Washington,March 1* First Assist^^ant Postmaster General Clark son waa^questioned to-day concerning certain news^^paper criticisms directed agalnat hi! policy^in the appointment of fourth class post^^masters. In answer, he said that practi^^cally all change! thus far had been made^for other than political reasons. A large^number of appointments made during the^last administration were bad, a considera^^ble number had been found to be delin^^quent in their accounts, and other changes^had been made to secure belter locations^for the offices, and In many cases appoint^^ments had been matte with a view to the^removal of offices from the vicinity of sa^^loons. In everv case of removal there have^been good and sufficient cause therefor.^'Perhaps,^ he added, ^It Is not generally^known that my predecessor, within^th** month or six week! prior to^March 4. made over one thousand appoint^^ments ot fourth-class postmasters for the^purpose, apparently, of thrusting them^upon this administration. This course has^not been pursued, to my knowledge, by^any previous administration. During the^last several weeks of President Arthur's^term, not a single fourlh-clM! post master^was appointed, except In rare Instances,^where the exigencies of the service do^manded It and when Postmaster Oeneral^(latum resigned there were more than 8,000^resignations on file in his office. NewOrleans Special: George Dunn was^on trial recently for the killing of James^Wler. At last the case was given to the^jury, and that solemn and intelligent body^retired to debate the fate of the prisoner.^The debate was long. Night came, mid^^night followed and daylight at last dawned.^A life is too precious a thing to be thrown^away without a thorough consideration of^all the details which go to make up a case.^To kill a man with a six-shooter on a snap^shot is one thing, but to sit cold bloodedly^In a jury room and decide on a fellow-^creature's fate is a totally different matter,^and one which at once appeals to the gene^^rous, swnsitive heart botheiurywa*out all night Their^wives did not tret about them, and the^only one perhaps who gave them a thought^was the miserable and anxious Dunn. The^Jury was out all night, and when In tne^morning they ap|^eared in court their sal^^low faces aud red, sleepless eyes snowed^what a night of mental struggle they bad^passed. They had weighed every point in^the oase, as just men would. Kvery exten^^uating circumstance was taken into consid^^eration. Dunn was convicted of man^^slaughter. Asone of the jury was leaving he^plunged into nls pocket for a handkerchief^with which to wipe the hympalhetic tears^from his eyes. There is no^good reason why American and Mexican^adventurers may not mingle in I^ower Cal^lfornia m generous rivalry In their search^for gold, but If the International compsuy^that has obtained a precarious and contin^^gent title to much of the country under^^takes, through the importation of Chinese^coolie labor, to assert Its claim to the right^of working the mines, trouble of a very^serious nature will certainly result In^such a contingency, the International com 8anyclaim will not be respected, nor will^ie Chinese be permitted to operate under^Its auspices nor for its benefit What^ever reward may be gained by operating^the prolific gold Held* In Lower California^must inure to the people of the two repub^^lics, aud not to the International company,^which Is believed to be little else than the^agent of nu Knglish syndicate. The sug^^gestion of so amicable acquisition of the^title of I ai r California by the United^Mates, made li: congress at its late session,^seems to tie particularly distasteful to the^International company Tbe reasonable^^ness of that proposition, under the chsnged^conditions by tbe events of a fe^months of mining excitement, may-^change the whole aspect of the^question.
