CF Rev. O. A. Browssox ia Jecturing in Bos. ton against Phrenology, Special Correspondence of The Tribune. WassinaTox, Teesday, June 21, 1642 Yesterday in calling for the special order of the lay, it was insisted by Mr. Brcuasas and Mr. Woovpeny that the femporary Tari bill was distinctly set down for Monday at the earnest re- (aest of the Chairman of the Committee of Fi- nance, and they urged the pressing wants of the [rensary as a reason for proceeding to its consids ration without delay. The Charman of the Fi- Jance Committee having thus been alluded 10 rose aud assizned sufficient reasons for postponing it a fav er two, and assured the Semators that Monday had not been definitively assigned for the discos: don of the measure: but that be had. at the sug- sestion of the Chairman of the Judiciary Com- mitten, yielded pracedence to the Habeas Corpus’ ill, which he hoped would be taken up without urther debate. The gentlemen from New Hamp- shire and Pennsylvania renewed their arguments in f° vor of immediate action upon the Kevenue Bil. and took occasion to lecture tae friends of the easure with some severity for their sceming neg- leet of the interests of tue country. At this une woal manifestation of sympathy. on the part ol Le Democracy, for the embarrassments of the Government, Mr. CRITTENDEN avowed hissurprise nd admiration, and in a vein of inimitable humor nd sarcasm congratulated the Administration upon ae new-born zeal which had brought to its sup- ert, and to the support of the measure in ques tion, the powerful advocacy of the distinguished Senators who are emphatically first among their eg mls!” He ir quired of the Senator from New Hampshire, inasmuch as he had asvizned a very significant rumor as a sutlicient reason for speedy action upon this bill, whether amofher rumor to which he had wot adverted, had not a more pow- ig agency in calling forth tue sudden co-operation f his friends in support of the Administration 4 Was the President's Council to be dissolred, and were the gentieman and hic friends to participate va the re-construction ot it! It uis positions be mamtained, they will involve an abandonment of all proceedings on the part of the U. 8. Courts except in eases of appeal, and over vide the Constitution, and the law of "39. Read Lis speech, not for its sake alone, but as the expo- nent of the views of the party with which Mr. Walker acts. That your readers may more readily understand the nature of this ‘remedial’ measure, 1 will en- deavor to furnish a brief synopsistof it. Ite object 15 to enable the Justices of the Sapreme Court of the United States, and the District Judges, by means of the writ of habeas corpus, to have juris. diction in two classes of cases. One where a prisoner is confined under any authority or law of thie United States or of any ous of the States, {gr an wet done or ommitted to be done by virtue of the Constittion, or of a treaty or law eof the Uui- ted States. The other is that of a foreigner by whom un net shail be dons or omitted under the authority of the law of nations, er the arder, coms- mission or sapetion of any foreign Prince or State. Lhe law proposes to empower the Justices amd Judges thus toassume jurisdiction of commitments ade under the authority of the United States or of a State, when the validity of the commitment is based, or supposed to be based, upon the Consti- tution, or laws, or treaties of the United States; or in the case of a foreigner upon irtersational law. The intention is to confer upon the Courts of the United States the power to hear and deter- mime whether such authority in law and in fact do exist in the tribunals alluded to, and in conformity with the decision of the ease, to discharge or re- mand the pris ner, Appropriate provisiens are nade fur the necessary notices and appeals from the District Judge te the Cirenit and Supreme Courts. There is no attempt te conceal the fact that the eperation of the law may, and in some cases will, effectually interfere with the erimina process of a State for offences alleged 18 be com- mitted azainat its laws: and the cases above speci- tied may suspend, temporarily or permani ntl, the action of the State Tribunals according to cir- The Mabeas Corpus, under the law "54 does not reach all the eases to which this ex- CUMSIALCES, of tends its remedial power. ‘The Croton Aqueduct. The Board of Water gommissioners have sub- mitted the following Report with regard to the Croton Aqueduct: Tothe Ii Tuursoay, June 33, 1842. ok pd Robert H. Morv1z, Mayor of the city of Rl Stk— [he Beard of Water Commissioners have the honor to Report, that on Wednesday, the twen- ty-second instant, they opened the gates of the Croton Aqueduct at its mouth, on the Croton Lake, st 5 o'clock in the morning, giving it a, volume of water of 18 inches in depth. The Commissioners, with their Chief aad Prin- cipal Assistant Epgiueers, accompanied the water down, sometimes in theic barge, The Croton Maid of Croton Lake,” and sometimes on the sur- face of the Aqueduct shove, We found that the water arrived 2t the waste gates at Siug Sing, a distance of 3 miles ind hours and 43 minutes: here we suffered the water to flow out gt the waste gates until 12 o'clock, M, when the zates were cle-ed on a volume of about 2 feet in depth. The water then flowed on and arrived at Mill River waste gates et a quarter past 3 o'clock, a distance of 5 miles. It was there drawn off through the waste gates for balf an hour, and was, at a quarter before 4 o'clock, allowed to flow on. We continued to pre cede it on the land, and to accompany it in our boat, in the aqecduct, to Yonkers, a distance of 10 miles, where 1t arrived at half past 10 o'clock at night. Here we permitted it to low at this waste gate until a quarter past 6 o'clock in the morning, when the gates were closed, and it flowed on and arrived at the waste gate on the Van Courtland farm. a distance of five miles and a half, in three hours and a quarter. Here we permitted it to flow out of the waste gates for two hours, when the gates were closed, and it lowed, in two hours and twenty minutes, distance of about four miles and three quarters, down to the Harlem river, where the Commissioners and their Chiet Eogiuee: emerged to the surface of the earth in their sub- terranean barge at 1 o'clock, June 234. I'he average current or flow of the water has been thus proved to be forty-five minutes to the mile, a velocity greater, we are happy to say, than the ealenlations gave reason to expect. 1 is with great satisfaction we have to report, that the work at the dam, on the line of aqueduct proper, the waste gates and all the appendages of this great werk, so far as toed by this peform- ance, have found to answer most pertectly the otyjects of their constructs. In we congratulate the Common Council of the city, and our fellow citizens, at the apparent success of this magnificent undertaking, designed not for show, ner for luxury, nor for glo- ry but for the health, security against fire, com. fort, temperance and enjoyment of our whole pop- ulation—objects worthy of a community of virtuous freemen, Wii great respect, we remain vour ob't servants, SA "EL STEVENS, JOHN DD. Davis, and they are represented as spending their tine in inglorieus igaetiviry. They have some twesty Mexican prisoners with them, men of some standinz from the other side of the Rio Grande. President Houston had sent an or- der to release them, which, it is stated, was not obeved. The prisoners are well treated, however, faring even better than the Texans. By many in Texas it is thought the invasion of Mexico will be postponed indefinitely others, again, surmise that it is Houston's intention to give the volunteers a chance in July of looking at the fertile plains and valleys on tee other side of the Rio Grande. Whatever Lis intentions are, we believe that he keeps them pretty well to himself. A noterions murderer, named Lysch, was lately ly nched—=hanz without judge or jury—at San Fe- Lpe. A gentleman who wae with the party that defeated the Camanches ard recaptured the cmidren, has related to us the following interesting incident respecting them. After the Camanches had fled, a party of soldiers went to their camp, and not finding the children proceeded to a neighboring thicket, where they found them endeavoring to conceal themselves: the little bov, a lad of ten years, hind been woun- ded in the side bv a spear. The woaad, although not mortal, was bleedingdprofusely but, notwith standing this, when he saw that he was again in the hands of white men, he was almost frantic with jov He rubbed his eyes, and looked first at one sol- dier and then at another—at length, having satisled himself that he was with the white men, he ex- claimed: Ah' gentlemen, I am glad you fought them otmer gentlemen avd whipped them, for they wanted to kill me and my little sister.” Yes,” added the little sister, a girl of about seven years, they came to our house last night and Killed fa- ther in the cow pen, and then came into the house and killed mother, and carried uc off, and would n't give me nor my little brotker any thing to cat.” The soldiers almost shed tears while listening te those artless innocents, who had been rescued thus providentially from the hands of their savage eap- tors.
