The pubs obtained a superficial view Li are inviled to attend, Te Opponents, There are a great many persons who, having of e and vision our System, cone dems it as impracticabl or as irre b ives do not ary, ligicus or at least heterodox, and that canse some of the principles which inv it square with their contracted rationality and their petrifed bigotry There is a mighty want in the worl of that enlarged Reason which does not denv merely because it cannot comprehend and that enlightened Faith which dees not reject what 1 pl is new, merely because it is new, but will acc the progressive developements of Science. Our opponents and critics should see that we have stood, System, done nothing but since we have been propagating oul upon disadvantageous grounds: we have ifirm or explain our prineipies: we have not criticized we have taken posit and not negative grounds. Now it is very hard to affirm, and rery easy to criticise we conse que 'utly have chosen the ditficult part, and this should have been taken into consideration. We should have commenced with strong cnt cisms of the present Order of things, —shiown the falseness and rottenness of what exists, which would, perhaps, have induced people to listen to what we have to propose for the future, but we did not wish to lose time, and so pla edd cur Doctrine at once and without introduction before the public. We shall devote 1 few more articles to explaining the practical part of our System, —tou h upon some points of a theoretical nature, after which we shall begin a criticism of Society and its elements. [he Mujoruy accuse our Doctrine of jmpracticability we will throw back the accusation ard show them that the present although very practical, is so in an infernal way, and based upon fraud, over- reaching and human oy aradatisn, and that the Re- hgion of the ds wy is full of duplhi weity and contra- dictien, and that the prine iples w hieh nee preached in theory are trampled under toot in practice. Be restouing this fund, and collecting but tweaty two millions by the bill betire them, they would have more than encugh for the purposes of the Gievernment. But this bill was not one for reve- nue, although it was so expressed upon its fuce; i was in fact a measure for proiection. In oppo- «ition to it on this ground, he entered into a long wrgument running through three hours, sdvaacing the usual anti-protection doctrines, Mr. Evans replied to some of the assertions ot Mr. WoopsuRyY, especially with regard the prin- ciples of free trade.” and wentinto a spirited de- tence of the domestic industry of the country, Ho contended that, as all cur male adult population could not be agriculturists, it was the duty of the Government to extend its fostering care over the interests of our people, so that the productive in- dustry of the country might be prope: ly distriputed, and our manutactures encouraged. The females of our Union, too, required protection they fabri- cuted hats, baskets, and other articles of necessity, and it would be unjust to deprive them of their honest means of acquiring a comfortable livelihood for the sake of that free trade that benctited not oul OWN countrymen, but the citizens of other na- tious. Mr. E. successfully defended the position which he had taken, and ¢ompletely stopped from the brow of the theorctical Senator from New Hampshire the laurels which Mr Caruovs and his triends had seemed ready to entwine around him, as with silent satifaction they bad witnessed his exhibition of a new edition (in ealt) of their cher- ished volume of free trade’ Me. MitLkRr has the floor tor to-morrow. With- out action the Senate adjourned. In the House, the question on the rejection of Mr. Ar~NoLD's bill to reduce the pay of members of Congress to #6, and mileage accordingly: and the salaries of all the Government officers twenty five per cent. (on which the previous question bad been moved was taken and the House refused to reject the bill: Yeas 45, Nays 124, Tue bill was thea read a second time and Mr. I'ourson ef La. moved its reference to the Comn- mittee of the Whole on the Union with instruc. tions to amend 1t so as to fix the pay at $2 per di em for actual attendance except in case gf sich- ness, to be reduced one-qenrter at the commence ment of every month after a five mouths’ session, and the mileage at $8 for every twenty miles, the distance being reckoned in a direct line from the respective residence of members. The bill was discussed at some length. Mr. ARNOLD farther advocated and Mr. RYERETT opposed the bill Mr. Borrs opposed a reduction of the per diem but advocated the reduction of mileage, to remove the existing enormous inequalities in the present cempensation. Mr. Dixox H. Lewis considered Members of Congress the poorest paid officers of Government, but to correc’ the many other abuses he was wil ling to vote for the bill. Mr. Froomoue s id he never expected again to be in Cougress, and the opinion which he gave was disinterested. He be- lieved that $3 was not too zreat pay for Members, and that the mileage might be somewhat rediecd, although the {eetion of extreme reduction was one of doubtful propriety, as, if it were caciied, in less than three years they would have the propo- sition brought up for the removal of the Capitol farther West. Mr. Pork went for the reduction, and argued that the honor of a seat in Congress, and not the pecuniary compensation, should ren- der it desirable. Messrs. Gwin, SHivLps and Jowsg farther opposed, and Messrs. Gil ER and Peswreros advocated the bill. Mr. i’. moved the previous question. The demand was nat second- cd=—Yens 54: Nays 41. These allowences made, there however remains 10 the volumes before us much to instruct the stu- dent in his survey of the and the times of which they treat. M. Duval confesses in his Pre- face the indignation with which he “regards the numerous bo ks that have been written under the fallacious title of Histories of the Revolation, ing in truth nothing better than impudent apolo- gies for that epoc he of ruin, of blood, and of tears. It is easy to coz eive the feelings of irritation and disgust with which 0 hosest man who had actually lived amidst the horrors of Varic in the Reign of Terror, who had seen the tumbrils pass ing his windows to the Barriere du Trone, whe had beheld the infuriated mob butchering a gray- headed priest. and shouting round the head, borne on a pike, of some poor woman who had ventured to pity a benefactor, —must regard the philosophiz- ing ex and argumentative dogmas which some would-be Friend of Liberty, and Le ver of the cop le, issues from the sec urity of hig closet. It is unquestionably true, that in the vices of the old /égime we must seek the causes of the revolutionary crimes. It is probably rather to nations than to indivi: Juals that we are to refer the awful menace, The sins of the fathers are visited on the sons.” But no less true is it to all, whom philosophical refinements have not besotted, that humanity itself is endange red if we allow the circumstances that conduce to guilt, to steal away our natwral horror of the gmt itself. Rigidly speaking, all zuilr is bat the result of previous cir. cumstance. To neglected education, to vicious ex- ample, we may trace the crimes which send the thief to the hulks and the murderer to the gibbet. Jut we do noi therefore hold excused Juck Shep- pard und Daniel Good. What education and ex- ample are to the man, government ay od legislation are to the people. We shall do right if we blame the causes which make a demon of the multitude, but most wrong if we regard the demon itself only men Dire ROR indeed, as the sutiering angel. We jropose rather to cut a roy idand somewhat i irregular path through the igh field before us, in search only of those facts and principles which appear to ue to sugeest some thing new and not unimportant in the Philosophy of Hietory. The era of Modern civilization, as distinct from the Feudal, begins in France with the large and determined policy of Cardinal Richelieu. And it is from this per riod that we are to date the ih nary causes of the Revolution of the Eighteenth Century. A high churchman and an absolute monarchist, the two-fold object of Richelieu was carried out with the simple severity of a strong mind thoroughly in earnest. To reduce Dissent into the One C hureh —to subjugate Aristocracy from the check upon Monarchy to the ornament of a Court; for these objec ts he lived, and these objec ts he ace omy lish- ed, upon the whole, with rapid and singular suc- He had the qualities necessary to his pur pose. Had he been more virtuons he would have been crushed by the nobles—more vicious he would have scandalized the people, His ruthless severi- ty, never capricious, though often cruel, was con- ducted on a broad and intelligible system at never invaded the lives and properties of the masses: it more often secured their properties and lives, by terrible example amongst the nobles, whose strug- gles were nearly aly 13s associated with the crime inal designs of a civil war. In his aim at absolute monarchy he was fur too compre ‘hensive a states- man to meditate the erection of an oriental des- potism, fur he loved France even better than mon- archy. He desired to make France secure and in- tegral. For this he humiliated Austria—{or this he dislodged the Huguenots from Rochelle (that Yarbor of the disaffected y—for this he crushed every subjec t powerfel enough to disturb the peace of the country.t But mn consolidating wonare hy his peli cy tended to create su biects—not saves. He desired=—as far as his wretched literary taste, and his lito ary ies yet more wretches ed, would permit—to encourage an circulate the refinements of intellectual cultivation. To him France is indebted for the academy, which, it not prod: wtive to on} ure, at least raised literature into honor. And there already yearned the wide gull between Yhe gay centleman of Paris and his tecant harassed tor veut, which existed not between the nol and the whom the chace and the camp united. With the struzgies of the H. muse of Valois had commenced that spi irit of nationality which united all Frenchmen against the foreigner—with the com- plete ascendancy of the House of Valois-Bourben commenced that disunion of classes which will al- wavs follow the establishment of Absolute Mon. archy, when accompanied by the progress of a middle class and the decline of the noble.
