WAS IT COERCION If it is truo that a ruceut exe cutive net of tho Sonulo was dono under constraint, from threats of resignation tnudo by thaProsidoiit and ono or more of tho Ministors, Lho people havo cause to tnko -alarm for thoir libortios. For a certain period undor the monar chy Ministors wcro never euro of u day's tonuro of thoir positions. Tho sovoroigu cxercisod tho power of summary dismissal over thom. As tho people hod littlo or nothing to do with their appointment, howover, thoir dismissal did not cause much morooxcitemont than -a. atenmor arrival from tho coast. Now and thou, when an obnox- tous Ministry was appointed, -thero would bo demonstrations of disoontont to which tho sovereign cvas not always unyiolding. "Now that wo hnvo tho name of a republic, there should bo no unconstitutional chocks upon the will of the ponplo, as oxpressed through thoir representatives. The Executive has got onough 'arbitrary power in tho constitu tion without taking more to .itself by tactics borrowed ap parently from ''kicking' ball .players. It is no great credit to -Senators that they should give -way to such tactics in star chamber conclaves. Thoy woro not sont thore by tho electors to protect tho Executive but to con trol it. Want of control over tho exocutivo, in any systom of gov- ornraont, means a want of liberty for tho people. Tho reported sur render of thn Senate to tho Exo- cativo, in tho case in-question, is duo to tho humiliating assumption that ono man and ouo sot of men at tho head of affairs aro indis- i pansable to tho stability of tha system and tho good government of tho country. If thore is any real ground for this assumption tit lies in the fpar that the domin- tint clique would if relieved of pow i er bo tho most unscrupulous fac tion of opposition to thoir suocoss- ors. This was tho case long beforo tho ostonsiblo cause was given for the revolt of 1893,somo of tho preB- ent rulers, whose party was in a distinct minority by itself, ob--vstructiug every effort at any com cpromfco that would not give them t the lion's, share in the adminis tration. If tho republic is not to be -uitttfrly discredited at home and -abroad, and exposed as a republic only in namo and not in nature, tho Legislature must exorcise its jntiro functions, within its con stitutional limitations which are -only too closoly drawn, by acting always in accordance with tho understood wishes of tho people. .'A legislature that exists only to .register tho decrees of tho oxocu tive is no legislature nt all, and a .system that cannot provido a leg islature independent of the exo cutivo muy be called anything '.but a republic. PARDONS EXPECTED. J t is to bo presumed that tho arly convening of the Council -of State, whioh is announcod, is for the purpose of considering pardons of political prisoners to signalizo the first anniversary of hu ropublic. The Government press has boon Hilont on this question, neither advocating nor opposing Hub means of reconcilia tion. Perhaps those papers re gard it us too big n jump from their early clamor for wholesale executions to a forgiving policy j of throwing open tho prison doors. Thoy would do thcmsolves great orodit, howover, if thoy took suoh a jump. Tho Government will havo nothing to gain but much favor to loso, by keeping in J prison any of tho nativos who woro duped into following tho loaders to the Gold. Those thoughtless young mon who, while evincing youthful indiB crotion in taking loading parts, showed tho unmistakablo courage of their convictions in going to the front, should be givon a chance of boginning life anew. Misguided patriotism, or even in fatuation for adventure, ought not to consign bright young follows, with competence for successful business caroers, like Widomann, Groig and Marshall, to tho doom of duranco vilo until all thoir chances of useful lives aro gone. Even tho loaders of tho Movement havo had a lesson that will doubt less last thom for all time, and a short vacation abroad would suffice to qualify thom as masters in the school of wisdom. The war is long enough past now to bo mero history, and its prisonora ought to bo rsleusod with.perhaps, special conditions of liberty in particular oases. So long as thore aro prisoners of war tho bid feel ings of war cannot be eradicated. OBSERVATIONS. Before tho calling of a meeting of tho Council of Stato, ono would think the body would havo been placed on a legal basis. While tho House promptly repaired its mistakes in olecting ineligible porsons, the Fresidont and the Sonuto had not beeu heard from bofore the call in similar repara tion. EVMNINd nUIiLBTIN, JUIA' I, 1805. Jimelyjopie June 26, 189?. Into the soft, warm light of the drawing-room the heavy odors from the conservatory floated and filled the place as with a fog of flowers. Beneath the crystal chand elier, which shone in the mel low light as a suspended rain bow in an atmosphere of gold, stood a fair, pale girl, erect, imperious, beautiful. Shrinking away into the shadows was the object of it. It was a young man in a red waistcoat, with other things to match. He had told her of his love for her, of his devotion to her; of his worship, of the dear de sire of his heart to make her his own, and in the midst of it she stopped him suddenly. "Enough," she exclaimed. Enough! I will not listen to another word." Hear me out," he pleaded. Hear me out." "Never," she laughed, scorn fully, "but I will take great pleasure in seeing you out," and the shadows closed around that shrinking youth like the deadly arms or the octopus. Slowly and sadly he mount ed his wheel and rode forth into the cold, cold world of this city. In spite of our Paradise-of-the-Pacific climate it had been a cold day for him and he could not get rid of a crushed-strawberry-and-ice-cream feel ing in the region of his heart which would not away. Passing the Hawaiian Hard ware Company's store the brilliant scintillations from the electric globes on the Aonarch bicycle in their window at tracted his attention and like an electric flash the thought entered his mind, "I wonder if she is mad because I never asked her to take a bicycle ride with me. I'll do it if it takes my last dollar." With out a second's hesitation he walked into the store and ordered a Monarch ladies' wheel sent to her house, first tying his card to it. That same evening he re ceived a polite note asking him to call again. He went and two minutes sufficed to make him the happiest man in Honolulu, the cause of the whole trouble beine that the young lady suspected him of taking other girls out bicycle x riding and was jealous ac cordingly. There will be an other wedding in Honolulu in a few weeks. While we are on the subject of girls and wheels we will state that we are prepared to furnish bicycles enough, for every 'engaged girl in Hono lulu or even for every girl who wants to be engaged. Ladies and misses are cor dially invited to call at the store and examine the Aonarch wheels, for which we are sole agents for the Hawaiian Isl ands. The Hawaiian Hardware Co. Ltd.
