INTERESTING CEHEMONIES IN CON NECTION THEREWITH. Those Who WeroPreaoutat tho Open- liiC and H'lint Warn Done During tho amnion. Now Mint tho first session of the Logislaturo of tho llopublic of Hawaii hns adjourned, it hus oo currod to tho writor that u short history of tho firBt legislative body which mot in thoso islnuds would bo of interest to tho general public. That it will bo so tho writer is more especially lod to bolioYo since undertaking tho task and finding how few thoro are in tho present generation who really romornbor much about it. Ask ten men on tho stroets of Hono lulu today when tho first Huwuii nn Legislature mot and sovou will know nothing about it, ono will toll you it tvus in 18G5, another that it was in 1800 and tho lust that it was about 1854. To u cortain extent theso latter wore moro or loss correct, for ns in everything else thero aro legis latures and legislatures, good, bid mid indifferent. But tho first logislativo body to meet in thoso islands was convened in 1845, and for a conciso account ot tho cir oumstanoos which lod to its for mation tho .writor -is indebted to the compiler of tho laws passed nt that session, John Ricord, who in his profaco to tho same, dated January 1st, 1846, says The Hawaiian Kingdom was governod until tho year 1838, without other system that usage and with a few trifling excep tions, without legal enactments. Tho bill of rights, proposed and signed by His Majesty (Kamehamcha III.) on the yth of June, 1839, was the first essential doparturo from the anciont despotism. The Consti tution which ho voluntarily conferred on the people on the 8th of October, 1840, reoognized the throe grand divisions of a ci vilizod xuonaroby, king, logislaturo und judges, and defined in some rospects tho general duties of each. Theso, Lowover, were so engrafted ou tho auciont form of governmont that there seemed to bo a blend ing of thoir separata funotlons, requiring tho aid of organio acts, limiting their usual spheres, in order to socuro tho civil liberties intended to bo conferred npoti the people. Tho Constitution had not been earned ill to fullefleot. Its provisions needed assort ng aud nrranging into appropnulo families, and prescribed machinery to ronder them effective. Some of tho most obvious points in civil and criminal jurisprudence hid been in bouio measure provided for by de claratory and penul ordinances, either pro claimed by the king befoie, or ciuieted by tho logislaturo after the Constitution was given. Vutns civilization very rapidly progronsed, and commerco vi ith tho increase of foreign population largely augmented, theso were found in their nature much too loose to s itisfy tho national wants. Theso laws and rules, though universally promulgated at home, and somewhat extensively abroad, wro neither well kuown nor understood. From detached fragments they were collated and translated into tho English languuga in 1812 by tho Ilev. William llicbanls, who has Hinco beeu distiucruUhud as one of His Majesty's EnvoyM to Luropo. That transla tion contained 200 p ges 12 mo., mid is hystematizod for reference into 05 chapters, each dovoted to some distinct subject of legislation, It will bo found of Isstiug benefit to tho Hawaiian government in de fining tho publiu mid privuto rights, dutio und obligations that existed before the pre Kent codillcutlou, which is in f ct Imsod upoult. As rosuUs of missionary labor, how ever, the ordinances have b.eu grcutly ser viceable in preparing tho nation for what has beuoiuu iniiisiensaulu to it jMilitioal existence u complete code of laws, embracing organic forms nf the ilifnroiil lUpurtmonU particularly exooutio and judicicl, with outlines of their duties suil modes of procedure aud uompruheiiNive civil mid criminal digests. There is little reason to doubt that tho Govorn mont know about Spalding's sohomo whou it introduced tho Act. Mr. Thurston's olaborato roport printed as a public docu mont was ovidently only n brief for Mr. Spalding. On the face of it tho stntnto is nu authorization to the Govornmont to invito com petition from tbo wholo oablo constructiug world. Tho Logis lataro by ratifying a contract without u'waiting competition for tho works simply ignored tho obvious intent of thostatuto, and, confirming tho action of tho Gov ernment in making a secret deal, established n mischievous pro eedout. Whethor tho legislation that has been accomplished will aecuro tho oablos or not, tho un seemly lmsto with which tho con tract was ratified is a pernicious example for future legislatures. It was on tho bnd principle) that tho end justifies tho means. Thoro was nothing iudood laid bofore the Legislature in this cuso to givo any assuranoo that tho end would bo attained by tho moans employed. The conttact Bimply delogatos to Mr. Spalding tho powers couferrod on tho Govern ment by Uib Act. Ono roason for this doubt is that, it being proo'aimtd in advauco that tho oapitil is coming from London, tho United Statos Oon gress will n t grant a subsidy to x tho oable. "tai Your for liiialuunn only, WILLIAM LARBEN, Jimeiy opie5 Most people make their wills before they die, and some of them are great curiosities in their way. Among the many curious legacies made lately is that of a Christiana man who directs that his whole foitune shall be expended in bicycles. A Norwegian newspaper which does not give itself up to the comic element relates that a Dutch lawyei, named Nikolson, bequeathed the whole of his property to trustees, to be em ployed in the purchase of bicy cles for the use of children at tending school, while part of the money is to go towards paying the teacher to train the boys in bicycle riding. The validity of the will has been disputed by the sons of the testator, who refuse to ac knowledge it, so that it is still a question of doubt whether the children will reap the benefit of the strange bequest. That the testator was sincere enough, and that he recognized in the wheel untold blessings which might have escaped the ob servation of minds of less acumen, the concluding portion of the will should go to prove. It says I have always found a bi cycle capital protection against the importunity of those people who persist in stopping you in your walk to spin a long yarn in the hot sun or in the biting east wind. My machine, unlike a horse, nevershied once; and in my drives 1 have had no need to intrust life and limb to the tender mercies of a coachman." Now that lawyer had good hard, solid sense and plenty of it, in fact, a good deal more of it than most lawyers are credit ed with, and yet not more than many boys and girls in Hono lulu have, fm- ate there not many of the latter who are spending their whole fortunes in purchasing a bicycle and thev are wise in spending their money on something that will give them their money's worth every time. The bicycle of the Khedive of Egypt is a gorgeous ma chine, almost entirely covered with silver plating but if anyone wants a duplicate of it we can furnish it, or if something "English you know" is wanted we can supply similiar ma chines to those used by the Prince of Wales' boys and girls, all of whom are expert riders. But for common every day people like those who reside in Paradise, we mean the Hawaii an Paradise, the Monarch is the machine to buy. It gives you better value for the money than any other make, and we can furnish it in any style and price. We have received by the Australia the largest con signment of whedsever brought to the islands, and also a complete line of extra fittings. If any portion of a Monarch wheel gets broken or out of order we can replace it at a moment's notice at factory prices. Mr. T. V.
