Speaker Nnnn culled tho House of Representatives to order nt 10 o'clock thin morning. After pray or by tho Chaplain the mtnutus of yesterday's session wore read nnd approved. Representatives Kaoo from tho Judiciary Committeo presented a report on the petition of saloon keepers for robnto of licenso which rend: "Your Judiciary Commiltoo to whom Was referred the petition of certain vendors of spirituous liquors of Honolulu praying for compensation for losses sustained during the time nf martial law which existed from January 7th to March 18th, 1895, beg leave to report as follows: 'Your committee find thnt on January 7th tho sovoral saloons in this city woro closed by order of the Marshal for an indofinito time and forbidden from selling liouor. "That on January 30th the saloons were permitted to open with certain restrictions as to hours, as to tho kind of liquor to bo Bold, etc., and also by paying a special police guard. "That on March 18th all re strictions were romovod. "Thnt during tho period from January 7th to March 18th the saloons woro ut considerable ex ponso for licence fees, rent, wogos and ico, besides the loss of busi ness. "That during tho said period from January 7th to March 18th the holders of 'dealer's spirit' lioenses were allowed to soil liquor upon permits from the Marshal's office; mnny of said permits your committoe find woro morelv stamped with a rubber stamp and bear no signature. "That during a part of said period said holders of dealer's licenses woro allowed to sell liquor in smaller quantities than their lioonses striotly permit, thus doing businosa for which the saloon-keepers aro oompollod to pay a hcenso although thoy were forbidden tho privilege of doing business. "That when tho saloons wero ononod and restricted to the sale of beer, tho dealers were allowed to sell Btrong liquor. "That while tho saloons wero rostrioted to tho sale of liquor to bo drank only on the premisos, tho dealers wero allowed to do liver large quantities ubout town. "That six holders of dealer's licenses, from January 7th to 30th, the period during which tho saloons woro entirely closed, sold nbout f8300 worth of liquor, exclusive of what wns shipped by thorn to the other islands. "Tour committeo also find that by the torms of tho saloon licenses tho right is reserved to close tho siloous on election days at tho request of tho Marshal, and on other occasions at tho roquost of tho Minister of the Interior. "Your committee aro of the opinion that tho action of tho Ex ecutive in closing the saloons and subsequently allowing them to opon under certain conditions is not roviowublo by tho legislature, Thoy aro ulso of tho opinion that by tho strict rulti of law tho rinloon-koopors hiivo no redress in tho courts. But thoy do bo liovo that tlio petitioners have Biilluiod an initiatloo that deaorves the consideration of tho legislature, "Thoy therefore submit hore with a bill cxtonding tho existing retail spirit licensos for a period of two months each without charge to the licensoos. "Your committoo aro not un mindful that tho liquor business is of an extraordinary and, in a sonse, a dangerous olmrnctor; that those who engage in it take cer tain risks that othor business rnon are not called upon to take; that the closing of saloonB during tho period of oxcitemont was for the bonefit of tho whole community, including the proprietors of tho saloons, and that othor lineB nf business Buttered more or less. But in view of all the circumstances your committeo feel that tho pe titioners have suffered beyond their sharo nnd that the passuge of tho bill rocommended would bo no moro than just." The report was signed by Rop rosontativos RobortBon, Kueo and Kamauohn and was laid on tho table to bo considered with tho bill. Rop. Hanauna introduced a resolution to pay the Commercial Advertiser fivo conts ench for tho copies of tho papor placed on tho membor's desks. The resolution was amended, authorizing tho olork to pay onty for such papers as tho mombors ordered, and passed. rpi. Tho numbor of males is nearly equal to tho females. To "pile on agony" is popular ly supposed to bo an Americanism. It is, howovor, found in ono of the letters of Charlotte Bronte, and was usod in English popular i literatures before tho beginning of tho present century, "Crocodile tears" aro alluded to by sovoral Latin and Greok authors, it being a superstition among the aneionts that tho cro codilo, nftor killing a man, ate all his body but his hoad, and shed tours over that boforo eating it also. Placed end to end ii continuous line, the streets of London would extend from Mansion house across the ontiro continent of Europe and beyond tho Ural mountains into Asia. Tho number of inha bitants exceeds tho population of Paris, Borliu, Vienna and Rome put together. In addition to sovoral lakosin tho United States in which the bodies of drowned people never reappear, there ara numerous bikes in Nor way, Germany, Switzerland and Northern Russia, in whioh dead bodies sink from view and aro lost forover, owing solely to tho low temperaturo of the wuter. DOLE, President of tho llepublio of Hawaii. 5b Eueijiij Bulletin, "WlIU which l Incoriiorntcd tlio "Independent." DANIEL LOGAN, Editor. SATURDAY, JULY 13. 1895. OBSERVATIONS. It moy bo of interost to people on these islands to kuow that tho yi'old of California buhaoh is up to tho average And now, instead of a rovolu Ition and a rebellion, tho Rovern imont organ simply terms it "thut January niYtir." It is strange how ofcton GovorYi ment officials lmvoijo tako trips for the benofit of tnoir health. "Wore thoy working for themselves 'their lay-offs would occur about onco in svveu years. What is the use of long pre ambles to statutes Thoy occu py spaco with arguments that ought fo bo presented verbally to the Legislature by tho promoters of particular measures. Tho Legis lature would do well to abato this nuisance. For tho bonefit of those who may lightly regard tho question -of tourist travel to those islands, it may be montioued that Switz erland has $1,600,000 invested in hotels. The receipts from thrso "in ono year were $1,680,000, on which tho net profits were $530, 000, or more than 33 per cent, on tho investments. Roprosentativo Winston's bill A.to amend the Diseased Animals .Act simply reduces tho fees for inspection fifty percent, with twonty five percont additional when the inspection shall bo un usually oneious or severo. It is -.to be presumed that tho committee on commerce will thoroughly in vestigate the justice of tho mea sure The exoraption is liable to rnaso trouble, however, as no authority is namod for dociding "when nn inspection is "unusually -onerous orsovfre." Cycles are more generally usod ria Johannesberg, South Africa, than probably in any other town of similar size in tho world, ac cording to a paper published there. There uro four thousand -machines in use by all classes, from the head or the mining in dustry down to clerks and shop assistants. Ladies and oduoatcd Kaffirs are taking to whuuln, und tho Westminster Guzottu re-m-M'kH, "When Kaffirs that ure not educated follow Htiit, what a splendid inurkct for wliools in Houth Afrioa there will bo!" y nil apDournicoa Honolulu will yet givi' JoliaiiiioshTi; it shako for the prumlmliii In bioyo'o riding avuordlng to pnjulntlon, Both chambers of the Legisla ture put on the brakes on Friday and it was about timo against precipitate legislation. It is to be fonred that nlrontly tho material for somo "picnics" in tho courts has been legislated. Thoro could hardly bo a more equitable settlement of the saloon keopors' claims for lossos under martiul law than that ofiored in the bill submitted by tho judiciary committoo of tho House. It is tho same as Minister Damon suggest ed in the Councils heforo the meoting of tho Legislature. The question finally resolved itself into ono of a fair deal as betweon saloon liconsees and job bing licensees, tho latter having tiuddgh official permits done a largo portion of the business for bidden to tho former. Now that the Washington Mis sion is settled, the morning and evening organs are ohowing on the oloctric railway charter. Thoro is a complete change of base on the part of tho Star sinco a few months ago, when it wanted to demolish tho mulo concorn, root and branch, and havo an electric railway immediately if not soon er, to illustrato tho glorious pro gress of tho country under repub lican institutions. Now it wants to "fatten" tho English mulo, that so lately was its bete noir. Verily tho boomers of progress are bee nniug boomerang liable to damage republican progress. By knocking out a superflu ous "or," tho School bill is fairly intelligible. Tho correction was made in tho bill as printed in this paper. Whethor the author or tho printer made the error, it was serious enough to bofllo the com bined ministerial and senatorial intelligence. A memb?r of the Board of Eduction, who did not draft tho bill, assures the Bul letin that thrro was not tho re motest idea of interference with established denominational or pri vato schools. Tho solo intent of the measuro is to oinpol all chil dren of school ago to attond some school, in which tho toacbing of English is a loading feature. Al though the authority of approval of schools and teachers given to tho Board would probably never bo usod to interfere with sohools of reoognizod standing, etill it is too swooping in tho torms of tho bill to bo placed in tho statutes. Boforo returning tho bill to its Hourco tho Senate mot tho first publ'o ul jeotion, which was nnido in this puper by Bishop Willis, by making throo instead of four houi-H the minimum for tuition in English. Now that the excitement of hearing the annual screeches of the great American and small Hawaiian eagles has died out and people nave got tired of talking about the dressing down that the great Joe Cook received at the hands of Minis ter Willis and have settled down to their usual avocations again, it is time for us to do a little business ourselves. Not that we have not done any business during the last week by any means, for the contrary is the case. We have sold every Monarch bicycle we had on hand and have taken orders for as many more to arrive. We think that is a pretty good showing for an off week. Chicago is a pretty nice vil lage and San Francisco a fair second-class metropolis, but they are not in it with Honolulu either in climate, scenery, bicy cles or pretty girls to ride them with or without bloomers. In proportion to the white popula tion there are more bicycles in use in Honolulu today than in either of the above mentioned places, and yet the wheel craze is said to have cost California two million dollars so far this year. At least Chicago claims to have sold California bicycle dealers wheels to that amount. In this connection we might ask why the city of Chicago is like the Hawaiian Hardware Company? It is because when we make a claim we always subtantiate it. We claimed that the Monarch was the best bicycle in existence and we have proved it to the' satisfac tion of all who have purchased of us. We have claimed to be the sole agents for the handling of these wheels in the Hawaii an islands. We had the docu ments to substantiate our asser tion on exhibition at the time we made the claim and have received others by the last mail which puts the matter beyond the shadow of a doubt. We expect a full line of Monarch bicycles by the Aus tralia next week and in the meantime we shall be pleased to show the sample specimens we have left and take orders to arrive. We are always glad to have intending purchasers call on us, especially when they are of the tender sex. Th Hmllin Hardware Go. Ltd. Looh Out for the Best! And when found niako a note on.
