Houso bill 19, relating to tho extension of Baloon licenses, with tho recommendation of tho committeo that it be laid on the table, was brought up on tho order of tho day. Senator Brown moved that tho roport of the Judiciary Committoe bo adopted. Ho said that if any relief was crranted to .ono olass of 'basinesV'xnan it would open the doors to othors and endless litiga tion might ensue. That tho tram and stoamship compunios and other'pooplo would at onco put in claims for damages. He thought no distinction should bo mado. Either compensate all or nono. The Attorney-General thought there was a difference between tho saloon and other bnsinoss mon, both in regard to tho time they were closed up and the amount of licenses they had to pay. Ho wished it understood ho had no personal opinion on the mattor. Tho report was adopted unani mously and tho bill met its douth blow. Goodwin, who has charge of tho Macfurlano horses at tho race traok, was in town this morning behind that fine 4 year old stallion Marin. Hitched alongside ho had tho fifteen months' old bay filly Nut grove, her first appearance on tho publio streets. A few days since Mr. Goodwin drovo in Binglo hnrness tho young filly Twinkle, by Nutwood out of Twinkle, Sr. Tho latter mnro is now at San Jose, Cal., whero sho has boon bred to the fine horse Dawn. JUDICIARY JOTTINGS. Itlonoy Left by a i1Iecliitnlc-.mil t Cancel a Deed, Etc. John H. Paty petitions for let ters of administration on the ostato of E. S. Coffin, a native of Nantucket, Mass., who left about 2110 in cash, S2000 being in tho Hawaiian Postal Savings Bank, and whoso heirs aro not known to the petitioner. Tho de ceased was an em ploy oo of Lucas' pinning mills for many years. Thomas Nott vs. Agatlmr T. Nott and David Doyton, guardian of A. A. Doiron, bill to cancol a deed, has boon arguod nnd sub mitted beforo Judge Coopor. Robortson for plaintiff; Car tor and Kinnoy nnd Ballon for guardian. Tho plaintiff and his wife, tho first named defondant, previously brought a potition for cancelling the same doed. Tho ground was thnt the signature of tho wife to the deed, beforo her murriage to Nott, was a forgory. This not being proved the potition waB dismissed. Tho husband now brings the bill against his wife and tho guardian of Doiron to whom sho gave the doed. Default wns sot asido by Judge Cooper in Aswan vs. Pang Lura and others, the case renponed and tho defondant given fivo days in wuicn 10 answer. A unanimous decision of the Supremo Court has been render ed, ovor ruliug exceptions of Hang Oheong, convictod of per jury; at Wailuku. The ground of decision is that where an admis sion of an act in this enso buy ing liquor from an unlicensed dealer is followed by a promise, on tho part of a police officer, to "do tho squaro thing'' by the one who mado tho admission, it was no error not to exclude the ad mission as ovidenco on tho trial for perjury. A. M. Brown for prosecution; Rosa and Hartwell for dofondant. TUB MARSHAL MULCTED. An Informer Ilecovera Jadcmcnl For Feca On An Oplnm Seizure. J. A. Editok Bulletin: For many years it has been my impression, that during the reign of ono of tho Kamehamohas. IIL, IV., or V., His Excellency It. C.Wyllie, Minister of Foreign Affairs, Capt. John Paty was duly commission ed and sent down to tho west ward, to tako possession of, an nex and raise the Hawaiian flag on Laysan, Lisianski and Fronoh Frigate Shoals, that all the islets in tho gonoral N. 'W. direction from these inhabited Islands might belong to this Nation. Is there not such u proclamation in tho filo'a of the Polynesian At that timoMr. Wyllio's far look to the future excited ridiculo, though ho novor had Gibson's plan of a Hawaiian Empiro of tho Pacific. On tho other hand porhaps ho would havo favored tho first Paoifio Ocoanio Cable, even if it wore laid with British capital. Hunting up and annexing bar ren rocky islands is as essentially Hawaiian republicanism as is tho prevailing military show, expense and poppycook. A king was grudgingly allowed a corporal's guard to maintain royal state, guard public buildings and pro toot tho Government, and the polico were but a scanty few, yet thero may havo been at limes from 2000 to 3000 sailors in port together. It is all right to mako law nnd order safo and sure, but that is laid upon kings and presi dents alike. m EVENING BULLETIN, JULY 24, 1895. r i fir; UH-LUJ-AlVUBtm AX ,-f m: I it '1 S Evegii) Bulletin With wlilcli U Incorporated tlio 'independent." DANIEL LOGAN, Editor. WEDNESDAY, .JULY 24, 1895. TOO MUCH HONOLULU. In tho course of a business lotter a subscriber on tbo island of Ha waii expresses himself in this Breezy style "I can't under stand why tbero is no ono pnpor in Honolulu that will take up tho cudgels or gloves for tbo nation. You nro all doyotod, hoart, soul, mind and strength; pen, ink, typo and pross, to Ho nolulu. Ono would think that tbero was no country backing and suppor ing that insignificant place. The Labor Commission is a signi ficant instunco of your self-constituted omnisoience, omnipotence and omnipresence A profes sional consul, a Now York politi cian and a potty luwyor who never perhaps employed a laborer, and who themselves never held a hoo or walked botwoen plow stilts, with two boss mecha nics who doal with only skilled laborers. That coffee re port! Are they bo simplo, are they so ignorant of tho intelligent Amerioan pooplo that they bo liove for a momontthat tboso who nave means to support themselves till a orop of coffee can be realiz ed, would ever think of passing by the lands of tho Western Statos nod tho freedom there, for our experiments and government of Honolulu MOST FARCICAL OF ALL. Of all tho reports issued by the Labor Commission, that on "the additional agricultural laborers required" is ,the worst waste of paper und ink. There is abso lutely uot the slightest partiolo of positive information in the whole fifteen printed pages; that is, information regarding tho labor situation as a wbolo. Fifty-six plantations and mills wore asked certain questions. Twenty-two of thorn returned answers, express ing a variety of preferences as to nationality of luborers, and a very few stating the proportion of ex piring contracts they expected to bo renewed. Purtly by acknowl edged guess work the nnmbor of contracts to expire by March 31, 1890, is given as 5128, and in the same uncortain way tho number of new laborers wanted "within the 8ii mo poriod" is placed at 3874. There is not evau specula tion ventured as to the number of laborers who, when thoir contracts' expire, may migrato to other plantations than those on which they bad been ongngod. Had tho Commission known how to go to work, it might have ob tained approximuto statistics of tho not uu Lber dropping out of plantation labor annually. This would have given soino idea as to how far the stated 'domaud, 3874, might bo expeoted to be made up from thoao of tbo 5128, whoso contruots are to oxpire, who might either rocontract or stay as day laborers whero they had boon employed, or olso take employ ment by contract or day's wagos on other plantations. The report of tho lubor committoo of tho Planters' Lubor and Supply Com pany, at its lust sossion, gavo a thorough nnalysis of tho labor question from tho planting, point of view, and tho Labor Commis sion's, pottering with the quostion, utterly nugatory b it has proved in rosulti, was, in view of tho ex iBtonco of that oflioial dooumont of tbo planters, ut best a work of presumptuous supererogation. OBSERVATIONS.. Thoro was to have boon a re markable religious journal startod in Japan this month. It wna to bo devoted to tho investigation and exposition of all tho systems of religious faith in Japan as well as in foreign countries. 'Tho pro jectors of tho journal, says tho Japan Mail, hopo that in this way it may bo possible to oxcorpt whatever is oxcellont and true from tho different creeds of tho world. A report recently carried to tho Pacific coast by tho captain of a steamor, that tho Russians wore massing troops at Vladivostok with tho apparent object Jof war with Japan, proves to have just as little truth in it as tho yarnB about Hawaiian royalist filibust ering, expeditions being organizod nn tlin Puaifia Coast. It was not I tho skippor's invention, however, but a scaro( circulated in tho Japanese press boforo bis vessel sailed. An artiole in tbo Japan Mail disoussoB tbo prospects of tho sugar industry in Formosa. It regards the proposal to establish a refinery in the islands as im practicable, becauso at present tho whole sugar produco is mono polized by the two Hongkong firms Jardine, Matheson Co. and Buttorfiold Swire. Another difficulty is that mattors rotating to tho ownership of land are in a very unsettled stato in the island. It isaid that sugar cane is plant ed on land of doubtful ownorship, and in this connection the follow ing curious statemont is mado: "Even in Korea land goos with the house standing on it when tho latter is sold, ancHt is not un likely, therefore, that land in Formosa is accossory to the crop growing upon it." In a district of Tokyo, Japan, there are only fivo elocturs of tho first clas3 for membors of tho City Assembly. Two, of these were candidates in a recent elec tion for the singlo soat, and oaoh was confident of receiving ono vote in addition to his own. The fifth and doubtful man, who was no less than the Marquis Asano, hap pened to bo absent on election day. Each of the candidates, therefore, directed his ontire ef forts to keeping tho other's sup porter from voting. Both proved successful in these tactics, so that the eleotion was declared null and void, and postponed till another date. Administrator's Sale of Furniture. ily order ol A. V. MORG-AN, 65-Ct Auctioneer. fimelyJopie5 Most people make their wills before they die, and some of them are great curiosities in their way. Among the many curious legacies made lately is that of a Christiana man who directs that his whole fortune shall be expended in bicycles. A Norwegian newspaper which does not give itself up to the comic element relates that a Dutch lawyer, named Nikolson, bequeathed the whole of his property to trustees, to be em ployed in the purchase of bicy cles for the use of children at tending school, while part of the money is to go towards paying the teacher to train the boys in bicycle riding.. The validity of the will has been disputed by the sons of the testator, who refuse to ac knowledge it, so that it is still a question of doubt whether the children will reap the benefit of the strange bequest. That the testator was sincere enough, and that he recognized in the wheel untold blessfngs which might have escaped the ob servation of minds of less acumen, the concluding portion of the will should go to prove. It says 1 have always found a bi cycle capital protection against the importunity of those people who persist in stopping you in your walk to spin along yarn in the hot sun or in the biting east wind. My machine, unlike a horse, nevershied once; and in my drives I have had no need to intrust life and limb to the tender mercies of- a coachman." Now that lawyer had good hard, solid sense and plenty of it, in fact, a good deal more of it than most lawyers are credit ed with, and yet not more than many boys and girls in Hono lulu have, for are there not many of the latter who are spending, their whole fortunes in purchasing a bicycle and thev are wise in spending their money on something that will give them their money's worth every time. The bicycle of the Khedive of Egypt is a gorgeous ma chine, almost entirely covered with silver plating but if anyone wants a duplicate of it we can furnish it, or if something "English you know" is wanted we can supply similiar ma chines to those used by the Princeof Wales' boys and girls, all of whom are expert riders. But for common every day People Ijke those who reside in aradise, we mean the Hawaii an Paradise, the Monarch is the machine to buy. It gives you better value for the money than any other make, and we can furnish it in any style and price. We have received by the Australia the largest con signment of wheels ever brought to the islands, and also a complete line of extra fittings. If any portion of a Monarch wheel gets broken or out of order we can replace it at a moment's notice at factory prices. Mr. T. V.
