Bo this heavy blow at railway despotism awaits only the President's signa ture. The House passed yestorday the bill to promote the construction of a railway between Washington and the North-West; a bill, in other words, to break up in Peansylvania just such an odious and paralyzing monopoly ae the Camden and Amboy in New-Jersey. The vote was 63 to 37. Another bul for a road from Pittsburgh to Cleveland was passed by the equally emphatic vote of 77 to 41. We judge this House does n't believe much in monopolies. DOING IT JUST RIGHT. A traveling correspondent of The N.Y. Times, writing from Americus, Georgia, May 21, narrates the impressions made on him by a visit to a plantation near that village, which he wishes Lad been visited also by the Editor of Tur TrisoNg. Not being able to enjoy that pleasure, we do what will, perhaps, please him almost as well—oopy and call especial at. tention to his narrative—as follows: “There are several very large plantations in this neighbor bood where hundreds of freedmen are employed working der the sapervision of skilled managers; the owners residing in towns im other portions of the State. And this is the whole open secret of the superiority of Free to Slave Labor, And now we ask The Times to consider well the truthfal exhibit of political and civil disabilities on negroes who are treated by their employers in the way set forth in the above extract. Nay; we ask Lim to say fraukly whether there 1s any danger in extending to negroes thus em- ployed aud treated the inestimable Right of Suffrage. (‘an you supposs it possible that the great body of the laborers thus treated would vote under the impulse of hate, or envy, or distrust, of their employers! against “massa and de family,” even to send to Con. gross some Cuffee or Sambo on a distant plantation True, they might vote for some Georgian Fred. We appeal to common sense and to the most ob. vious peculiarities of negro character. Who ever knew a hundred negroes so ignorant and stupid as not to distinguish a gentleman from a swindling pretender to the title? Who ever saw negroes blind or mad enough to vote for such a herd of unclean beasts (for example) as usnally represent this City in our Legis Inture, or in either branch of the Common Council? We have heard many unjust charges against negroes; but we never yet heard it intimated that such crea. tures as (in the main) oppress and rob this City under the pretense of ruling it could ever have been elected by ‘heir votes. The Times man says the owner of the plantation above depicted is an “ex Rebel.” This is probably tru. since almost every one in the South had to be or seem a Rebel after the War began. But we know intelligent planters of the South, but with her Demo- cratic aspirants to fame or livelihood through office— the bulk of whom were never worth half negro apiece, and never could be. Durie this morning received orders from Ottawa to notify all corps in this district to be ready to move at once for active service if required. The city during the morning has been rather excited, and siuce early morning our office hus been crowded with citizens eager for the latest news. Canadians now admit that Sweeney is desperately in earnest, and will attempt invasion. The Government are loudly censured for withdrawing troops from the frontier, and leaving the border towns at the mercy of the Feniaas. SECOND DISPATCH. Toroxto, (CU. W.), Thursday, May 11, 1966, The excitement is increasing and volunteering has asin commenced with energy. The pews of the determination of the Government to call out volunteers caused great re Joieing. ‘There is no alarm, aud business is going on as usual. Every grapevine’ is eagerly devoured, and the newspaper and telegraph offices are beseiged. The entire press unite inthe belief that the blow is abont to be struck. Rumor says the Fenians are collecting on the line of the St. Lawrence. The Cabinet was called together to-day, and Ministers are hurrying to Ottawa. The Evening Telegroph has a trustworthy specin! from Hamilton saying that at 11 o'clock this morning the troops there were called out by bugle, und ample preparations have been made by the Great Western Railrosd Company for an emergency. It also has a dispatch from Butfilo, dated 2 p. m., saying the Fenians are constantly receiving additions to their numbers. THE RECENT CASES IN THE CITY. pe ACTION OF THE BOARD oF HEALTIL Fifty New Cases from the Peruiian and Coiou, avd Fourteen Deaths in the Hospital Ship Faleon, The officers of the Board of Health, yesterday, took obarge of the premises No. 14 Cherrvoat thoroughly disin fected them and burned that portion of the clothing of the deceased, John Fitzgerald, which had beeu soled by dejoctions during bis illness. It was deemed unnecessary fo hold post morvem examiuation, and the boly was accordingly buried yesterday afternoon. We nave howeier been able fo gather a few additional facts concerning the case Which ara somewhat interesting. The deceased arrived in New York, very recently ir com. pany with bis family, from Missour and was occupying the room in which be died in ecowmon wil Tuesday he dined upon boiled wation and some veg tables and afterward took a walk, stopping at one of the pamarons drinking houses of the Fourth Ward, where he drank a glass of beer. Twmediately after bis reiurn he waa taken ill and at 11 o'clock a physician was called. who found him saforing from a violent diarrhea accompanied with vomiting and cramps, and in a partially collapsed condition. During the night, and contrary to the advice of the physician, he dinok some boiled milk. At 11 o'clock on Wednesday he was visited again and found iu a moribund sate, aud at 2 o'clock he died. The circumstances of his death were of sufficient importa to induce the Board of Health to take the action related above The death will probably be placed upon the records ur ‘er the head of diarrhea or cholera morbus. but the fear of the spread of poison was sufficiently great to warrant the desi ue tion of those articles of clothing that had been stained with the eject.ons and dejections of the decsnscd. The room In which he died has been cleansed and white washes d; and, for the sake of showing that the case occucred from parely local causes, it was ascortaiond, by careful laqory that none of the passengers from the infected ships that have recent's arrived at this port, were domicilad in the nolghborkood.
