have failed Few Americans realize the extent t which the trades unions had carried out their programme of reform In the principal Australian colonies They had not only placed an eighthour law on the statute bok but had enforced It In all trades and had oven managed In some branches of skied labor t cut down the working hours to fortyllvo per week They had caused a railways to U owned and operated by the Government and to b administered with a view not to the payment of dividends but t providing the utmost possible accom modation to tho masses of the people at tho cheapest rates In Now South Wales tho railways havo t carry school children gratuitously In Victoria the tramways running In the cites and towns become tho property of u the u munici U palities alter a certain term or years not withstanding moreover the great curtail ment of the hours of labor the wages have been It almost all trades twice as great 0 they are In England Yet If we except rent the prices of the necessaries of lie are no higher than they are In the mother country In a word labor seemed t have created a Utopia In Australia and tho colony of Vic toria In particular was beginning t b cele brated n a workmens paradise Tho trades unions however were not antis fled With capital disorganized and labor consolidated they believed that there was no limit to their power and that they could safely overstep the boundaries of equity and good sense They established a kind of tm perfum tn tnipmo and through their federa tion centralized for Victoria In the Trades Hall Council of Melbourne Issued decrees of ostracism against nonunion workmen and tho employers thereof They an nounced n fundamental principles first that nonunion men should never b per mitted to work side by side with members of unions and secondly that overy mem ber of n union was to b secured against dismissal from his employment In pursu ance of these principles they ordered em ployers to compel their workmen t join unions against their will and to pay their entrance fees for them In I the case of refusal employers wore told that their commodities would be boycotted and that the railway servants would strike sooner than handle boycotted goods Not only did the trades unions desig nate whom capitalists should employ but undertook to dictate the management of their business They commanded steam ship companies t discharge their Captains and the masters of iron foundries t dismiss their superintendents Such systematic at tempts at interference and control were not to Victoria but made simultaneously confined t Victora were Blmu taneously in Bouth Australia Queensland New Zealand and New South Wales How reasonable was the effort t starve out non union laborers may b judged from tho fact last named to that in the lat colony according t the statistics prepared for Sir HENRT PARKES there are 320000 bona fide working men of whom only 10000 are in unions The demand for the dismissal of non union workmen and the attempt t boycott resisted the nonunion products being rit trades unions ordered a strike of seamen firemen dockers miners and employees In several other trades For weeks steamers lay idle at the wharves because they could not b manned nor loaded nor supplied with coal For three nights thero was not n glimmer of gas light in tho city of Mel bourne The programme of coercion how ever proved I failure For the first time in the history of Australia tho employers unit ed in their turn and it soon became mani fest that they had the sympathies of the community A meeting of more than 2000 employers including squatters and graziers oa well as ship owners manufacturers and mine owners was hold in Melbourne and similar demonstrations took place In tjyd noy Brisbane and Adelaide Not content with organizing In tim several colonies re elstanco t the new demands of tho trado unions the employers took measures to bring about intercolonial action and on Sept 9 I conference of capitalists represent ing the Industries of all the colonies was held in Sydney The result of this revolt of capital and counter organization of employ ers hits boon that not a single poInt has been conceded t tho trades unions Under the protection of the police and the militia non union workmen have everywhere boon put In the places of tho striken and gas works dockyards foundries factories and mines after the other resumed have one aftr to operations Queensland was the first of the Australian colonies to break the deadlock In business for there the merchant and shopkeeper discharged and loaded steamers with their own hands Then in South Australia the union men themselves rebelled against the orders of the trades unions and insisted on going back t work And now we learn that oven in Victoria where tho labor agitators aro most powerful the strike has collapsed That the Australian trade unions have gained nothing by their great strike is clear how much have lost the enough they l0t fit turo will determine They have utterly failed to oust nonunion workmen from em ployment or t boycott the product of non union labor What is more Important In Its 1 ultimate consequences they have taught capital the necessity and advantages of co operation They have transformed every considerable industry In Australia Into I a trust und all the trusts have learned the value of confederation for defensive voue confedernton pur poses But who can say that an Instrument forged for defence may not be used here utter for aggression and that the combina tion of capital now started may not eventu ally wrest from labor some of the ground that it had won 1 When the trades unions listened to the tempter counselling the intimidation timidation of employers and nonunlonU they may have entered on a course that will ultimately deprive Victoria of It claim to be a workmens parading The peace which the French Government suppose that the dis affected Republicans place seekers and their friends are to b conciliated and won over be fore 1892 The attempt would bo fatal there are not offices sufficient to go one hundredth as thor stood two years ago Out of the clouds of disaster to the Republican party light can only come with the nomina tion of a new man and for tho Democracy the only hope lies also in the choice of a strange if It were not brought together in favor of a man who suc ceeded two years ago On the Democratic side with the now appor tionment Now York will be more than ever a pivotal State and the hope of the Democracy will lie In the nomination of a Democrat who wi le can carry this State With Cleveland out of the way Governor His nomination would be in evitable o I believe it would be even i Clove land Insisted upon balnea candidate for the sold South sentimentally Inclined to Cleve land now sees that tho practical Democratic politician of this State who has confidently serenely and continuously won success for his party while Mr Cleveland and his friends have fallen by the way Is Governor David B Hill Massachusetts may Incline to present the name of Grovor Cleveland In 1892 as its can didate because ho has a hummer residence In that State and because Massachusetts is now put In the doubtful column Its delegates may give the assurance that Clevelands nomina tion will make It Democratic But adding ton wi Massachusetts to the Democratic States and heaving New York out of the question would not nave the Democracy In 1892 So I say the result of this falls election clearly puts both Harrison and Cleveland out of the race and the band of fate 0 clearly and absolutely points to Governor Hill a the Democratic candidate In 1892 From this day out the safety of this predic
